The team, over the past few weeks, said it has made significant arrests through sustained operations, including the rescue of a man who was kidnapped.

Acting on intelligence, operatives swooped on the area and recovered quantities of dried leaves suspected to be Indian hemp, eight bottles of Koffex cough syrup, two sachets of suspected opioid tablets, and a motorbike.

The suspects were taken to the Sakasaka Police Station for detention and further investigations, while the exhibits were handed over to investigators for screening and forensic analysis.

The operation was executed without any casualties and has enhanced police visibility while strengthening collaboration with traditional authorities in tackling drug-related crimes in the Tamale Metropolis and Tolon District.

In a statement signed by ASP Alhaji Bawah Jalil, the Special Operations Team reaffirmed its commitment to sustaining such operations to ensure peace, security, and public confidence in the Northern Region.

He said the operation was carried out by a 49-member team from the IGP Special Operations Unit, led by ASP Bawah Abdul Jalil, with the aim of combating illicit drug peddling, robbery, and other criminal activities in Tamale and Tolon.

ASP Bawah noted that the operation, conducted on December 13, 2025, involved intensified patrols and searches in Tamale and Kasalgu, as well as courtesy calls on the Chiefs of Tolon and Nyankpala to engage traditional authorities in the fight against serious crimes.

He added that the Chiefs welcomed the team and pledged their support, expressing concern over the rising abuse of drugs among the youth and the need for sustained operations to restore sanity in the communities.

He noted that no president would want to risk creating a leadership vacuum in the security services.

However, he cautioned that the extension must not become a template for other ministries, departments, and agencies to demand similar treatment.

“There is nothing wrong with changing your mind, but my fear is that this could open the floodgates for contract extensions everywhere. Others may say since the President has done it, they also deserve it,” he said.

Adu-Asare described the issue as one of principle, stressing the need for clear communication that the extension applies strictly to the IGP to prevent future misuse.

“I have nothing against the IGP; he has served the country well. But we must be careful not to create room for abuse,” he added.

President John Dramani Mahama approved the two-year extension following a recommendation by the Police Council. Yohuno, who was due to retire in December 2025, will now continue serving until 2027.

The party executives claim that Naa Koryoo falsely accused Hawa Koomson of attacking her convoy and causing the deaths of two party members — allegations that have since been disproved.

Addressing a press conference, the NPP’s Deputy Central Regional Secretary, Charles Kojo Odoom, said the claims were deliberately intended to tarnish the reputation of the former Minister of Fisheries and Aquaculture Development.

“Then Interior Minister Muntaka Mubarak clarified that Naa Koryoo later retracted her allegations, admitting that her convoy had not been attacked and that she was not at the alleged scene,” Odoom said.

He urged the IGP to take action against Naa Koryoo for misleading the public and called on her to issue an unqualified apology to Hawa Koomson.

Supporting the call, Awutu Senya East NPP Constituency Secretary, Michael Addy, said Naa Koryoo’s conduct had embarrassed the people of Kasoa.

“She has disgraced the good people of Kasoa. She should do the honourable thing and apologise,” Addy stressed, accusing her of using populist tactics for attention rather than focusing on development issues.

According to a police statement, preliminary investigations revealed that on October 16, one Issah, who claimed to be the deceased’s brother, took Toure to the Manhyia Hospital with severe abdominal injuries, alleging he had been involved in an accident.

Toure was later pronounced dead by hospital authorities, and his body deposited at the Ebenezer Mortuary at Tafo.

The police have assured the public that a thorough investigation will be conducted to uncover the circumstances surrounding Toure’s death and bring any perpetrators to justice.

The meeting, held at the Savannah Regional Police Headquarters in Damongo, followed the IGP’s emergency visit to the region last week in the wake of communal clashes at Gbiniyiri that claimed at least 31 lives and injured dozens as of Tuesday, September 2.

Official figures from the National Disaster Management Organisation (NADMO) suggest that up to 1,500 people have been displaced since the violent clashes over land erupted in Gbiniyiri on Sunday, August 24, 2025.

On Thursday, August 28, 2025, eight people drowned in the Volta River when they attempted to flee the troubled town of Gbiniyiri to safety.

