This was during the 96th Anniversary and Speech and Prize-Giving Day held on March 14, 2026, a celebration he was the Chairman.

Addressing the gathering of alumni, students, staff and dignitaries, the MP described his return to the school as a moment of pride and reflection, noting that the institution has played a vital role in shaping generations of leaders.

He emphasised that the legacy of the college goes beyond academic excellence, highlighting its long-standing commitment to character formation, discipline and leadership.

“At the heart of this legacy lies the school’s motto Omnia Vincit Labor — perseverance conquers all,” he said, adding that the principle continues to guide the aspirations of students and teachers.

Mr. Awuku explained that the newly introduced Change Makers Award will be presented annually for the next six years to one student and one teacher who demonstrate outstanding leadership, integrity, sustainability advocacy and commitment to positive change within the school and community.

Each recipient will receive a cash prize of GHS5,000 in recognition of their contribution and influence, adding the initiative is aimed at encouraging leadership, environmental responsibility and community service.

According to him, the award seeks to reinforce the idea that leadership is not only about personal achievement but also about serving others, protecting the environment and promoting responsible development.

“The purpose of this initiative is also defined by the willingness to serve others, to protect the environment, and to act in ways that promote sustainable and responsible development. In doing so, we hope to reinforce the idea that true leadership is measured by the difference one makes in the lives of others and in the communities, we share,” he stated.

He encouraged students to embrace their time in school as an opportunity to develop values, curiosity and a sense of responsibility for society.

Mr. Awuku also commended teachers and staff for their mentorship and dedication to nurturing the next generation of leaders.

Speaking on Citi FM’s Citi Breakfast Show on Monday, February 2, Mr. Awuku said he was not aware of any payments made to delegates by the Bawumia camp.

“I haven’t been part of any meeting where we agreed that monies should be given to delegates. If it’s about ferrying somebody from one point to the voting centre, I don’t think that is part of buying votes,” he explained.

He warned that inducements undermine democracy when financial incentives determine voting decisions.

“Where I think it is wrong is when it becomes the focus on which a decision to vote is made; then it becomes very dangerous to our democracy,” he said.

Addressing claims that the Bawumia camp may have provided transportation money, Mr. Awuku clarified: “Maybe not from the centre that I know of, unless people decided to support on their own.”

He gave an example from his constituency, noting that logistical support such as providing buses for delegates to reach polling stations does not constitute vote-buying.

“I was clear in my mind, and I told them to vote according to their conscience,” he added, emphasizing that delegates were free to make independent choices at the polls.

Speaking on Citi FM’s Citi Breakfast Show, Mr Awuku said Dr Bawumia is determined to address concerns that emerged during the party’s presidential primaries and other internal engagements.

According to him, key electoral reforms within the party are high on the agenda, particularly the restoration of voting rights for external branches and the issue of proxy voting.

“The focus now is to champion very serious reforms in the party. Dr Bawumia spoke briefly about this in his victory speech. Issues such as the voting status of our external branches and proxy voting are critical. He believes the decision by the presidential committee on proxy voting was perverse and should not be allowed to stand going forward,” Mr Awuku stated.

Dr Bawumia was elected flagbearer of the NPP at the presidential primaries held on January 31, 2026, after securing 110,643 votes, representing 56.48 percent of the total valid votes cast. Kennedy Agyapong placed second with 46,554 votes (23.76 percent), followed by Dr Bryan Acheampong, who polled 36,303 votes (18.53 percent).

Dr Yaw Osei Adutwum finished fourth with 1,999 votes (1.02 percent), while Kwabena Agyei Agyepong placed fifth with 402 votes (0.21 percent).

Beyond electoral reforms, Mr Awuku said Dr Bawumia is focused on repositioning the party to reconnect with its grassroots and appeal to the broader Ghanaian electorate.

“He is concerned about how the party can reorganise itself going forward and adopt a clear mindset towards victory in 2028. We have discussed privately how to reshape the look and feel of the NPP to make it, once again, a party of choice that is loved and respected,” he noted.

Mr Awuku added that the flagbearer is keen on ensuring the party adapts to changing political trends while strengthening its pro-poor credentials.

“He wants to ensure that the party responds to changing dynamics on the ground and that those at the lower end of the ladder feel the NPP is a party that genuinely responds to their needs through pro-poor policies,” he said.

Speaking on Adom TV’s Badwam, Mr Awuku said the former Vice President is unhappy with recent developments surrounding the conduct of the primaries, particularly the removal of proxy voting, which he believes undermines fairness and inclusiveness in the internal contest.

“Dr Bawumia is not happy, especially with the elimination of proxy voting from the presidential primaries,” he said, adding that the decision risks locking out qualified delegates who cannot physically return to Ghana to vote.

According to him, proxy voting has long been part of the NPP’s internal electoral processes and should not have been scrapped without viable alternatives.

“I think the enfranchisement of proxy voters was not a wrong decision. There has always been proxy voting in our elections. Hundreds of qualified NPP voters will be disenfranchised if they are unable to travel to Ghana to vote,” Mr Awuku stated.

He argued that the Presidential Election Committee could have explored other mechanisms instead of abolishing the system entirely, including electronic or virtual voting options, especially since all aspirants have representatives within the party’s branches abroad.

“The committee could have put in place measures. It could have been electronic or virtual, because all the aspirants have representatives in our branches abroad,” he noted.

Mr Awuku warned that the implications of the decision could negatively affect party unity, stressing that the eventual flagbearer would be forced to repair internal divisions created by perceptions of exclusion.

“The danger is that the elected flagbearer will have to go back and repair the damage,” he cautioned.

Questioning the rationale behind the decision, he also challenged how the committee determines the voting choices of proxy voters in the first place.

