Speaking in an interview on Adom FM’s morning show Dwaso Nsem, Mr. Nyindam said Parliament is meant to be a place where every MP can be heard, but he feels he has been denied that right.

“The Speaker has not been fair to me. When we talk about democracy and the rule of law, Parliament is where an individual should be heard. What he has done to me means he has not given me a fair chance,” Nyindam said.

He added that as Speaker, Bagbin should have protected him, recalling that the Speaker has previously witnessed and handled similar disputes.

“Even in the Gyakie Qyayson issue, he was there as the Speaker and witnessed the matter. Everyone who becomes an MP and has an issue in Parliament, the Speaker has seen it. So to treat me like this, I don’t know the motivation behind it,” he said.

Mr. Nyindam expressed confusion over the decision to contest his seat, insisting that he should have been allowed to present his side of the story.

“Whatever they took to court, I don’t understand why I am being treated this way. I don’t even know why they want to take my seat from me. At least allow me to tell my side, but they didn’t, and subjecting me to this kind of treatment leaves me speechless,” he said.

His remarks come after a Tamale High Court ruling annulled his parliamentary election victory and ordered a rerun in the Kpandai Constituency within 30 days. Following the ruling, Parliament formally notified the Electoral Commission (EC) of the vacancy.

In a letter dated December 4, 2025, the Clerk to Parliament, Ebenezer Ahumah Djietror, informed EC Chairperson Jean Mensa that the judgment delivered on November 24, 2025, necessitates a fresh election.

The notification, issued under Article 112(5) of the 1992 Constitution, officially triggers the electoral processes required for the rerun in Kpandai.

The initiative, he explained, would enable Parliament to build the knowledge and capacity of the Assemblies to effectively legislate by-laws, rules and regulations that guide their operations and strengthen local governance. 

Speaker Bagbin made the proposal during a book launch held at Parliament in Accra on Thursday.

He noted that while Parliament continued to play its constitutional role of lawmaking, oversight and representation, it was equally important to support the Assemblies to discharge their legislative functions at the local level. 

According to him, such a conference would foster collaboration, enhance institutional effectiveness, and ensure that by-laws passed by the Assemblies are consistent with national legislation and responsive to the needs of citizens. 

The Speaker emphasised that empowering the Assemblies through knowledge-sharing and capacity-building would deepen decentralisation and improve service delivery across the country. 

Mr Bagbin formally launched the two books authored by Benjamin Tachie Antiedu, Esq., an astute lawyer and scholar in parliamentary processes.

The books are aimed at promoting transparency and accountability in parliamentary work and governance.

The books, “Parliamentary Language in Ghana: A Citizen’s Guide” and “Subsidiary Legislature in Ghana: Principles, Practice, and Procedure,” provide valuable insights into parliamentary processes and language.

Mr Bagbin remarked: “The language of Parliament is guided not only by laws and standing orders but also by expressions, traditions, and procedures that shape its relations and decisions.

He emphasised the importance of understanding parliamentary language, noting that it had its roots in Latin and was deeply connected to the history and traditions of parliamentary democracy.

He said, “Parliamentary language is not just English language… It’s about understanding the origins and meanings of words and concepts.”

The books are expected to contribute significantly to the intellectual foundation of Ghana’s constitutional order, promoting sound research, clarity of expression, and respect for constitutional values.

The books are expected to be a valuable resource for citizens, students, and practitioners seeking to understand Ghana’s parliamentary processes and promote good governance.

“These works demonstrate not only scholarship but also devotion to public service and nation-building,” Mr Bagbin said.

“I want to assure all of you that I will come back on this issue of decency, discipline and decorum. And this time, I’m coming with the hammer and not the gavel,” he cautioned.

His remarks followed a heated exchange between the Majority and Minority Leaders during the vetting of Chief Justice nominee, Justice Paul Baffoe-Bonnie.

The confrontation erupted when Minority Leader Alexander Afenyo-Markin described the nominee as a “disputed nominee.”

Majority Leader Mahama Ayariga objected to the remark, describing it as inappropriate and potentially disrespectful to the Judiciary. However, Mr. Afenyo-Markin stood his ground, insisting that the Majority was attempting to suppress legitimate scrutiny.

Responding to the standoff, Speaker Bagbin stressed Parliament’s responsibility to maintain mutual respect among the arms of government.

“As Speaker, I wish to reaffirm Parliament’s unwavering respect for the Judiciary as a coequal arm of government under Article 125, Clause 1 of the 1992 Constitution, which vests the judicial power of Ghana in the Judiciary,” he declared.

He added, “The doctrine of separation of powers requires that all three arms of government relate to one another with mutual respect and restraint.”

Mr. Bagbin further directed the Appointments Committee to ensure that all future vettings are conducted with professionalism and “the highest standards of civility, objectivity, and institutional respect.”

Reiterating Parliament’s regard for the Judiciary, he said, “Honourable Members, on your behalf, I extend our deepest apologies and assurances of Parliament’s continued respect for the Judiciary and its team members.”

Delivering his ruling on Friday, the Speaker stated that there was neither a constitutional nor procedural foundation to justify halting the vetting process due to ongoing court proceedings.

“There is no constitutional or standing order basis for Parliament to halt the process simply because there are pending cases in court,” Speaker Bagbin said.
“Should I accept that argument, it would mean that any litigant could hold Parliament hostage by filing a case and freezing the work of Parliament and its committees. The motion is inadmissible and has been returned to the sponsor, the Minority Leader, Honourable Alexander Afenyo-Markin.”

The Speaker’s decision came after the Minority insisted that the vetting of Justice Baffoe-Bonnie, who is currently serving as Acting Chief Justice, should be paused until all legal actions filed by the former Chief Justice, Gertrude Torkornoo, are concluded.

Justice Baffoe-Bonnie is expected to appear before the Appointments Committee on Monday, November 10, for his vetting to become the substantive head of the Judiciary.