Currently, security has been reinforced with the deployment of an additional detachment of police and military personnel to the area.

The Special Operations Team has been detailed for community patrols, intelligence gathering, and conflict prevention efforts aimed at stabilising the situation in the area and preventing violent incidents among community members.

Some communities in the region have experienced civil disturbances lately, with the Gbiniyiri communal clashes being the latest conflict.

At the meeting, Mr Yohuno charged members of the Special Operations Team to remain professional, disciplined and committed to their duties.

He emphasised the need for vigilance, proactive policing, and strong ethical conduct, stressing the importance of the team’s role in ensuring lasting peace in the region.

The meeting was scheduled as part of the IGP’s working visit to the area.

Mr Yohuno encouraged the team to liaise effectively with other security agencies to enhance inter-agency collaboration.

The IGP highlighted the importance of fostering unity, improving coordination, and ensuring time efficiency in joint efforts to maintain law and order.

In addition, the team was directed to intensify daily patrols, particularly in the boundary areas of Bole, where displacement had occurred, with the charge to give special attention to securing the areas.

The presence and continued operations of the team have so far contributed to maintaining order and restoring public confidence.

As part of the peace-building effort, a statement issued last Sunday by the Spokesperson to the President and Minister of Government Communications, Felix Kwakye Ofosu, said President John Mahama had dispatched a government delegation, led by the Minister for the Interior, Muntaka Mohamed-Mubarak, to meet the Yagbonwura and other key stakeholders in the area over relevant issues.

The statement said the move was after the President had “received a briefing from the National Security Coordinator and the Minister for the Interior on developments in the Sawla-Bole area of the Savannah Region upon his return from a state visit to Singapore”.

“While in Singapore, the President spoke by telephone with the Yagbonwura, Jira Bikunuto Jewu Soale I, to discuss steps to end the conflict and restore peace between the Gonja and Brifor communities,” the statement added.

“President Mahama urges all parties to support the initiatives underway to end the conflict and restore normalcy.

“He has directed the government delegation to work with the Regional Security Council, traditional leaders, and community stakeholders to promote dialogue and peacefully resolve outstanding disputes, to restore peace and uphold law and order,” the statement further stated.

“The meeting will discuss the modalities for the by-election as well as the Electoral Commission’s preparedness and their roadmap for the Parliamentary by-election,” the letter stated.

The Police expressed confidence in the cooperation of political stakeholders, urging all invited parties to make themselves available for the engagement.

The Electoral Commission, which will conduct the by-election, was also copied in the correspondence.

The crackdown follows reports of rampant mining in residential areas and near major highways.

So far, 38 suspects have been arrested during separate police raids in Wassa Dadieso, Wassa Gyapa, Akrokerri, Diaso, and Huniso near Tarkwa.

In the Western Region, a police team stormed an illegal mining site at Huniso, near Tarkwa, and arrested 13 individuals. The suspects have since been remanded by the Tarkwa Circuit Court and are expected to reappear on June 6.

Another raid took place at Akrokerri, near Obuasi in the Ashanti Region, where illegal miners were found using explosives dangerously close—about 200 metres—to the Asare Bediako Senior High School.

The activity had caused significant damage to school property and surrounding lands. Acting on the IGP’s directive, Ashanti South Regional Police Commander ACP Joseph Nyaaba led a team to the scene, arresting nine suspects actively working at the site.

On May 29, the IGP also ordered an operation at Dunkwa-On-Offin in the Central Region. A team led by Divisional Commander ASP Emmanuel Bruce and Dunkwa-On-Offin FPU Base Commander Supol David Ashong arrested two operators, Samuel Ankamah and Daniel Agyeman, who were found using excavators along the River Offin.

Both suspects, along with the equipment, are currently in police custody pending further investigation.

A separate major operation occurred at Wassa Dadieso, a community noted for illegal mining within residential areas and alongside highways. The raid, led by Wassa Akropong District Police Commander Chief Superintendent William Jabialu, involved nine senior officers and 73 personnel.

It began at Wassa Dadieso and extended to Wassa Gyapa—another illegal mining hotspot. The police arrested six illegal miners and destroyed over 135 chanfan machines, despite difficult, muddy terrain. One motorbike was also seized.