“How is the Presidential Election Committee able to know who a proxy voter votes for or doesn’t vote for?” he queried.

Mr Awuku insisted that the move disproportionately affects Dr Bawumia, noting that the former Vice President enjoys significant support among the party’s diaspora branches.

“The development has disenfranchised hundreds of Bawumia supporters in the diaspora because we believe we are very popular with NPP branches abroad. We won the diaspora vote the last time in 2023,” he said.

He suggested the decision creates an uneven playing field, describing it as an obstacle placed in Dr Bawumia’s path.

“So it appears there is a deliberate impediment being placed between Dr Bawumia and winning the race,” he added.

The NPP is scheduled to hold its presidential primaries on January 31, 2026, to elect a flagbearer for the 2028 general elections. Party leaders have repeatedly called for unity and discipline as the contest approaches.

An estimated 211,849 delegates are expected to vote at 333 centres nationwide.

“Any Ghanaian who has voted in 2012, 2016, 2020, and 2024 will remember significant changes in the political landscape. In 2024, Mahama was running for the fourth time, while Bawumia was on the ballot for the first time. After Kufuor’s departure, the most popular politician from the NPP was Akufo-Addo. However, Akufo-Addo exited the ballot in 2024, making Mahama the most recognizable face for voters,” he said.

“By 2028, constitutional limits mean Mahama will not be able to compete. The challenge for an opposition party in terms of marketing is that their visibility is often restricted. When voters return to the polls, the most familiar name on the ballot after Mahama is likely to be Bawumia,” Awuku added.

He also rejected claims that Dr. Bawumia was a weak candidate, noting that his 2024 candidature helped the NPP improve its performance in Zongo communities, increasing its vote share from 30 per cent in 2020 to 40 per cent.

“Therefore, if someone claims that Bawumia wasn’t a strong candidate, I would question what more he could have done. “For some people, when they want positions, that is when they begin showing friendliness. But with Dr Bawumia, what you see is what you get,” he said. “He does not fake his character. He is genuine.”

He also referenced recent political commentary within the NPP, arguing that if a two-term Vice President could be labelled a “stranger,” then party members with significantly less experience would be subjected to even greater scrutiny.

Sammi Awuku made the remarks when Dr Mahamudu Bawumia visited the Akuapem North constituency on Friday as part of his tour of the Eastern Region.

The project marks a major milestone for the community after years of lobbying, delays, and collaboration among traditional authorities, the Presbyterian Church, and educational institutions.

The commissioning took place on Tuesday, 25 November 2025, with the Okuapenhene, Obrempong Oseadeeyo Kwasi Akuffo, senior chiefs, clergy, and residents in attendance.

The facility was financed by the National Lottery Authority (NLA) and constructed by Wembley Sports Construction Company Limited during Awuku’s tenure as Director-General of the NLA. The initiative began when community elders approached Awuku—then an NPP Parliamentary Candidate and NLA Director-General—to transform a deteriorated field into a modern sports facility.

Cultural and Historical Significance

Located within the premises of the Presbyterian College of Education and flanked by the sacred Ademim River, the site holds cultural and spiritual significance. Awuku worked closely with the chiefs, the church, and the school to secure approval before construction began.

Construction Challenges

Awuku noted that the project faced challenges, including poor initial land conditions, flood risks, and heavy rains that required additional engineering assessments. A major delay occurred in 2024 when Awuku postponed the commissioning until after the general elections to avoid any perception of political influence.

“The rainy season provided a natural stress test for the pitch. Observing how the rains behaved helped us address critical issues and ensure proper drainage and a retainer wall,” he said, welcoming public criticism for improving the final outcome.

A Modern Sports Facility

The completed Wembley Park includes:

  • A 500-seater spectator stand and VIP stand named after the first Okuapenhene
  • Modern washrooms and office spaces
  • A fully grassed football-standard playing field

A management committee has been established with representatives from the traditional council, the Presbyterian College of Education, the church, and the MP to ensure proper maintenance. Awuku emphasized the need for collective responsibility to preserve the facility for future generations.

Community Appreciation and Support

The Okuapenhene expressed profound appreciation to Awuku and the NLA, urging residents to safeguard the park and utilize it for the broader development of Akuapem.

As part of the commissioning, Awuku personally donated GHC 10,000, 20 crates of soft drinks, and 50 bags of sachet water to local football teams scheduled to use the facility.

Addressing attendees, Awuku said, “What our elders dreamt of, what the people wished for—today it has finally come to stay. I congratulate the people for their patience, resilience, and support.”

With the commissioning of the Akropong PCE Ademim Field, Akuapem North now joins other communities across the country benefiting from modern sports infrastructure.

Awuku provided crucial context, explaining that the NLA Caritas Lottery Platform, established under the National Lotto Act, is the revenue-generating arm.

“The NLA Caritas Platform has Corporate Ghana as its primary stakeholder,” he stated.

Sponsorships for events like the Africa Prosperity Dialogue and Ghana CEO Summit were, therefore, Marketing Department initiatives to attract key industry players.

“The association with these brands brought several benefits to the NLA, including increased brand awareness and visibility, which helped the Authority pitch its brand to industry leaders for stakeholder collaborations, thereby generating revenue for the Caritas Lottery Platform, which in turn, funds the Good Causes Foundation,” Awuku explained.

He revealed that this strategy grew the Caritas Platform from a negligible kitty to generating over GHS 11 million between 2021 and 2024.

He framed the report as “mischief,” designed to mislead the public by blurring the lines between essential revenue-generation activities and the charitable disbursements they enable.

“By the close of polls, we expect that the constituents should do what is right, and just by their conscience. I’m hoping that NPP’s candidate will emerge victorious at the end of the day,” he emphasized.