Despite this, Minority Leader Alexander Afenyo-Markin declared on the floor that his side would not back any process that allows the vetting to proceed while court cases remain unresolved.

“We will not support a report, that business committee report that has an aspect that says that there is going to be vetting. He [Majority Leader] should take that off; he should withdraw that bit so that the original component of the business committee’s report remains without any vetting whatsoever on Monday,” he stated.

He further emphasized his caucus’s commitment to legal due process, saying:

“Mr Speaker, in any event, we, the Minority, as law-abiding as we are, filed a motion several days ago and have done several follow-ups. Mr. Speaker, our Minority should not be taken for granted. Awaiting all of this, the Majority Leader cannot just announce to us that Justice Araba Torkornoo’s prayer does not matter.”

“She is a Ghanaian who was appointed; she has submitted herself to all due process; her rights must be respected; we are not dealing with minds. That vetting will not happen; it will not happen. You must follow due process, follow the law,” Mr Afenyo-Markin added.

The MPs accused of taking part in the assault are Ebenezer Kwaku Addo, Member of Parliament for Asutifi North, and Collins Dauda, MP for Asutifi South.

Speaking on the floor of Parliament on Tuesday, the Speaker expressed deep concern over the development, describing it as both disturbing and unacceptable, especially given that it involves legislators entrusted with upholding the rule of law.

“The report of an attack on a team from the National Anti-Illegal Mining Operations Secretariat, a task force established to combat illegal mining, is most worrying,” Bagbin said. “Even more troubling is the claim that the assault was incited by one of our own, the Member of Parliament for Asutifi North, who allegedly involved Honourable Collins Dauda in the matter.”

While noting that he was awaiting a detailed briefing, Speaker Bagbin condemned the incident in the strongest terms and reaffirmed Parliament’s commitment to justice and accountability.

“I wish to make it clear that I condemn, without reservation, the attack on the team of officers assigned to combat illegal mining,” he stated. “I have instructed the Office of the Clerk and the Legal Services Office to assist the Ghana Police Service in its investigations, in accordance with the Constitution and the Standing Orders of Parliament.”

His remarks follow growing public concern over political interference in Ghana’s long-running fight against illegal mining, commonly known as galamsey, which continues to destroy farmlands and pollute water bodies.

The Minority Leader, Alexander Afenyo-Markin, also weighed in on the matter, calling on lawmakers to set aside political affiliations and take a united stand in addressing the menace.

“Mr. Speaker, can we, as leaders, for once agree to abandon the partisan lens and confront this problem as a national priority?” he asked. “Our citizens must see that we are serious about protecting the environment and our shared future.”

He further cautioned that politicising the fight against illegal mining could have dire consequences for both the environment and Ghana’s democratic integrity.

“The fight against illegal mining should not be an NDC or NPP affair,” Afenyo-Markin warned. “We cannot ignore wrongdoing because of votes—such thinking only leads to destruction, not progress.”

In a letter dated November 3, 2025, A Plus argued that Abena Osei Asare’s continued leadership of the PAC constitutes a conflict of interest due to her previous role as Deputy Minister of Finance.

He maintained that her prior association with the Finance Ministry, particularly during the tenure of former Minister Ken Ofori-Atta, could undermine the committee’s credibility and independence.

“The Public Accounts Committee remains one of Parliament’s most critical tools for promoting transparency, accountability, and responsible financial governance,” A Plus stated. “It is deeply troubling that Hon. Abena Osei Asare, a former Deputy Minister of Finance, is now leading this vital oversight body.”

According to him, her leadership at a time he described as marked by “reckless borrowing, fiscal mismanagement, and questionable contracts” erodes public confidence in the committee’s work.

The Gomoa Central legislator also cited ongoing investigations into deals such as the Strategic Mobilization Limited (SML) contract, the ECG–Beijing Jao Loss Reduction agreement, and the Service Ghana Auto Limited ambulance procurement — all currently under review by the Office of the Special Prosecutor (OSP).

A Plus further accused the Atiwa East MP of shielding the Ghana Revenue Authority (GRA) Commissioner-General, Rev. Ammishaddai Owusu-Amoah, when he declined to disclose his age, describing her actions as “a serious breach of the principles of transparency and accountability.”

He maintained that allowing someone directly involved in financial management to oversee government expenditure reviews is “morally unjustifiable.”

“Such an arrangement not only undermines the impartiality of the Public Accounts Committee but also weakens public faith in Parliament’s oversight function,” he added.

A Plus, therefore, urged the Speaker to act swiftly to replace her, arguing that her removal is necessary to preserve the integrity, neutrality, and moral authority of both the PAC and Parliament as a whole.

The caution follows reports of persistently low attendance in Parliament since sittings resumed last week, a trend that has continued throughout the year.

Under Ghana’s Constitution, any MP absent for 15 consecutive sittings without permission from the Speaker automatically forfeits their seat.

Addressing the House on Wednesday, October 29, Mr. Bagbin said he would strictly enforce these constitutional provisions during the current session.

“It’s for good reason we decided that we’ll sit in the afternoons so that you can take the morning to attend committee meetings, prepare reports and attend to your constituents, and that by 2 p.m., you should be ready to sit,” he said.

The Speaker explained that afternoon sittings were introduced to allow MPs to engage with ministries and public institutions during official hours, while evening sessions were designed to enable citizens to follow parliamentary proceedings more conveniently.

“In the evenings, people have the opportunity to sit, watch, advise you, and make inputs. That again we are not taking advantage of. I’m saying this for the last time,” he cautioned.

Mr. Bagbin revealed that he had directed parliamentary clerks to take detailed attendance records throughout the current session, warning that sanctions would follow if absenteeism persisted.

“We have the Standing Orders. We know what they say. We’ll be taking action to ensure that members are compelled to sit or be considered to have vacated their seats,” he declared.

Expressing disappointment, the Speaker said continued disregard for plenary sessions was eroding public confidence in Parliament.