Additionally, a May 29 raid at Ebenezer, a suburb of Diaso in the Upper Denkyira West District, resulted in the arrest of eight suspects.

One excavator and several mining tools were also seized. All suspects remain in police custody as investigations continue ahead of possible court appearances.

The IGP has emphasized that the police will continue to act decisively to clamp down on illegal mining, especially where it endangers lives, damages public infrastructure, and pollutes water bodies.

Grace Minta is an undefeated African Champion in the women’s 80kg category and the current world champion at the Master category. She won double gold for Ghana during the last African Games.

Yet, the fight for justice shows no sign of ending.

The long-running legal battle between The Multimedia Group journalist and the Inspector General of Police (IGP), alongside the state, is now expected to continue for at least another year.

At the latest court sitting, Senior State Attorney Nancynetta Twumasi Asiamah and Etornam Caleb Affutu—holding brief for the journalist’s lead counsel, Samson Lardy Anyenini—requested additional trial dates.

This followed the State Attorney’s absence on five out of eight prior court dates, a delay that derailed plans to complete cross-examination within that period.

Only two more hearings are scheduled for the rest of 2025, with the next court appearance set for January 2026. That means no resolution before the eighth anniversary of the March 27, 2018, assault.

Thursday’s hearing focused on the initial costs of the journalist’s treatment, the medications prescribed by Ghanaian physicians, and the quantity of drugs administered during his recovery.

Mr. Iddrisu provided the names of medications he could recall. The State Attorney questioned why he has not submitted photos of his injuries as evidence.

The plaintiff responded that the police have refused to release CCTV footage or images from the night of the attack, despite multiple requests from his lawyers and employer.

He said the police claimed their cameras at the CID Headquarters did not capture the incident.

When the State Attorney suggested Mr. Iddrisu had failed to describe his attackers, he replied that the police never gave him the chance.

He said he had stated in his report that he could identify at least one officer, but investigators never arranged an identification parade.

When asked by the trial judge when cross-examination would end, the State Attorney said she hoped to conclude on the next court date—April 29, 2025.

But the clock keeps ticking.

Eight years after the alleged assault, the journalist’s struggle continues, marked by court delays, absent evidence, and legal hurdles.

During a working visit to the area following a series of clashes that led to the death of a civilian, injuries to security personnel, and destruction of property, the IGP emphasised that the police had no interest in taking sides and were focused solely on enforcing the law, protecting lives, and maintaining order.

“We have always spoken to our men to be extremely neutral in the discharge of their duties and it is our intention to remain neutral in the course of our duties to ensure that the people we seek peace for will have the peace they desire,” he said.

Speaking to the Bawku Naba, Naba Asigri Abugrago Azoka II, and other key stakeholders including traditional leaders, youth groups, and opinion leaders, the IGP apologised for any errors the security personnel may have made while enforcing the law.

“Your Royal Highness, we are saying that where we have gone wrong in the course of our duties, we plead with you to forgive us. We are asking the people of Bawku to forgive us.

“As a human institution and as human as we are, we may falter. Please, where we have gone wrong, forgive us and continue to accept us as your children who have come here to ensure Bawku returns to its old glory.”

He encouraged the Overlord and his people to report any misconduct by security personnel directly to him for appropriate action.

The IGP further appealed to the youth to lay down their arms, embrace peace, and cooperate with the security services to restore calm to the area.

His visit followed heightened tensions that began on Wednesday, April 9, 2025, when one faction in the Bawku chieftaincy conflict allegedly demanded that women from the opposing side vacate the local market.

The police intervened after the matter was reported, leading to a confrontation between the youth and the security forces. The clash resulted in the death of one person and injuries to others, including a police officer.

In retaliation, some youth reportedly attacked a police barracks, setting it ablaze and burning a police vehicle, which forced the evacuation of officers from the facility. The private residence of the Divisional Police Commander and those of two other officers were also targeted.

On Thursday, irate youth allegedly attacked the homes of Mr Mahama Ayariga and Hajia Laadi Ayii Ayamba, Members of Parliament for Bawku Central and Pusiga, respectively.

The Bawku Naba expressed appreciation for the IGP’s visit but called for fairness, justice, and continued collaboration in security operations to ensure lasting peace.