“I don’t think the violence ongoing is necessary. There is a subtle attempt to justify what is going on — unprovoked and unwarranted attacks on people. The NDC should know we shall remember. The party should call their supporters to order. There is a blatant disregard for electoral rules,” he said in an interview on Asempa FM’s Ekosii Sen show.

Tensions escalated at the St. Peter’s Society Methodist Church polling centre in Odorkor after a group of unidentified men believed to be “macho men” stormed the area, triggering chaos and the reported assault of former Awutu Senya East MP, Mavis Hawa Koomson.

The incident has raised security concerns as voting continues across 19 polling stations in the constituency.

The Ghana Police Service has since deployed additional personnel to restore calm and ensure the rerun proceeds without further disruptions.

Mr. Speaker,

Thank you for the opportunity to make this statement. I do so on the basis of insights gathered during a recent engagement between some Honourable Members of Parliament and the students and staff of the Senior High Technical School for the Deaf in Mampong. The forum, organised by the Department of Public Engagement and graciously supported by myself, MP for Akuapem North, was an important demonstration of Parliament’s commitment to inclusive dialogue and participatory democracy.

Mr. Speaker, the encounter provided a platform for students living with hearing impairments to interact directly with legislators and provide them with a real world understanding of how parliament works, including ways through which they can actively participate. The session, which featured presentations by several Honourable Members – including Hon. Fred Agbenyo, Hon. Edem Agbana, Hon. Kojo Oppong Nkrumah, Hon. Shirley Kyei, and Hon. Wallace Pele – was inspiring and enlightening in equal measure.

More importantly, it highlighted critical concerns and thoughtful proposals made by the students and their teachers. These require Parliament’s attention, inclusive responses, and in some cases, targeted deliberate intervention.

Mr. Speaker, the first and most pressing issue raised by the students was the absence of a dedicated legislative framework for deaf education in Ghana.

Currently, the only Senior High Technical School for the Deaf in the country functions without a law that secures its future through guaranteed funding, policy direction, and institutional support.

This gap leaves the school vulnerable to inconsistent budgetary allocations, administrative neglect, and limited infrastructural development.

Such legislation, Mr. Speaker, would do more than fund a school; it would serve as a national commitment to inclusivity, equity, and sustainable educational development for a marginalised group of our population, in accordance with Sustainable Development Goal (SDG) 4 (Quality Education): Target 4.5 which aims to eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for vulnerable groups, including people with disabilities, indigenous peoples, and children in vulnerable situations, by 2030.

Mr. Speaker, the second matter of concern is infrastructure. The school currently operates from two physically separated campuses – North and South.

This setup forces students to cross busy roads several times a day, risking their lives just to access food or attend classes.

Furthermore, students depend on taxis to transport food between the campuses. This unreliable system has often resulted in delays, and in some cases, complete failure to deliver meals, thereby affecting student nutrition and concentration.

An on-site dining hall is recommended to ensure nutrition and eliminate reliance on external logistics.

Mr. Speaker, the recommendation for a centralised and accessible learning environment, complete with an on-site dining facility, must be taken up by the Ministry of Education with support from Parliament.

Mr. Speaker, the third issue relates to the inadequacy of the current national curriculum in addressing the needs of deaf learners.

Teachers explained that most lessons have to be repeated multiple times due to comprehension delays, and that current assessment structures do not account for the unique learning methods required by hearing-impaired students.

As such, the students proposed a comprehensive review of the National Curriculum for Deaf Learners to incorporate:

  • Sign language-based instructional materials;
  • Visual learning tools;
  • Simplified content structures;
  • Extended teaching and assessment time.

Additionally, they recommended the recruitment and training of more sign language interpreters, the provision of learning aids, and specialised professional development for teachers in deaf education.

Mr. Speaker, Parliament must take steps to ensure that inclusive education becomes a practical reality rather than a theoretical aspiration. We must empower and urge the Ghana Education Service to work with curriculum experts and disability advocates to revise content, pedagogy, and assessment methods.

Another area of concern, Mr. Speaker, is the systemic exclusion of deaf individuals from Ghana’s justice system.

Deaf persons have encounter difficulties in attempting to report crimes, defend themselves, or pursue justice due to the absence of trained interpreters at police stations and in courtrooms.

This gap is a violation of basic human rights and goes against the country’s pursuit of achieving Target 10.2 of SDG Goal 10 (Reduced Inequalities) which aims to empower and promote the social, economic, and political inclusion of all people, regardless of age, sex, disability, race, ethnicity, origin, religion, or other status by 2030.

Parliament must, therefore, clarify and enforce the responsibility of state institutions, especially the Ghana Police Service and the Judicial Service, to provide qualified sign language interpreters during legal and investigative proceedings involving deaf individuals.

The students also highlighted the need for disability-sensitive civic and legal education. Many are unaware of their constitutional rights or the legal channels available to them.

Mr. Speaker, Parliament must champion the development of civic education programs tailored to students with disabilities. These should be implemented through the National Commission for Civic Education (NCCE) and mainstreamed across the country.

Mr. Speaker, one of the most progressive proposals made at the forum was for Parliament to formally recognise Ghanaian Sign Language as a national language. The students argued, quite rightly, that such recognition would affirm their identity, improve public understanding, and promote greater national cohesion as done in South Africa, Kenya, Uganda, Portugal, Paraguay among other countries.

The UN Convention on the Rights of Persons with Disabilities (CRPD) – Article 21 calls on states to recognize and promote the use of sign languages. This includes accepting and facilitating the use of sign languages, Braille, and other accessible means of communication in official interactions.

Parliament must explore legislative options and possibly constitutional amendments to recognise Ghanaian Sign Language, integrate it into the basic education system, and expand sign language training across public institutions.