“I’m not happy with the way members value plenary sessions,” he lamented. “You yourselves, those of you who are always here, I see from your faces that you are with me in this matter.”

Mr. Bagbin also disclosed that he had already compiled attendance records from the first and second meetings of the year but had chosen not to publish them.

“I decided, for good reason, not to publish them but to give you the last opportunity. It looks like that was a catastrophic mistake I made. I should have brought it out and referred members to the Privileges Committee,” he remarked.

Speaker of Parliament Alban Sumana Kingsford Bagbin has called for the introduction of official leave periods for Members of Parliament (MPs), noting that the demanding nature of their work leaves them with little time for rest or family.

Addressing lawmakers during Tuesday’s sitting, October 21, the Speaker dismissed the public perception that MPs take long holidays during parliamentary recess, explaining that they continue to perform constituency duties even when the House is not in session.

“MPs don’t go on holidays or vacation. They recede to continue to do the work of MP,” he clarified.

Mr. Bagbin said the current situation is inconsistent with the Labour Act, which mandates rest periods for all workers.

“I think it is something that we have to consider because the Labour Act expects that you should also have some leave. It is done all over the world,” he added.

He expressed concern about the toll the unending demands of parliamentary work take on MPs’ personal lives, revealing that many have seen their families suffer as a result.

“Those of us who have sacrificed all these years, we know how our families have been destroyed because you never have time for your family, you never have time for people dear to your heart — the people that you grew up with — and sometimes they don’t spare you,” he lamented.

Mr. Bagbin urged lawmakers to initiate discussions within Parliament and with relevant stakeholders to create a system that allows MPs to take brief official breaks.

“Please, let’s think over it, discuss with our neighbours outside Parliament, and at least get a few days to have some breathing space, if not to rest, but to share love with your immediate family members,” he appealed.

Speaking during the courtesy visit by the family of the late Apostle Kwadwo Safo to his office on Monday, October 13, Mr Bagbin confirmed that indeed an NPP MP had crossed party lines to support his bid for Speaker, but clarified that it was not Adwoa Safo.

“I call her my daughter because when I came to Parliament, she was a small girl. So, I began calling her my daughter before she even joined politics and entered Parliament. But we belong to different political traditions,” the Speaker said.

He explained that his personal bond with Adwoa Safo might have caused the widespread assumption that she was the one who broke ranks to vote for him.

“Because she is my daughter and we love each other, when I was contesting to be Speaker, they thought she voted for me,” he clarified.

Mr. Bagbin’s remarks bring closure to a rumour that has trailed Adwoa Safo’s political career for years and stirred tension within the New Patriotic Party (NPP) after the razor-thin Speaker election in January 2021.

Mr. Bagbin made these remarks on Monday, August 11, 2025, when he led a delegation of parliamentary leaders to the home of the late Alhaji Mohammed Muniru, Acting Deputy National Security Coordinator, to commiserate with his family.

Alhaji Muniru was among eight prominent public officials who perished in a helicopter crash on Wednesday, August 6, while on their way to Obuasi for an official anti-illegal mining operation.

His burial, alongside that of Alhaji Dr. Ibrahim Murtala Muhammed, Minister for Environment, Science and Technology, took place on Sunday, August 10, in accordance with Islamic traditions.

The Speaker said the visit was to honour the memory of the late national security official, who was widely admired for his commitment to public service. He encouraged the bereaved family to draw strength from faith and the legacy Alhaji Muniru left behind.

“Once again, let us in this grief not forget the power of the almighty God; all works for our good, and we will continue to thank him for these precious lives and the service they rendered to us, and we pray they find an eternal good place for them to stay until we meet again,” he said.

Mr. Bagbin described the late Muniru as a selfless leader who rose above political divides in service to the nation. He appealed to political leaders and citizens alike to embrace unity, mutual respect, and cooperation in diversity.

“In the same way, we are also here as leaders so we can add our voice to talk to the people. Whatever differences we have, it is the creation of God; we’re all created differently,” he said, adding that politics should be about harmonising differences for the public good.

“It’s God who created us different. And that is what politics is about—how you get that difference to work together in unity… not to divide us, not to let us hate each other.”

The delegation included Majority Leader Mahama Ayariga, Deputy Minority Leader Patricia Appiagyei, and Majority Chief Whip Rockson Nelson Dafeamekpor. They also offered condolences and praised the late Muniru’s dedication to the country.

The Speaker’s call comes as the nation continues to mourn the loss of distinguished leaders, whose service, he said, should inspire a renewed commitment to unity and shared purpose.

Speaking at the funeral of the late Acting Deputy National Security Coordinator, Alhaji Muniru Limuna Mohammed—who was buried alongside Environment Minister Dr. Ibrahim Murtala Muhammed—Mr. Bagbin emphasized the importance of respecting spiritual insights from trusted clergy.

“Pastors, the Reverends, we should listen to them. It is not all of them who are looking for money. Don’t take what they say for granted… I can’t say I know the spiritual world more than those who have taken it as a career,” he said.

His remarks followed the Presidency’s directive from the Interfaith and Ecumenical Relations Office, which requires religious leaders to submit any prophecies of national significance for official review.

The directive, signed by Presidential Envoy Elvis Afriyie Ankrah on August 10, calls for urgent submission of prophecies related to political leaders, governance, national security, or public stability.

This move came after viral videos showed self-proclaimed prophets claiming to have foreseen the August 6 military helicopter crash that claimed eight lives, including Defence Minister Dr. Edward Omane Boamah and Environment Minister Dr. Ibrahim Murtala Muhammed.

Other victims included Alhaji Muniru Limuna Mohammed; Samuel Aboagye, former parliamentary candidate; Samuel Sarpong, NDC Vice Chairman; and three military personnel — Squadron Leader Peter Bafemi Anala, Flying Officer Manin Twum-Ampadu, and Sergeant Ernest Addo Mensah.