The incident, which took place on April 9, resulted in the death of a civilian, Fuseini Iddrisu, and left five others injured, including a police officer and an immigration officer.

Police vehicles, rented accommodations, and officers’ residences were also damaged during the unrest.

Calm was restored in the area through a joint effort by the Ghana Police Service and the Ghana Armed Forces. Security has been intensified, with ongoing joint police and military patrols in Bawku and surrounding communities.

The IGP and his team are expected to visit the injured, console bereaved families, and offer support to affected officers.

The Ghana Police Service has assured the public of its commitment to maintaining law and order in collaboration with the military, traditional leaders, and other stakeholders.

“In times when the public demands greater involvement and accountability in our service delivery, a well-tested approach ensures police legitimacy and boosts public confidence. This is where your significant role as public affairs officers in fostering positive interactions with the public becomes essential and directly impacts police effectiveness,” he explained.

He further invited all Regional Police Public Affairs offices to re-engage and meet the changing demands of society and the media.

IGP Yohuno also acknowledged the crucial role of the media in shaping public perceptions of law enforcement and influencing crime-fighting efforts, calling for an intentional, professional, and instructive engagement with the media.

The previous IGP, George Akuffo Dampare, implemented a centralized approach to communication since his appointment in 2021, restricting regional and district officers from speaking to the media.

Information flow at the national headquarters was also tightly controlled, with the Public Affairs unit mainly issuing press statements via social media, limiting interviews or press briefings.

Despite complaints from the media and stakeholders, former IGP Dampare maintained his communication strategy.

Addressing the media at a press conference, Nana Ofori Sasu II, Baamuhene of Kwawu Pepease, emphasized that the town already has a legitimate chief. He expressed concern that the unauthorized installation of another chief could lead to conflict.

“We have a recognized chief in Pepease, yet some individuals have installed another chief without the consent of the kingmakers. We urge the IGP to intervene immediately to prevent any disturbances and protect the good people of Pepease,” Nana Ofori Sasu II stated.

He further explained that Pepease has well-established customs that must be followed for a legitimate enstoolment and called on those claiming chieftaincy titles to respect due process.

The Baamuhene also assured residents that the kingmakers, in collaboration with the youth, are committed to protecting the chief’s palace. However, he warned that any unauthorized attempt to seize control could escalate tensions, urging all parties to prioritize peace.

When a new IGP is announced, there’s always curiosity about how he will work and what changes he will bring. It’s rare to see such excitement from officers, and it shows that something was not right before,” he said.

In the viral video capturing the jubilation, police officers are seen shouting, jumping, and hugging each other, with police sirens blaring in the background.

This has sparked discussions about the reasons behind their apparent joy.

According to Mr. Appiah, the jubilation is a reflection of the sense of relief felt by officers, though he believes the celebrations should be tempered with professionalism.

“For officers to openly show excitement in the presence of cameras and the public means they feel some relief. They wish the change had come sooner. But all in all, the work must continue, and there must be discipline. Officers must adhere to ethics and professional conduct,” he added.

However, Mr. Appiah acknowledged Dr. Dampare’s success in the area of crime fighting and police accountability.

“Dr. Dampare may not have been perfect in handling internal affairs, but he raised the bar high when it came to fighting crime and making the police more accountable. This is something the new IGP must continue to build upon.

“The job of the IGP must come with some discipline, and officers must work within the framework of the law, ensuring transparency and accountability at all levels,” he noted.

According to the plaintiff, the said security heads will be unfairly treated if they are removed before the matter which is pending before the Supreme Court is heard.

The development comes on the back of raging reports that the President intends to remove the Inspector-General of Police and other heads of security agencies.

In the suit, the plaintiffs prayed the court that “In the circumstance, I humbly and respectfully pray the honourable court for an order of interlocutory injunction restraining the Defendant/Respondent its principals, including His Excellency the President of the Republic, the respective Council of the Ghana Immigration Service, Ghana Police Service, National Fire Service, Ghana Prisons Service, and whomsoever or however described from removing, terminating, dismissing, sacking, suspending or whichever way described; the Director General of the Ghana Prisons Service, the Comptroller of the Ghana Immigration Service, the Director General of the National Fire Service and the Inspector General of Police from their respective positions as Heads of the Ghana Prisons Service, the Ghana Immigration Service, the Ghana National Fire Service and the Ghana Police Service pending the final determination of the suit”.