Mr. Speaker, the role of educators in deaf education cannot be overstated. Teachers at the Senior High Technical School for the Deaf provide not only academic instruction but emotional and psychological support to their students.

Yet, they do this under challenging conditions – without specialised allowances and often with inadequate accommodation. The students called for an “emotional allowance” for their teachers similar to that provided to village teachers. They also urged authorities to expand staff accommodation to boost morale and performance.

Parliament must give serious consideration to these recommendations. Incentivising and retaining skilled educators in special needs schools is essential to bridging the inclusion gap in our educational system.

Mr. Speaker, in light of these concerns, Parliament has a vital role to play in transforming policy into practice. I respectfully propose the following interventions:

First, Parliament should refer this statement and its recommendations to a joint sitting of the Committees on Education; Gender, Children and Social Protection; and Constitutional, Legal and Parliamentary Affairs.

Second, Parliament must advocate for the introduction of a Public Bill or Private Member Bill that provides for:

  • Dedicated funding streams for deaf education;
  • Clear national standards for curriculum, staffing, and infrastructure;
  • Legal obligations for inclusive service delivery across sectors.

Third, Parliament should exercise its oversight mandate to ensure that resources allocated under the District Assemblies Common Fund for Persons with Disabilities are equitably distributed and directly benefit institutions like the Senior High Technical School for the Deaf, School for the blind and others.

Fourth, Parliament should urge the Ministry of Education to conduct an infrastructure audit of all special needs schools and submit a plan for campus upgrades and staff housing projects.

Fifth, a motion should be introduced mandating all public legal and justice institutions to provide accessible legal services for the deaf, including sign language interpretation.

Finally, Parliament should request an annual report from the Ministry of Education on the status of special needs education in Ghana, with specific data on student enrolment, curriculum delivery, teacher retention, and infrastructure conditions.

Mr. Speaker, the students of the Senior High Technical School for the Deaf in Mampong are not asking for sympathy. They are asking for fairness and equity. They are not demanding special treatment. They are demanding equal opportunity.

Let us, as a House, respond to their call with urgency, empathy, and resolve. Let this House be remembered as the Parliament that listened not just with its ears, but with its conscience.

May this House be remembered as the house that moved beyond its comfort zone to put smiles on the faces of these deaf students.

May the deliberations that follow bring about real change, not just for the students who spoke – but for all marginalised communities in Ghana.

“The only Senior High Technical School for the Deaf in the country operates without any legal framework to secure its future through guaranteed funding, policy direction, or institutional support. This leaves the school vulnerable to inconsistent funding, administrative neglect, and limited infrastructure,” Mr. Awuku told Parliament.

He stressed that the students are not asking for sympathy, but for fairness and equal opportunities.

To that end, Mr. Awuku proposed that Parliament refer the matter to relevant committees, including Education, Gender, Children and Social Protection, and Constitutional, Legal and Parliamentary Affairs, to consider a bill that would ensure dedicated funding, qualified staff, and improved infrastructure for special needs institutions.

He also supported calls for Ghanaian Sign Language to be formally recognised nationwide, advocating for reforms that guarantee the presence of interpreters in courts and police stations to ensure access to justice for the hearing impaired.

Mr. Awuku underscored that such legislation would go beyond supporting a single school, representing instead a national commitment to inclusivity, equity, and sustainable development.

“This aligns with Sustainable Development Goal (SDG) 4 on Quality Education, particularly Target 4.5, which aims to eliminate disparities and ensure equal access to all levels of education and vocational training for persons with disabilities and other vulnerable groups,” he noted.

The former Director-General of the National Lottery Authority expressed confidence that with the backing of Parliament, sustainable and lasting solutions can be implemented to uplift marginalised communities across Ghana.

Organisers estimate the turnout at more than 10,000 – the largest since the initiative began three months ago.

A promise turned movement

Ofie Market was born on the 2024 campaign trail, when now-MP Sammi Awuku pledged to “create a space where farmers could meet buyers directly, eliminate middlemen and keep the value of their labour.”

  • Ofie Market 1.0 (March 2025) – 500 farmers and 300 “market queens” filled the Amanokrom Community Centre Park, selling garden eggs, cassava, dried fish and handmade crafts. Early sell-outs signalled untapped demand.
  • Ofie Market 2.0 (26 April 2025) – A mid-morning downpour tested the project’s resilience; traders and shoppers danced through the rain and again sold out before noon. “It was wet and wonderful,” one vendor recalled.

The 3.0 milestone

Saturday’s edition stretched the capacity of the Durbar Grounds. Stalls overflowed with ripe plantain, citrus, palm oil and shea products, while drummers, dancers and youth volunteers kept the atmosphere festive and orderly.

“This is our market. This is our power,” said tomato farmer Akua Donkor after clearing her stock at self-set prices.

Early economic impact

Farmers report earning up to 30 percent more by bypassing aggregators, and local transport unions note a spike in weekend traffic from Accra and Koforidua.

Organisers are negotiating cold-chain support, mobile-market spin-offs and micro-loans to widen the reach.

What’s next

“Ofie Market is no longer a project; it has come to stay,” Awuku told jubilant traders, hinting at quarterly editions across the constituency. Traditional authorities have endorsed the expansion, calling it “a blessing to the land and the people.”

As dusk settled over Amanokrom, maize farmer Yaw Owusu summed up the day’s sentiment: “Ofie Market is our future – and we’re just getting started.”

The innovative market aims to reduce post-harvest losses and provide consumers with fresh, organic produce at farm-gate prices. It is designed to connect hardworking farmers with consumers, ensuring that fresh produce reaches homes while helping farmers and traders earn more for their efforts.