The Ghana Armed Forces confirmed that the Z-9 helicopter went “off the radar” after departing Accra for Obuasi to attend an anti-illegal mining event. All eight aboard were later declared dead.

In a closing address read on his behalf by the First Deputy Speaker and MP for Akatsi South, Bernard Ahiafor, the Speaker commended the House for its collective commitment to national development despite political differences.

“This meeting has demonstrated what is possible when we work together, transcending partisan interests to serve a better good,” he said.

Mr. Bagbin urged members to carry forward the spirit of national unity and public service that had defined the session, stressing that parliament was not a courtroom but a political institution built on deliberations, negotiations, and consensus-building.

Output

The meeting, which spanned May to August 2025, recorded 43 sittings, during which the House passed eight out of 13 bills laid before it.

Key among them were the Public Holidays and Commemorative Days (Amendment) Bill, the Ghana Medical Trust Fund Bill, and the University for Development Studies Bill.

Parliament also approved the nomination of seven Supreme Court Justices and four deputy ministers, vetted by the Appointments Committee. A total of 497 questions were filed, with 297 answered—comprising 242 oral and 55 urgent questions—signifying robust oversight over the Executive.

The House ratified international agreements, adopted business statements, and considered various reports and instruments, including 131 timber utilisation contracts and 11 Auditor-General’s reports.

Challenges, recess

While celebrating achievements, the Speaker also called attention to challenges, notably the sudden death of the Akwatia MP, Ernest Kumi, and violent incidents during the rerun of the Ablekuma North parliamentary elections.

He called for discussions on improved healthcare for MPs and reforms to uphold electoral integrity.

As Parliament adjourned, Mr Bagbin reminded members that the recess was not a vacation but a return to their constituents.

He urged them to use the period to reconnect with the people, undertake field oversight and deepen the country’s democratic governance with renewed purpose and a spirit of service.

Achievements

In his closing remarks, the Majority Leader and MP for Bawku Central, Mahama Ayariga, enumerated the government’s aggressive approach to combating illegal mining (galamsey), reporting significant actions like arresting 1,345 miners, seizing 425 excavators and holding over 1,000 excavators at ports.

He emphasised a coordinated effort to monitor excavator importation, requiring justification for their use and implementing tracking systems.

The Majority Leader also cautioned the minority against using parliament to undermine investigative agencies lawfully executing their constitutional mandates in response to the minority’s claims that the government was targeting individuals over political affiliations.

“I think that it is a height of hypocrisy for us to enact such fine laws, establish those institutions and when they are exercising their responsibilities and their mandates, we sit in this house and criticise them and try to undermine them in the exercise of their legitimate duties,” he said, urging aggrieved persons to seek redress at the appropriate institutions.

Criticism

The Minority Leader and MP for Effutu, Alexander Afenyo-Markin, in his remarks, criticised the government for what he described as growing authoritarian tendencies and a failure to uphold democratic and economic justice.

He urged an end to bitterness, revenge, and selective persecution, stressing the need for national unity.

“It is time to end the bitterness, the revenge, and the pain.

We are a country of one people.

If the House will continue to dictate to the government, so be it. But we live to see,” the Minority Leader said.

“It is captured in our standing orders for all MPs to use their mother tongue, provided they can symphoniously translate into the official language of English,” he added.

To facilitate this change, the Speaker announced plans to recruit language experts and interpreters who will offer real-time translations during debates.

“Very soon, we will employ experts in these languages to come and support us as translators,” he confirmed.

Speaker Bagbin revealed this while voicing concerns about Members of Parliament (MPs) being appointed to ministerial, executive, and board positions.

“I was offered to be Chair of the National Health Insurance Authority. As you all know, Speakers chair it. I rejected it because I think it’s not proper to go and chair the board, submit reports under the supervision of a minister. The Speaker is now under a minister, and the report will come to the House and the House will now be presided over by the minister – the Speaker.

“I said, no, I rejected it but that’s what used to happen. Some of you don’t know that it’s not proper. You cannot go and chair the boards, the corporations, work over there, submit reports through the minister, the minister submits the report to Parliament. Then you come and preside over those reports and approve or disapprove. Please, issues of conflict of interest and prejudice arise,” he explained.

As a former Nadowli-Kaleo MP and Majority Leader in 2009, Speaker Bagbin recalled that he was offered a position to be Minister of Parliamentary Affairs but he declined.

“I could not see the authority of a Majority Leader, the leader of the House, as a minister to be under the dictates and directives of the Executive.

“So, I have always argued against the Majority Leader, the leader of the House, being a Minister of State,” he noted.

The Speaker asserted that lawmakers should not serve on state agency boards, make decisions there, and then return to Parliament to approve those same decisions in their legislative capacity.

First Deputy Speaker Ahiafor, presiding over the House, blocked the move on procedural grounds and ordered the MP’s ejection after he continued to press for a hearing. His action triggered strong protests from the Minority side.

In his remarks to Parliament on Thursday, Speaker Bagbin acknowledged the seriousness of the nurses’ strike but chastised Dr. Afriyie for sidestepping established leadership procedures.

He emphasized that urgent statements must go through the proper channels, stressing that the title ‘Honourable’ is not merely symbolic but carries a duty of decorum and respect for the chair.

The Speaker, however, stopped short of initiating disciplinary measures.

Meanwhile, Minority Leader Alexander Afenyo-Markin has pledged his side’s full cooperation with the Speaker to maintain order and uphold parliamentary procedure.

In what he described as a constitutional obligation, Mr. Bagbin warned that failure to comply would constitute a “serious violation” of the 1992 Constitution.

“Silence, oversight or informality shall not be accepted as a substitute for compliance,” the Speaker cautioned.

He has directed all affected officeholders to submit formal requests to the Committee on Office of Profit within 14 days from the date of communication.

Details Required

The request must disclose the nature of the appointment, the responsibilities involved, any associated remuneration, and other relevant information necessary for full assessment by the Committee.