The suit further noted “That without a doubt, the suit, which raises very serious constitutional issues and with the balance of convenience heavily tilting in favour of the Applicants this application has merit.

“That the Defendant suffers no injury, should the application be granted, especially since, the decision is in no way far to be delivered; and more so, since, in the event Plaintiffs do not emerge victorious in the final action, the Executive will not be proscribed in exercising their rights of removal of any of these heads.

“That this is an apposite case which is just and convenient, that the instant application is granted”.

The officers, all Chief Inspectors, initiated legal action on 18 September 2023, arguing that they had been unfairly excluded from a special amnesty programme, which facilitated the promotion of officers who had obtained degrees before 2020.

Despite serving for 25 to 30 years, they alleged that their junior colleagues had benefited from the amnesty, while they were denied entry into the Police Academy, a prerequisite for promotion to the rank of Assistant Superintendent of Police (ASP).

In their suit, the officers sought a court order compelling the IGP to grant them promotions, permit them direct entry into the Police Academy, and compensate them for income lost due to the denial of career advancement.

However, the court ruled against them, stating that legal principles—not sympathy or emotions—govern its decisions. The judgment emphasized that merely attaining a higher academic qualification does not automatically entitle an officer to promotion.

The court further explained that entry into the Police Academy is strictly based on competitive examination or special recommendation, in accordance with the Police Service Regulations.

Concluding its ruling, the court held that the plaintiffs had failed to substantiate their claims on the balance of probabilities, thereby rejecting their demands.

The incident, said to have occurred on December 11, 2024, involved three Indian Catholic priests—Frs. Robinson Melkis, Martin George, and Henry Jacob of the Franciscan Capuchin Order.

The priests, stationed at St. Michael Parish in Kpassa, were on their way to Chaiso to prepare a piece of land for the construction of a Formation House when they were brutally attacked at a fuel station.

In the letter signed by Bishop Gabriel A. A. Mante, the Diocese expressed its gratitude for the IGP’s initial intervention, which ensured medical attention for one of the victims, Fr. Henry Jacob who lost hearing in his left ear as a result of the assault.

Fr. Jacob was treated at the Police Hospital in Accra and later referred to the Korle Bu Teaching Hospital, where the broken left eardrum was diagnosed. He has since returned to India for further medical care.

Despite the initial response, the Diocese voiced frustration over the lack of arrests, despite clear video evidence of the assault.

“We are appalled that to date, despite the clear video evidence, the executors of the assault are still walking free with no arrests made,” the letter states.

The Diocese raised several pointed questions about the Ghana Police Service’s handling of the case:

  1. Investigative Capabilities: Why has the Police Service, known for its efficiency in solving complex crimes, not acted on this straightforward case?
  2. Bias Concerns: Does the nationality of the victims—Indian rather than Ghanaian—account for the lack of progress in the case?
  3. Delayed Action: Has the Police Service, under the leadership of the IGP, abandoned the pursuit of justice for these priests?

The letter invoked biblical and moral imperatives, urging the IGP to act swiftly. “Our brothers’ blood is crying to God from the ground” (Genesis 4:10), it reads, underscoring the demand for immediate arrests and prosecution of the perpetrators.

The Diocese also warned of possible diplomatic consequences, citing the risk of strained relations between Ghana and India if the matter remains unresolved.

“We stand to be corrected if the Ghana Police Service…is not aware of the disgraceful and possible sour relationships that could develop between India and Ghana governments,” the letter states.

Post-election violence

Beyond this specific incident, the Diocese criticised a broader pattern of post-election violence in Ghana, urging governments to establish mechanisms to curb such attacks.

“This canker seems to be unfortunately becoming a disgraceful unwritten law in Ghana,” the letter cautioned.

The Diocese offered prayers for the victims, their families, and the entire Catholic community in Ghana, expressing hope for a just resolution.

The Catholic Diocese of Jasikan called on the Ghana Police Service to uphold its reputation for effective law enforcement and ensure that the perpetrators of this heinous crime face the law.