The market was officially launched on February 17, 2025, where Sammi Awuku explained that the initiative seeks to address the challenges farmers face in the constituency, particularly post-harvest losses.

“Farmers’ post-harvest losses have been a major concern for us. We wanted to create a platform where farmers can sell their produce directly to consumers, eliminating middlemen and ensuring better prices,” he stated.

The Ofie Market has garnered significant support from the community, with over 500 farmers and 300 market queens already on board.

The coordinator, Barimah Awuah Sarpong Asiedu–Larbi Esq, noted that a playground will also be available for children accompanying their parents to shop.

“Vendors will come and sell their foods. We urge all to come and buy, and there will be a funfair with all kinds of foodstuffs available,” he stated.

The Ofie Market is more than just a place to buy food; it is about improving lives, supporting local farmers, and making organic produce affordable for everyone.

The event is being organized in collaboration with the Municipal Directorate of the Ministry of Food and Agriculture and has received widespread community support.

Mr. Asiedu-Larbi emphasized the importance of the project in addressing post-harvest losses and creating a ready market for both farmers and market women.

“This project is about creating a platform where farmers, after harvesting, can bring their produce to the market, where there will be buyers,” he disclosed.

After the maiden event, the Ofie Market will be held on the last Saturday of every month, with farmers and their produce transported from various farming communities to the Amanokrom Community Centre, providing them with a reliable market.

The market will open at 6 a.m. and close at 5 p.m. Organizers have also arranged transportation for all farmers within Akuapem North with produce ready for sale.

On security arrangements, Mr. Asiedu-Larbi assured that police personnel, supported by private security, will be present to ensure the safety of patrons.

“We have police personnel who will be guarding the car park, supported by private security personnel. MTTD officers will also be on standby to direct traffic, and a children’s playground has been created for market women’s children with adequate security,” he assured.

Speaking on the floor of Parliament on Monday, March 24, Mr. Awuku emphasized the importance of implementing recommendations from previous investigations into similar incidents to prevent future occurrences.

His concerns were triggered by the recent devastating fire at Adum in Kumasi, which caused significant damage to goods and properties, affecting numerous traders and creating distress among victims.

He noted that while investigations are conducted after such disasters, the failure to act on their findings has allowed market fires to remain a persistent challenge.

“Now we have Adum on our hands. Not too long ago, we had other places. What are we doing as a people to also help correct some of these structural issues? The earlier report of some of these incidents, what happened to it? How did we deal with the structural issues that came up?

“How are we taking steps to ensure that other markets are also not affected? And very soon, you will also be approaching the dry season after this rainy season and you are likely going to face some of these issues,” he stated.

Mr. Awuku called for urgent measures to ensure the safety of markets nationwide, stressing that beyond investigating fire outbreaks, authorities must take decisive steps to implement solutions.

In a statement posted on his personal social media handle, Mr Awuku voiced his concerns over the potential impact of the directive, which threatens to revoke appointments made after the December 2024 elections, warning that it would undermine young Ghanaians’ rights and future prospects.

Awuku drew comparisons to a similar situation in January 2017 when Hon. Osafo-Marfo, during his vetting, had proposed a revocation of post-election appointments.

At the time, the Akufo-Addo government rejected the suggestion, citing its unconstitutionality and respecting the principle that President Mahama’s mandate remained valid until January 6, 2017.

According to Awuku, the government’s respect for continuity and due process was evident in their refusal to revoke appointments for key positions such as the Commissioner for Human Rights and Administrative Justice (CHRAJ), the Auditor-General, and the National Commission for Civic Education (NCCE), despite political differences.

“Why is it different today?” Mr Awuku questioned, arguing that respecting lawful appointments and continuity should remain unchanged.

He further stressed that those appointed after the December 2024 elections should not be viewed as second-class citizens, as they went through a rigorous recruitment process to secure their positions.

Awuku also highlighted that denying these individuals access to their employment opportunities would violate their economic rights, as enshrined in Article 24 of Ghana’s 1992 Constitution and the United Nations Sustainable Development Goal (SDG) 8, which promotes full and productive employment for all.

“Recruitment is a process, not an event,” Awuku continued, reminding the President that many of these appointments were made long before the December elections.

He questioned whether the employment of public servants in Ghana should now depend on the party in power, suggesting that such a notion would be detrimental to the country’s democratic values.

In his closing remarks, Awuku warned that allowing the directive to stand would send a dangerous message to Ghanaian youth, implying that their future success is tied not to their competence but to the political party in power at the time of their appointments.

“Lottery funds can contribute directly to essential sectors like health, education, and youth development,” Awuku stated.

He also suggested allocating proceeds to marginalized communities, supporting social interventions for the elderly, disabled, and vulnerable groups, and assisting MPs in developing their constituencies through the District Assemblies Common Fund.

Strengthening the fight against illegal lottery operations

Awuku didn’t shy away from addressing the pressing issue of illegal lottery operations, which he described as a significant threat to the country’s lottery sector.

According to his statement, around 60% of Ghana’s lottery market is dominated by unlicensed operators, resulting in substantial revenue losses for the state.

He called for stricter penalties for illegal operators, proposing an amendment to the National Lotto Act, 2006, to impose higher fines and longer jail terms.

He also recommended that assets acquired through unlawful lottery activities be forfeited to the NLA for reinvestment into operational activities.

Awuku argued that this approach would not only enhance revenue collection but also curb the rise of illicit gaming activities that have become a pervasive issue in the country.

“The current fines and penalties are insufficient to deter illegal operators who often have the financial means to bypass these sanctions,” he said.

Responsible gaming and public education

In addition to promoting more transparent and responsible gaming practices, Awuku called for the establishment of social centers across communities to address gambling addiction, particularly among minors.