“The Committee shall receive and review all requests for ratification promptly and submit its recommendations to me for determination,” Mr. Bagbin stated.

He urged the Committee to apply the constitutional test under Articles 78(3) and 98(2) “strictly and consistently.”

Safeguarding Public Trust

Mr. Bagbin explained that these provisions, including the relevant Standing Orders, are designed to preserve the balance between the Legislature and Executive, prevent conflicts of interest, and safeguard public confidence.

“These provisions ensure that ministers and members do not convert public service into a platform for personal wealth accumulation, nor use their positions to gain undue advantage in the private sector or state institutions,” he noted.

He also raised concerns about the increasing trend of public officeholders accepting board appointments or professional engagements with financial benefits without parliamentary clearance.

“This trend, if left unchecked, risks eroding the ethical standards of public service, weakening parliamentary oversight and compromising the credibility of Parliament in the eyes of the public,” he warned.

Avoiding Conflicts of Interest

Mr. Bagbin pointed out that holding multiple roles with financial or executive obligations undermines members’ ability to fully execute their core duties.

“Where these appointments are accepted without scrutiny or oversight, there is the additional risk that state boards, corporate entities or regulatory agencies become politicised, and accountability mechanisms are compromised or weakened or both,” he added.

Upholding Constitutional Intent

The Speaker reiterated that the Constitution and the Standing Orders are not discretionary but mandatory.

“The Speaker’s discretion under Articles 78(3) and 98(2) is exercised on the basis of recommendations from the Committee and only where the constitutional tests have been met,” he explained.

He stressed that no member or minister may assume compliance based on silence or informality, urging strict adherence to the constitutional framework.

Committee Oversight

Under Order 224 of the Standing Orders of Parliament, the Committee on Office of Profit, chaired by the Second Deputy Speaker, is empowered to scrutinise all such appointments and ensure conformity.

Mr. Bagbin concluded by calling on all public officeholders to lead by example and adhere to the high standards of accountability and integrity expected of them.

The Minority’s Chief Whip, Frank Annoh Dompreh, expressed these concerns in a formal memorandum to the Speaker.

The memo emphasized the importance of respecting the privileges of Parliament and warned that failure to do so could undermine the authority and independence of the legislature.

The attempted arrest is reportedly linked to ongoing investigations into suspected drug trafficking and money laundering activities involving two international flights that passed through Ghana in March 2025.

While the details of Reverend Fordjour’s alleged connection to the matter remain unclear, the Minority insists that any such inquiries must follow due process.

In their communication to the Speaker, the Minority reiterated their commitment to the rule of law but stressed that all interactions between MPs and security agencies must strictly adhere to constitutional safeguards and established parliamentary norms.

“By this initiative, we aim to inspire a national movement where integrity is not only expected but desired and rewarded,” Speaker `Bagbin stated.

“This is vital for the functioning of Parliament,” he emphasized.

He expressed confidence that the Ninth Parliamentary Service Board would work diligently to resolve the matter.

“I believe the Ninth Board will work assiduously to make this a reality,” he said.

His remarks came in response to Afenyo-Markin’s argument over whether the Budget Statement should be presented as a motion or simply as a statement.

During the debate ahead of the 2024 Budget presentation, Afenyo-Markin insisted that the matter was a well-founded application, a position supported by Deputy Minority Whip, whom he claimed was being intimidated by Majority Leader Mahama Ayariga.

However, Bagbin maintained that the correct parliamentary procedure had been followed regarding the presentation of the government’s Budget Statement and economic policy.

“I’ve heard, and I think, in terms of procedure, the right thing has been done. The order clearly states that the estimates of revenue and expenditure must be presented as a statement. The Budget Statement and Economic Policy of the government shall be presented to the House by the Minister responsible for Finance on behalf of or on the authority of the President,” he clarified.

He further cautioned Afenyo-Markin, saying, “Honorable Minority Leader, you are not in a shouting battle, please. This is the House, and the only way the House can determine the format of the statement is when it is officially presented. The House cannot decide on this matter outside of a formal sitting.”

Bagbin’s remarks reinforced the need for proper decorum and adherence to parliamentary rules in budget discussions.

While Minority Leader Alexander Afenyo-Markin was addressing the House, calling for calm amid heated discussions surrounding the 60th anniversary of the death of Joseph Boakye Danquah, a male voice was heard shouting, “Daughter of a murderer, sit down! Daughter of a murderer, sit down!”

The voice was alleged to be that of Damongo MP, Samuel Abu Jinapor. However, he has denied the claims, insisting such language is not characteristic of him.

Meanwhile, the Speaker has given the MP a one-week ultimatum to own up while a formal investigation is underway.

The orientation, organised by the Parliamentary Training Institute (PTI), aims to equip MPs with knowledge on legislation, deliberation, oversight, and other parliamentary duties.

Speaker Bagbin stressed the importance of mastering parliamentary rules, procedures, and technical skills to navigate challenges effectively. He warned that a simple mistake or poor communication could negatively impact an MP’s career.

“An MP can lose an election over the wrongful use of a word, which may seem minor but is a reality,” he said.

He also highlighted that adhering to parliamentary rules alone is not enough for success, adding that strategic tactics, body language, and other skills play a crucial role—skills that no book can teach.

“The 1992 Constitution, various Acts of Parliament, and the Standing Orders of Parliament impose a huge mandate and responsibility on MPs. You must listen attentively to resource personnel, prioritize your tools, and plan your career accordingly,” he advised.

The training covers topics such as:

  • Rights of the Majority and Minority Caucuses in Parliament
  • Conflict Management and Consensus Building
  • The Legislative Process and Private Members’ Bills
  • Reviewing and Analyzing Legislation
  • Mastering Rules of Procedure
  • Advocacy, Lobbying, and Negotiation

The Speaker urged MPs to take self-leadership seriously to excel in their parliamentary careers.