He disclosed Dr. Dampare’s contributions to improving the Police administration, including renovations at the Police Headquarters to enhance its appeal.

“We have always called for a professional police administration, and IGP Dampare has proven himself as one of the most professional officers we’ve seen,” Mr. Carbonu stated.

He further argued that Dr. Dampare’s performance under the current administration, which appointed him, is commendable, but his true impact would be better assessed if he continues his mandate under a different government.

“The best way to assess him is when he is working for a regime that did not appoint him. This is how we can ensure continuity and professionalism in our police service,” he added.

Mr. Carbonu also commended the IGP for his role during the December 7 elections.

As part of the CODEO observer mission, he noted that Dr. Dampare’s directive for police officers not to carry firearms at polling stations prevented potential fatalities and contributed to a peaceful electoral process.

“His instructions during the elections saved lives. The police couldn’t be accused of killing anyone because they were unarmed at polling stations. For this reason, I believe Dr. Dampare should be maintained as IGP to continue his excellent work” he noted.

Mr. Carbonu stressed the need to shield public institutions like the police service from partisan interests, adding that Dr. Dampare’s leadership embodies the professional standards that Ghanaians expect.

According to him, the IGP should be commended for the professionalism exhibited by the police force.

Speaking to Adom News, Mr. Appiah highlighted that, for the first time in Ghana’s electoral history, no police officer was reported for misconduct or unprofessional behavior during the election.

“It is the first time in our electoral history that no police officer was involved in any form of misconduct. In fact, some officers had to run for their lives,” he remarked,

He emphasized the dedication of the police force amidst challenging circumstances.

His comments come in response to remarks made by Dominic Nitiwul, the Minister of Defence and Member of Parliament for Bimbilla, during parliamentary proceedings on December 16.

Mr Nitiwul had stated that election security is solely the responsibility of the IGP and the Election Security Task Force, as agreed since 2008, and should not involve political appointees.

While acknowledging the violence and unrest that marred the elections, Mr. Appiah argued that, much of the disorder stemmed from the actions of political party supporters rather than lapses in police performance.

“The incidents that occurred were largely due to the actions of party supporters,” he noted.

Mr. Appiah further called on political parties to avoid inciting unlawful behavior in the pursuit of power, stressing that such actions undermine Ghana’s democracy.

“Political parties must do their homework and ensure they don’t encourage their supporters to engage in unlawful acts for the sake of power. This should not be repeated in the future,” he cautioned.

Speaking during an engagement with the Association of Private Security Organizations, IGP Dampare reassured the public that state security agencies would maintain full control of election security, stressing their commitment to ensuring peaceful and orderly elections.

“The only entity responsible for providing security is the state security and nobody [else]. We don’t want a situation where the ordinary Ghanaian voter is confused and probably intimidated by any citing of or any form of uniform that makes them very apprehensive in showing up and casting their votes.

“To Ghanaians, we want to assure you that we have your back, and we will do anything that it takes for you not to be confused”.

“Especially the voters so that you can walk into the polling stations to cast your vote peacefully with a lot of confidence, knowing that nobody can intimidate you. We are with you and with all the political Parties and their candidates and assure them that the measures we are putting in place are for the benefit of all, to ensure that they also have confidence in the system and do not even make any attempt on their own to try to provide security for themselves for we are fully and totally in charge”.

The elections’ security task force also engaged the Commonwealth Observer Mission led by former Botswana president Mokgweetsi Masisi assuring them of their preparedness for the polls.

The purpose of the visit was to join congregations in thanking and glorifying God for His goodness and mercy toward Ghana as a nation.

Reflecting on God’s blessings, the IGP noted, “If we were to take our time and count our many blessings and name them one by one, we would be very surprised at how far God has brought us as a country and as a people, for which we have to be eternally grateful.”

The visit also aimed to acknowledge the leadership of various churches and their congregations, as well as Ghanaians in general, for their contribution toward maintaining law and order ahead of the election.

“The way we have allowed ourselves to be used as vessels by the good Lord in conducting ourselves in a manner that has led to a situation where, so far, with all the election processes, we have not heard anything disturbing from the security point of view, is remarkable and commendable,” the IGP emphasized.