He advocated for the creation of advisory bureaus within NLA district and regional offices to provide support for individuals struggling with gambling-related issues.

“We must demystify the lottery, not just as a source of entertainment but as a vital economic tool for the state. Public education on the social benefits of lottery proceeds is essential for generating more revenue and safeguarding vulnerable individuals from the negative impacts of gambling,” he stated.

“Sammy Gyamfi too has been appointed to oversee the PMMC. A solid guy, and I reject anyone who says he is too small for the position. Who do you expect should be appointed after toiling for his party? Even my successor, Alhaji Mohammed, is a solid man.”

Sammi Awuku further responded to Ghana’s criticism of the appointment of Mohammed Abdul Salam, a Muslim, as the acting CEO of the NLA. He said that accepting the position does not imply involvement in the lottery business. “When I was appointed to oversee the NLA, I heard people from my church raising concerns. I did my best, and now that Alhaji has replaced me, the same thing is happening. But what I want to say is that the profit made from this lottery is used to support the country’s economy and to help the needy as well.”

The former Director-General of the National Lottery Authority (NLA) stated that the tax was counterproductive and failed to achieve the desired results.

Mr. Awuku made these remarks in an interview with Adom News’ Parliamentary Correspondent, Ohene Amponsah.

“I have been consistent with my position under both the Akufo-Addo government and now Mahama’s that the betting and lottery tax is counterproductive and will not help the nation. It is a voluntary tax,” he stated.

In this regard, Mr. Awuku suggested that the government should engage with relevant stakeholders in the gaming industry and set specific targets for them. He emphasized that the government should avoid passing the tax burden onto players, as this would make illegal betting operators more attractive to bettors.

“Government must sit with the stakeholders and set targets for them to pay, rather than passing it on to the player. The tax will make illegal betting operators more attractive to players,” he said.

He further urged the government to incentivize companies that comply with the rules of the game. Additionally, he called for a review of Ghana’s laws, noting that illegal operators arrested and arraigned in court must face stringent punishments as a deterrent.

“It is considered a financial crime in some jurisdictions, so punishments must not be based on the judge’s discretion,” he added.

In August 2023, the Ghana Revenue Authority (GRA) notified sporting and lottery companies of a 10% tax on all winnings from sports betting and lotteries. This generated significant controversy, with many blaming NLA for initiating the tax.

However, Mr. Awuku revealed that during his time at NLA, the outfit was not consulted before the tax was implemented.

“Although I am going to Parliament, I am not happy about these developments. But this is the time to work hard with the majority and support the leadership of the party to bounce back. Ghanaians may give us the nod again if we organize ourselves very well,” he stated.

He encouraged party members not to dwell on their disappointment for too long, adding that resilience is the hallmark of the NPP.

“It’s okay to feel moody for a while, but we must keep our eyes on the ball. The NPP is a party of resilience and courage. We have done it before, and we can do it again,” he declared.

Mr. Awuku also stressed the importance of mobilising the youth to strengthen the party’s base. “We need aggressive mobilisation of young people. This is the time to avail ourselves and support the party.”

Mr. Awuku also extended his congratulations to the National Democratic Congress (NDC) for their victory.

“We congratulate the NDC and wish them well in leading the country. We won’t wish them bad; instead, we’ll pray for their success,” he said.

He also commended Dr. Mahamudu Bawumia, the NPP’s flagbearer, for conceding defeat early.

“Dr. Bawumia did the honourable thing by conceding early. That shows true leadership,” Mr. Awuku remarked.

Going forward, the NLA boss urged party members to take their defeat as a lesson and work towards reclaiming their position as Ghana’s ruling party.

Ahead of the election, Mr Awuku was confident about the NPP’s flagbearer, Dr Mahamudu Bawumia’s decisive win and the party security majority parliamentary seats.

He had stated he would be surprise if the NPP wins less than I45 parliamentary seats, emphasising they would adopt a strategy the NDC will never understand.

The former National Youth Organiser of the NPP, succeeds incumbent MP, Nana Ama Dokua Asiamah who lost the election after contesting in the Okaikwei North.

The Chief Executive Officer (CEO) of the National Lottery Authority (NLA) highlighted the profound message the NPP is carrying into the elections and predicted a surprising outcome.

“On December 8, you’ll come back to this studio and say, ‘It looks like something is happening that one may not understand,’” he said with confidence.

Sammi Awuku’s optimism stems from the NPP’s track record and its ability to adapt to challenging circumstances.

Mr. Awuku disclosed this in an interview on Adom FM’s Dwaso Nsem on Monday.

The New Patriotic Party (NPP) Akuapem North Parliamentary candidate explained that the delay is due to the modalities involved in the implementation.

“NLA is government-owned, and we pay into the consolidated fund after we deduct our operational costs and CSOs. Already, we are battling illegal operators.

“So, if you tell us to tax 10% of the win, illegal operators may end up collapsing your business because they may claim they pay out full winnings,” he stated.

The government introduced the tax in April 2023, which applies to both domestic and overseas companies.

The Ghana Revenue Authority (GRA) announced on December 23, 2023, that the implementation will start on Monday, January 1, 2024. This was following a six-month preparation period given to NLA and Private Lotto Operators (PLOs).

However, Mr. Awuku noted that many countries that attempted to implement such policies failed, hence there was a need for extensive stakeholder engagement to ensure sustainability.

“The Czech Republic, Jamaica, and many other countries tried but failed. So, we met with the GRA and the Ministry of Finance to decide on the way forward, and NLA proposed that we could broaden our net and regularize more illegal operators.

“So, even if there is a deduction, it may not be 10%, or the lotto operators could pay a certain flat rate to support the government because they are also profit-making companies. But we couldn’t conclude our discussions because of the election,” he stated.