In response, Speaker Bagbin suspended the MPs and also set up a bipartisan committee to investigate the incident, with a report expected within 10 days.

Speaking on Adom FM’s morning show, Dwaso Nsem, Kofi Tonto accused the Speaker of overstepping his authority, arguing that there is no provision for such suspensions in Parliament’s standing orders.

“The Majority should handle issues behind closed doors instead of acting like saints in public. The Speaker is behaving like a President rather than a Speaker. What is the purpose of the committee if MPs have already been suspended? There is a process to follow, and this isn’t it,” he asserted.

The MPs were suspended on Friday, January 31, following a chaotic incident that led to the destruction of tables and microphones. The Minority had resisted further vetting, but the Majority proceeded after exhausting the initial schedule for the day.

Opinions on the Speaker’s decision have been divided, with some condemning it as unlawful while others praising it as a necessary intervention.

In an interview on Channel One TV, Mr. Ahiafor clarified the Speaker’s authority in such situations, stating, “People are not getting it right. As a private legal practitioner, if I reduce it to a courtroom practice, we have two types of those incidents—the one that happened outside the court when you need evidence to establish, but the one within the court, you need no evidence to take a decision as a judge.

“…In matters of this nature, where you have to take a decision in one way or the other, you are playing the role of a judge.”

Speaker Alban Bagbin, on January 31, 2025, following the violent confrontations during the vetting on Thursday, January 30, also established a seven-member committee. Its mandate is to identify those responsible and recommend appropriate sanctions.

To facilitate public engagement, the committee has created a WhatsApp platform for information submissions.

The committee will conduct public hearings, providing individuals the opportunity to testify openly about the chaotic scenes that disrupted proceedings.

The committee, chaired by Ho West MP Emmanuel Bedzrah, includes members Kwame Anyimadu-Antwi, Gizella Akushika Tetteh-Agbotui, Abena Osei Asare, Zanetor Agyeman-Rawlings, Vincent Oppong Asamoah, and Bede Anwataazuma Ziedeng.

Speaker Bagbin has made it clear that no public funds will be used to repair damages caused by the altercations. Instead, MPs found guilty of misconduct will be surcharged for repair costs.

Meanwhile, four MPs are currently serving a two-week suspension due to their involvement in the chaos. The committee’s findings are expected to help restore decorum and accountability in Parliament.

In a statement issued on February 3, NPP General Secretary, Justin Kodua Frimpong expressed solidarity with the affected MPs and accused Speaker Bagbin of disregarding the Constitution and principles of natural justice.

“The Party sees this selective and autocratic posture of the Speaker as very dangerous, with all these actions packaged to cow the Minority into submission, consequently weakening its potential to hold the government accountable,” the statement read.

Mr Frimpong stressed that the NPP does not accept the Speaker’s decision, insisting it violates constitutional provisions and fair parliamentary procedures.

“The Party hereby reiterates its position that it stands with its eighty-eight (88) gallant Hon. Members to address all forms of repression and unfairness in the application of the rules governing Parliament and the Nation,” he added.

“The suspension of the four MPs be reversed immediately, as it lacks the required procedural and legal foundation. The ad-hoc Committee constituted under Orders 5 and 20(4) be dissolved immediately.”

“The Committee on Privileges and Immunities be urgently constituted in accordance with the Standing Orders and the matter be referred to this Committee for a full and proper investigation and subsequent action and Parliament formally reaffirms its commitment to procedural fairness to avoid setting a precedent that undermines due process,” the letter read in parts.

The Minority Leader has further proposed to Speaker Bagbin to agree to a meeting between the two caucuses to address the issue.

“I humbly request a formal meeting with you at your earliest convenience, preferably before Tuesday, 4th February 2025, to discuss these grave concerns, explore remedial actions, and chart a dignified path forward,” the letter added.

However, Mr. Acheampong has stated that Yagba-Kubori MP, Mustapha Ussif and New Juaben South MP, Michael Okyere Baafi should have been suspended too.

The MP has said he was surprised they weren’t part.

“If you watch the video, OKyere Baafi was also pushing the table and Mustapha Ussif also lifted his chair and drop it on the table.

“I don’t know which video Speaker watched that he did not see the action of these two and did not add them to the suspension,” he said.

Tables and microphones were destroyed when tempers flared on Thursday night.

Speaker Bagbin on Friday while announcing the MPs’ two weeks suspension condemned the conduct, stating it has brought the image of the House into disrepute.

Speaking on Adom FM Midday News on Saturday,  Mr. Acheampong noted thay the continuous brawl among Members of Parliament in the House is disgraceful and needs to be condemned.

‘’You see, the chaos that keep occurring in Parliament, I feel ashamed when I go to my constituency or at some high profile meeting and they address me as honourable, because the behaviour of some of us do not warrant us to be called such,” he said.

He added that the suspension is good and will serve as a guide and deterrent going forward.
‘’I urged my colleagues who have been suspended to accept it in good fate and also we those remaining to take lesson from it so that, in case we don’t agree to something, we will follow the right channel to address our grievances and not engage in unnecessary fisticuff,” he admonished.

When asked by the news anchor Nana Addai Mununkum if he will write to the  Speaker to take action against the two MPs, he replied, ‘’ I cannot disclose that because even if I will do that, I don’t have to tell you because they may be listening and take some action I may not know.”

Speaking on Newsfile on JoyNews, he acknowledged that the Speaker acted within Order 342 of the new Standing Orders when he referred the suspected misconduct of MPs at the Appointments Committee to the Committee on Privileges and Immunities. However, he insisted that for the Speaker to suspend the MPs for two weeks was beyond his legal authority.

“The Speaker is right to have availed himself of the imperative of Order 342 of the new Standing Orders,” which allows referring matters of privilege to the Committee of Privileges and Immunities.