Additionally, the aim was to encourage the Christian community to remain agents of peace in their homes, neighborhoods, and the country at large, urging them not to allow themselves to be used for violence.

IGP Dr. George Akuffo Dampare also called on the church and the general public to partner with the police by acting as their eyes and ears, sharing information that has the potential to threaten the peace and security of the nation.

The IGP further urged Christians to back their prayers with action, reminding them that prayer without action is meaningless. “Our prayers should be backed by actions; otherwise, it is meaningless. Dedicate yourselves for God to use you to answer your prayers,” he advised.

He assured the churches that the police are fully prepared and ready to ensure peaceful elections. Drawing on the analogy of churches conducting their elections peacefully, the IGP encouraged Ghanaians to vote for the party of their choice and afterward rally behind the Ghana flag.

“The Ghana flag is a symbol of our nationality, patriotism, and unity. Let it remind us of our responsibility to be vessels for God to use, ensuring peace, security, law, and order, so future generations will commend us for not disappointing them,” he concluded.

He further warned individuals or groups intending to disrupt the peace to desist, adding that the police would not tolerate any actions that could undermine the country’s stability.

Dr. Dampare also urged Ghanaians to play their part in safeguarding national security.

“Just as the police will fulfill their responsibility of protecting citizens and ensuring safety, we call on everyone not to allow themselves to be used for violence or to create tension in their communities,” he added.

Accompanied by members of the Police Management Board, the IGP also commissioned two additional police stations in Moseaso and Abekoase, bringing the total to three state-of-the-art facilities inaugurated in the Eastern Region in a single day.

The chiefs and residents of these communities expressed gratitude to the police administration for its efforts in enhancing security and the fight against crime across the country.

Though the Police Service Regulations mention an office for operations, they do not designate a deputy position for it.

Amantey’s judicial review application accused the President and Police Council of acting unlawfully.

In his ruling, Justice Richard Apietu explained that the High Court’s supervisory jurisdiction was not applicable here because it pertains to decisions made by lower adjudicating bodies, which the President and Police Council are not.

He further noted that their actions were administrative rather than judicial, leading to the dismissal of the application.

The applicants include lawyer and social media influencer Elorm Ababio popularly known as Ama Governor and convener of the #FixTheCountry, Oliver Barker-Vormawor.

The group has alleged violations of their rights as protesters following their arrest during the demonstration between September 21 and 23, 2024.

They have accused the Ghana Police Service of unlawful arrests, detentions, and a refusal to grant bail, stating it undermines citizens’ rights to peaceful protest.

In the affidavit, the applicants assert that the Ghana Police Service’s conduct during the protest breached multiple international and constitutional provisions, including Article 21(d) of the 1992 Constitution, which guarantees the right to freedom of assembly and association.

They are demanding several key reliefs including the declaration that the conduct of the Ghana Police Service in disrupting the peaceful protest violated Article 21(d) of the 1992 Constitution.

The protesters are also seeking a declaration that denying the Applicants basic necessities while in detention violated their right to human dignity as enshrined in Article 15 of the 1992 constitution.

“A declaration that the detention of some Applicants for more than 48 hours before bringing them before a court violated their rights under Article 14(3)(b) of the 1992 constitution.

“A declaration that the force used by Respondents on Applicants was excessive, unreasonable and unjustifiable,” portions of the application read.

It added, “An order directed at the Respondents to pay to the Applicants compensation for unlawful and unwarranted breach of the Applicants’ fundamental human rights as well as the cost of legal fees.”

The suit comes in the wake of a three-day demonstration against illegal mining and also to demand the release of the 53 protesters remanded to prison and police custody for two weeks.

The said gentleman was allegedly seen tearing down a political poster with New Patriotic Party(NPP) flagbearer Dr Mahamudu Bawumia’s picture at the National cathedral project site.

When asked what might have informed Mr Williams’ decision, the convener stated that their member only removed the picture to pave the way for demonstrators to access the National Cathedral site.

“What we do know is that certain placards of the NPP with the Vice President, Dr Bawumia’s picture, were removed to grant access to the National Cathedral,” he said.

He added that ‘Fellow Ghanaians’ was acting under his constitutional right to protect the public purse.