The NLA expressed confidence that the next NPP government, led by Dr. Mahamudu Bawumia, will fulfill its pledge to scrap the tax.

“This election, by the 9th of December, the NPP would have secured enough parliamentary seats to prevent the troubles we suffered over the last four years. I will be surprised if the NPP gets fewer than 145 seats,” he stated.

Mr. Awuku expressed confidence that, by the time the election results are declared, the NPP’s seats may even surpass 145.

“The results of this election will shock many people. We have done a lot of work and will reclaim the seats we lost, while the NDC will lose some of the seats they are holding on to,” he added.

Beyond the NPP’s parliamentary prospects, Mr. Awuku, who is a key advisor to the 2024 Bawumia campaign, emphasized that the NPP flagbearer would also emerge victorious in the presidential election.

He noted that the 2024 election was about the future of Ghana, touting Dr. Bawumia as the best candidate for the country’s progress. The former NPP National Organizer asserted that there was no doubt about Bawumia’s victory.

“I’ll also be surprised if, on January 7, Ghana’s president is not Dr. Bawumia. I will come back to your studio as the MP-elect for the good people of Akuapem North. We have engaged with Ghanaians and the grassroots, and what we need to do now is to encourage our people to go out in their numbers and vote,” he told host CJ.

The upgraded facility will include a FIFA-standard football pitch measuring 96 by 66 meters. It will also feature 400 spectator seats and VIP sections for distinguished guests, including traditional leaders.

Additional amenities include dressing rooms for both home and visiting teams. Four giant floodlights will be installed at each corner of the pitch to enable night games, and the entire area will be enclosed with panel mesh fencing to enhance security and prevent unauthorized access.

The project is estimated to cost approximately four million Ghana cedis and is expected to be completed in three months.

Speaking to reporters after the ceremony on Thursday, July 25, 2024, Sammi Awuku explained that the reconstruction was undertaken at the request of local traditional leaders to modernize the pitch and improve recreational facilities for the Mampong community.

He also urged the contractor to adhere to the project schedule.

Historically, the Mampong and Sunyani Coronation Parks are among the few football pitches constructed by Ghana’s first President, Dr. Kwame Nkrumah, in district capitals to promote football.

According to the Okyeame of Mampong, the Mampong Coronation Park served as a training ground for the Black Stars and was the last pitch they used before winning the African Cup of Nations in 1982.

He also disclosed that, the NPP plans to present NAPO to the Asanteman Council and Otumfuo Osei Tutu in Kumasi on Tuesday, July 9, 2024.

This will be followed by an event at Jubilee Park in Kumasi to officially introduce him to the public.

“Next week, Tuesday, July 8, 2024, the NPP will perform two duties. Dr. Matthew Opoku Prempeh is a native of the Ashanti Region, so we will be presenting him to the Asanteman Council and H.R.M. Otumfuo Osei Tutu in Kumasi next week, Tuesday afternoon. Then, from there, we will proceed to outdoor him at Jubilee Park in Kumasi.

“Then afterwards, Dr. Bawumia will hit the trail up north to begin the constituency-by-constituency campaign while his running mate also begins his tour around the country. So, these are busy days ahead for the NPP, and the NPP is determined to win this December election. We will beat the NDC by strategy, and they won’t understand,” he stated.

The decision to grant the NLA an Observer Membership status was made at the General Assembly of the EL Industry Days Seminar, which was held in Salzburg, Austria, from June 16 to 19.

The 45 member countries present at the event voted in unanimity for the NLA as an EL Observer Member.

This comes on the back of a strong pitch by the Director-General of NLA, Mr Samuel Awuku at the EL Public Seminar Order in Brussels in February 2024.  Mr Awuku was invited to share his views beyond Africa on Illegal Gambling in Ghana following which he made the pitch. Subsequently, the EL Secretary General, Mr. Arjan Van T’ Veer requested the NLA to officially write to the EL and go through an application process which required the submission of the Authority’s Financial Statements, expenditure on Good Causes and Responsible Gaming certification.

Having satisfied the criteria, the NLA is now officially an EL Observer Member.

NLA is the second African country to be granted Observer Membership after Morocco, bringing the EL’s current Observer Members to four.

They include: Satty Zhuldyz JSC of Kajakstan, Loterie Nationale Morocco and La Marocaine des Jeux et des Sports of Morrocco and the National Lottery Authority of Ghana.

The Observer Status allows the NLA and its stakeholders to now freely participate in the EL trainings, capacity buildings , exchange programs on best practices for the development of the lottery industry.

EL is present in 39 countries in Europe, with a total of 70 members. 50 members operate in a Member State of the European Union (EU) while 20 members operate in non-EU Member States.

Mr Samuel Awuku thanked the EL for granting the NLA this opportunity and believes it will strengthen the Authority’s operations and position the NLA internationally as the Authority seeks to pursue its vision to become the lottery organization of choice and blueprint in Africa and beyond.

Mr Awuku also praised his dedicated team led by the Governing Board and supported by Management and Staff for working collectively to achieve this milestone for the NLA brand which has soared in recent years.

Also present at the meeting were WLA officials including the President, Ms. Rebeccah Paul and, and the General Secretary, Ms. Lynne Roiter.

He emphasized the significance of these allowances in bolstering the education and training of nurses and teachers.

His comments come in the wake of calls by the Nursing Training Association calling for the timely release of monthly allowances.

They also urged the government to make payment of the allowances mandatory, rather than a mere campaign promise.

In an interview on Citi FM, Mr. Awuku assured that nursing and teacher trainees allowances would be maintained even under the leadership of Dr. Mahamudu Bawumia, should he become President.

He revealed that the government is making efforts to pay its arrears for these trainee nurses.