However, he questioned the Speaker’s directive for the immediate suspension of four MPs involved in the chaos, stating, “Now the question to ask is from where the Speaker is deriving his authority. Neither the Standing Orders nor the Constitution grants the Speaker any of such authority.”

He explained that Order 35 permits the person presiding to order a member to withdraw from Parliament for disorderly conduct, but this withdrawal lasts only for the remainder of the day’s sitting, not for an extended period like two weeks.

He emphasised that if an incident occurs in the plenary, “the Speaker has the authority to cause the withdrawal of that person from the presence of Parliament,” but this should not exceed 24 hours.

Mr Kyei-Mensah-Bonsu also noted that since the incident occurred before a committee, the appropriate action should have been taken by the committee’s chairman, not the Speaker.

He concluded that “the Speaker has not only jumped the gun but has gone outside the prescription of the law to impose his sanction. His own attitude and conduct is questionable.”

Speaking on Joy FM’s Super Morning Show, Mr Anyenini clarified that the swearing-in process is rooted in law, with the Speaker relying on the Electoral Commission’s (EC) gazetted list of MPs-elect.

He explained that the Speaker’s role in swearing in MPs is ceremonial, leaving no room for discretion.

“The Speaker swears in the newly-elected members of Parliament,” Mr Anyenini stated, and added .“But we also know that by the operation of law, a duly elected MP is one whom the Electoral Commission, by its sole authority, has gazetted as elected. If you are not gazetted, you will not be sworn in. You cannot be admitted into the House, and any attempt to participate in its business is a criminal offence that could lead to arrest.”

On the issue of annulled results, Speaker Alban Bagbin declared that parliamentary candidates whose results were nullified by the Supreme Court on 27 December 2024 would not be sworn in on 6 January 2025. “The decision of the Supreme Court renders their declarations invalid and unlawful,” Bagbin affirmed.

The Supreme Court annulled the re-collated results in four constituencies – Okaikwei Central, Ablekuma North, and Tema Central all in the Greater Accra region, as well as Techiman South in the Bono East region, citing irregularities in the EC’s re-collation process. The apex court ruled that the procedure lacked the transparency and fairness required by the law.

This ruling followed a challenge by the National Democratic Congress (NDC) against a High Court directive issued on 20th December 2024, which instructed the EC to re-collate results in nine disputed constituencies. The NDC argued that the directive was procedurally flawed, and the Supreme Court upheld their position.

Mr Anyenini emphasised that the Speaker must act strictly within the boundaries of the law, relying solely on the EC’s gazetted list.

“The Speaker’s job is not to conduct elections or determine who has been properly elected; his role is to swear in those the EC has gazetted, unless there is a court order to the contrary,” he noted.

Bagbin’s decision, Mr Anyenini said, must firmly be rooted in legal principles. “The Speaker’s role in swearing-in members is ceremonial. His job is not to determine who has been properly elected or to contest the Electoral Commission’s gazetted list,” Mr Anyenini explained.

“If a candidate is not gazetted, they are not admitted into Parliament and cannot participate in its proceedings. Attempting to do so would amount to a criminal offence, and such a person could be arrested.”

He further clarified that in cases where there is a legal challenge, the courts have the sole authority to resolve disputes. “If there is an injunction restraining a person gazetted by the EC from holding themselves as MP-elect, the Speaker is bound by law to respect that order. The individual cannot be sworn in or participate in parliamentary proceedings until the court lifts such an order,” Mr Anyenini stated.

According to him, the ruling of the Apex Court is in line with his position that the re-collation of results and declaration of these MPs-elect were unlawful.

“The decision of the Supreme Court just followed the position I took before they even delivered their decision. To become a member of parliament, you have to be elected by the voter, and you have to be declared by the electoral commission.

“But you have to be sworn in by the speaker. Until you are sworn in by the speaker, you remain MP-elect. So I was very clear in my mind that some of those re-collation and re-declarations were completely null and void,” he stated.

Speaking in Parliament on Saturday, Speaker Bagbin noted that he is the gatekeeper and will ensure that the right thing is done.

“They were unknown to the law and so they were not properly so-called MPs-elect and not qualified to be sworn in by me. My clerk is here. We had those discussions when I told them. They were all surprised. I said, yes. I’m the gatekeeper. The right thing must be done for us to be able to reset Ghana,” he added.

The Supreme Court on Friday, December 27, nullified the re-collated results for the Okaikwei Central, Ablekuma North, Tema Central, and Techiman South constituencies, citing irregularities in the process.

This ruling was on the back of a suit by the National Democratic Congress (NDC) against a High Court decision on December 20, which directed the Electoral Commission (EC) to re-collate parliamentary election results in six disputed constituencies.

A five-panel member of the Apex Court presided over by Justice Gabriel Pwamang however upheld the results in Nsawam-Adoagyiri and Ahafo Ano North which were part of the re-collation.

“His remarkable career has been marked by numerous achievements, including his role as Majority Leader in Parliament and Minister for Health,” Ambassador Sam Pee Yalley, the Global President, ProFourm said on Saturday at the award ceremony held in Parliament, Accra.

The citation acknowledged Speaker Bagbin’s selfless dedication to democracy and parliamentary practice in Ghana. It said his leadership had ensured that the voices of the people were heard, and the rule of law was upheld.

“…. As a champion of democracy, Speaker Bagbin’s commitment to transparency, accountability, and service to the nation is exemplary. His tireless efforts have made the Parliament of Ghana a beacon of democracy, not only in Ghana but in Africa and the Commonwealth,” it said.

Further, the citation recognised Speaker Bagbin’s pivotal leadership in driving national development through meaningful debates, critical legislation, and checks and balances, adding that “he has surmounted challenges with steadfastness and commitment, maintaining law, order, and progress in Ghana.”

The NDC ProForum expressed heartfelt appreciation for Mr Bagbin’s remarkable contributions to governance and development in Ghana. They pledged to continue supporting his efforts and working together to build a better Ghana.