“In the face of the extreme challenge that we face, this government is still determined that the nursing training allowance that was restored will stay. The teacher trainee allowance that was restored will stay and stay even in the Bawumia government.

The free SHS will stay. I think it is a couple of months or so that we are in arrears and I can confidently say that just as the Vice President also indicated together with the Ministry of Finance, we are making sure that these these young adults get to be paid their full benefits before they say goodbye to school,” he stated.

This historic election marks the first time a Director-General from an Anglophone country has ascended to the Vice Presidency of the ALA since its establishment in December 1981.

The ALA General Meeting, which saw members from across the continent come together, was convened to discuss the association’s Activity Report and elect new leaders for its Executive Committee.

Dramane Coulibaly, the Director-General for the Loterie Nationale de Cote d’Ivoire (LONACI) and Co-Opted Member of ALA to the World Lottery Association (WLA) as a Regional Representative, was re-elected as President of ALA for a four-year term.

In a shift within the association’s leadership, Mr. Omar Skali, Director-General of SOREC in Morocco, has taken over from Mr. Younes El Meshrafi as the General Secretary.

Meanwhile, Ghana’s Samuel Awuku has been elected as Vice President, a move that signifies a step towards greater representation for Anglophone countries within the predominantly Francophone ALA.

Currently, ALA boasts 16 member bodies from 15 African countries, with Ghana and Liberia as the only Anglophone member countries.

Mr. Awuku’s highly competitive election represents a significant vote of confidence by his colleagues, especially considering that the election took place in his absence.

Mr. Awuku’s election is seen as a pivotal moment for the ALA, aiming to enhance the integration and representation of Anglophone countries within the association.

Despite his inability to attend the meeting in person due to the Working Visit of the President of Malta, H.E. Dr. George Vella to NLA, Mr. Awuku was well represented by Andrew Tuah, the Head of Operations of NLA, and Mr. Johnson Adu, the Bilingual Communications Officer.

During the European Lotteries’ Public Order Seminar, held from February 21st to February 23rd, 2024, in Brussels under the theme “Enforcing Gambling Regulations: Significance and Challenges,” representatives from EL member organizations shared insights into law enforcement, regulatory frameworks, and industry practices related to tackling illegal gambling within their respective jurisdictions.

Mr. Awuku was invited as a guest speaker to provide perspectives from Africa, particularly Ghana, offering valuable insights into the unique challenges and approaches in addressing gambling-related issues beyond the European context.

While addressing measures instituted by the NLA to curb Illegal lottery operations and gambling in Ghana, he called for collaboration with the European Lotteries in fighting illegal lottery and gambling in Ghana.

Mr. Awuku also called on the EL to grant Ghana an Observer Status and partner with the NLA in the area of Good Causes and bemoaned illegal gambling operations on society which he noted can be dire, contributing to the loss of revenue in taxes for the government.

On some measures adopted in the fight against illegal gambling, he revealed “Using the Security Agencies equipped with state-of-the-art tech to zone in and arrest online lottery scammers. Swoops- Working in collaboration with a joint police and military team to conduct nationwide arrests and disrupt illegal lottery activities. Raids by the Gaming Commission to close down unauthorized gaming centres and cease equipment”

The EL Secretary-General, Arjan Van ‘T Veer, while commending Ghana on the inroads made in fighting illegal lottery and gambling, asked NLA to submit an official application for Observer Status.

Mr. Van T’ Veer also asked the NLA to work on enforcing responsible gaming, particularly where minors are concerned.

The New Patriotic Party (NPP) parliamentary candidate for Akuapem North, Sammi Awuku has said.

His comment is in reaction to claims that the Vice President is trying to decouple himself from the Akufo-Addo government.

But, Sammi Awuku in an interview on Adom TV’s morning show, Badwam Thursday, said Dr. Bawumia discussed his vision with his boss and Finance Minister, Ken Ofori-Atta.

He also revealed that, the Vice President wrote every word of the speech by himself.

“Bawumia shared his vision with his boss [Akufo-Addo] and they discussed it with the key team. The Finance Minister was also aware of his proposed new solutions. No one wrote Bawumia’s speech, the man wrote every line of his speech by himself. He has been on the speech for the last three months and consults people’s ideas and relevant people. So this is the basis of his own vision for the country,” he said.

Government reconsidering emissions tax – Sammi Awuku http://34.58.148.58/government-reconsidering-emissions-tax-sammi-awuku/ Thu, 08 Feb 2024 12:58:33 +0000 https://www.adomonline.com/?p=2353231 The former National Organizer of the New Patriotic Party (NPP), Samuel Awuku has disclosed that the government is reconsidering the proposed annual levy for carbon emissions produced by petrol and diesel-powered vehicles.

According to him, even though it is a good idea to promote the use of eco-friendly technology, there will be challenges with the implementation of the tax.

During an exclusive interview on Adom TV’s morning show, Badwam, Sammi Awuku stated that, using electric cars is not an option because “we do not have to charging ports across the country”.

“Government reconsidering the emissions tax. The idea may sound soon but there will be practical challenges in the implementation. The cars that arrive in the country through the ports are all old meaning there is already emission.

“We also don’t have charging ports for electric vehicles to make things easier for cars without emissions. Someone cannot drive from Accra to Kumasi with an electric car because there will be no charging port for the person. They will also not want to pay the tax because their cars don’t produce it,” he said.

The parliamentary candidate for Akuapem North further noted that, the NPP flagbearer, Dr. Mahamudu Bawumia if elected as President will scrap most of the taxes.

“Yesterday was the highlight of his vision, we are now setting up a complete manifesto with the relevant stakeholders. The economy is recovering so Bawumia will relieve most of the taxes,” he said.