Mr Bagbin’s impressive career spans over three decades, with extensive experience in Ghanaian politics.

He has served as a Member of Parliament, Minister, and now Speaker of Parliament, making him an invaluable asset to the party.

He emphasized that Alban Bagbin has done an excellent job over the past four years as the Speaker, and it would not be fair to replace him.

“Mr Speaker, the institutional empowerment you have given to Parliament is unmatched, and it is likely because we have you as speaker coming from within. Mr Speaker, I don’t know whether you will be retained or if a new person will be appointed… If they decide to maintain you, I know parliament will continue to benefit. But should they decide to retire you, which I know they can do, if they choose to bring in a new Speaker, that person should come from within. We don’t want an outsider,” he said during the House’s first sitting after the long break caused by the vacant seat impasse.

Mr Afenyo-Markin explained that, they would prefer an existing member of the house, “someone who will understand us.”

He went on to praise Mr Bagbin for his leadership, saying, “Mr Speaker, let me commend you for the four years of your leadership in this House. We may have had our disagreements, but it is clear that the welfare of members has been key to your leadership. Nobody can take that away from you.”

Monday’s sitting was held at the Accra International Conference Centre, where members of the House are set to meet and debate pending matters before the current Parliament’s closure.

The eighth Parliament in the past two months has been in the news following a legal dispute over Speaker Alban Bagbin’s decision to declare four parliamentary seats vacant.

This declaration cited alleged constitutional violations by certain MPs, causing widespread debate and the indefinite adjournment of the House.

The Supreme Court intervened and in a final ruling on Tuesday, November 12, 2024, ruled that the declaration was unconstitutional.

Following the ruling of the Apex Court, the Majority Leader, Alexander Afenyo-Markin petitioned the Speaker, requesting a recall which was rejected.

Mr Afenyo-Markin asked for Parliament to be reconvened to enable them to address critical state matters and conduct government business.

However, in his response, the Speaker stated that he could only recall the House after the 7th December election.

According to Afenyo-Markin, the Speaker is treating Parliament as his personal property, arbitrarily deciding when to reopen it for government business.

“Look at the shutdown they are doing in Parliament. Today, the Speaker has taken Parliament as his personal property. As and when it pleases him, he opens Parliament. Even when there is an issue that he could sit with us on, he says no,” Afenyo-Markin stated in an interview with JoyNews.

The Majority Leader had submitted a memo requesting the Speaker to recall Parliament to deliberate on urgent government business before the end of November.

However, in a response dated Tuesday, November 26, Bagbin declined the request, indicating that the House would only reconvene after the December 7 general elections to address government matters.

Afenyo-Markin expressed concern about the implications of the Speaker’s decision, arguing that it obstructs critical legislative processes and undermines the smooth functioning of government operations.

He described the Speaker’s refusal as unacceptable, accusing Bagbin of being unwilling to reconvene the House.

“Look at the recent case. They themselves created this impasse. We [NPP], as law-abiding citizens, took the matter to court. The court ruled in our favour.

“They contested the case and lost. I was expecting Mr Speaker to immediately open Parliament as a democrat, to say that government business must go on. I waited upon him, but he did not. When I finally wrote to him to open Parliament for us to do government business, look at his response. He’s not ready,” Afenyo-Markin said.

He also criticized the opposition National Democratic Congress (NDC) caucus and its flagbearer, John Mahama, for urging the Speaker not to recall Parliament, describing their actions as effectively holding the state hostage.

“Look at the response of the NDC. They wrote a counter-petition saying that Mr Speaker should not open Parliament. The flagbearer of the NDC also said the same thing. So what they are doing is holding government hostage,” he asserted.

Commenting on how the Speaker’s decision would affect government business, Afenyo-Markin accused Bagbin of acting with mischief.

“Are we even sure that he would open Parliament? That’s the question. Are we even sure? But the answer lies in we [NPP] winning massively. And once we win massively and we come, he would have no choice.

“I do not want to rely on his words. You remember we recalled Parliament; the government did all that they had to do. We came in, and he adjourned Parliament sine die. So I don’t want to talk about whether he would come and reopen Parliament or not. I leave it to his own judgment,” he added.

Nonetheless, he said he would use constitutional means to address the NPP caucus’ grievances.

He said, “I cannot force him. I will use constitutional means, and if he shuts the doors, it’s up to him.”

The MP’s comment comes after the Speaker rejected his side’s request for a recall of Parliament.

In an earlier memo written by the Majority Caucus to Mr. Bagbin, Afenyo-Markin asked him to reconvene Parliament to enable them to address critical state matters and conduct government business.

However, in his response, the Speaker rejected the request to reconvene the House immediately but stated that he could only recall the House after the 7th December election.

Mr. Afenyo-Markin says that for now, the governing MPs are focused on the election to ensure that the NPP retains power with a clear majority in Parliament.

“For the next week, we will focus on the elections with a determined mind to win and win well for Parliament and our flagbearer, so that if they continue being difficult and acting autocratically, we know that we have a government in waiting to implement these important policies,” he told Joy News’ Elton Brobbey in an interview.

For the past two months, Parliament has been in a state of uncertainty due to disagreements over a decision by the Speaker to declare four seats vacant.

The issue arose when Mr. Bagbin ruled that four seats—three NPP and one NDC—were no longer occupied, as the holders of those seats decided to contest this year’s election as independent candidates rather than representing the political parties that had sent them to Parliament.

The ruling, which was not well received by the majority caucus in Parliament, compelled the NPP, led by its leader Afenyo-Markin, to take the case to the Supreme Court for constitutional interpretation and a possible reversal of the Speaker’s ruling.

After court hearings over several weeks, the Supreme Court ruled by a 5-2 decision, declaring that the Speaker’s ruling declaring the seats vacant was unconstitutional and could not stand.

This series of events has left Parliament in a state of uncertainty, as Mr. Bagbin has not recalled the House despite the court’s verdict.