He noted that, there is no need for both to have disagreements that will take them off their primary focus of serving the people.

“We are all in the service of the people and nobody is taking anybody’s place. So we are not in competition but we have a common goal and that common goal is to serve the people,” he said.

He made this assertion while delivering a keynote speech at the JoyNews national dialogue on defending media freedom on Thursday, August 29.

He explained that in the context of elections, the fundamental role of the police is to protect and ensure the growth of democracy, which is a mission shared with the media, stressing that both the police and the media play crucial roles in sustaining and developing democracy, not only for the current generation but also for future ones.

Dr Dampare also pointed out that, both the Police and the media face similar threats and dangers in their work, often putting their lives on the line in service to the people.

He acknowledged that despite the challenges, both institutions remain focused on ensuring peace and security, even though they sometimes receive little sympathy when colleagues lose their lives.

The IGP further noted that the humanity shared by both the police and the media means that mistakes can occur, but it is important to own up to these mistakes and apologize when necessary.

“It becomes a muster seed that germinates at the speed of light and we are castigated as if we are so sinful. Yet, we are still focused on ensuring that we live our lives in peace.

“We take this matter so seriously and it gives us a lot of comfort that we need to continue to have a sense of guilt and shame as human beings so that we know when we get it wrong, we own up. That is why in recent times on a couple of occasions, you see that we have come issuing statements and apologising. There is no shame in apologizing because we are human and can never be perfect as institutions and individuals.”

He thanked Ghanaian counterparts for sharing valuable insights on their successful transition from a Police Force to a Service, highlighting the benefits of a people-centric approach.

“This shift from Force to Service brings the police closer to the community, prioritising service over enforcement,” he noted.

He explained that the learning visit was inspired by a similar initiative UNDP undertook in Ghana 20 years ago, which successfully helped the Ghana Police Force transition into a Police Service.

As part of the visit to the Ghana National Police Headquarters, a Guard of Honour Parade was organized for the Inspector-General of Police of the Republic of Sierra Leone, Mr. William Fayia Sellu. After which, the delegation held further discussions  Ghana’s Inspector-General of Police, Dr. George Akuffo Dampare, and the Police Management Board.

We met at the Ghana Report Summit on Thursday, August 1 2024 in Accra. It was under the theme “Dealing with Misinformation and Disinformation – Election 2024”. You were the lead discussant for the panel on “strategies to combat fake news”. I was on that panel. You said strategies to deal with misinformation and disinformation included police arrest.

Sir, journalism is in a quandary. Thanks to digital platforms and social media, the reach of news is like never before. Fake news is rife, negatively impacting democracies. Citizen journalism – where every citizen today is a journalist because of the mobile phone – has led to contentious news and a decline in public trust in journalism.

Fake news poses a threat to democracy, particularly the use of Artificial Intelligence (AI) to discredit factual information. It could have dire consequences for national security, and the image and reputation of individuals and organisations.

Arrest as a strategy for fake news

Sir, in my contribution, I disagreed with you on arrest as a strategy for combatting fake news. I submitted that the police had no business or responsibility in arresting anyone for fake news. I explained that fake news – which is misinformation or disinformation – is as a result of an exercise in free expression, which is a fundamental human right. Article 21 (1) of the 1992 Constitution states that “All persons shall have the right to . . . (a) Freedom of speech and expression, which shall include freedom of the press and other media.”

Let me be clear here: individual messages of hatred, racial discrimination, or coup d’état shared on digital platforms are not news items. News goes through a certain treatment and process; such messages do not and could be the subject of investigation. Nana Aba Anamoah, the moderator, asked an interesting question which contextualized my argument. She asked whether she should face no sanctions if she should publish that I am impotent.

Sir, some institutions and processes deal with unfair and misleading publications. The National Media Commission (NMC) is one such; so is the court system. Misinformation, which Nana Aba’s question typifies, is an exercise in free expression: it is, often, an inevitable by-product of free expression. Thus, arrest in such cases constitutes an arrest of our fundamental human right to free speech, and the 1992 Constitution, which guarantees free expression.

Also Mr. IGP, in our part of the world, the Police and security agencies unfortunately serve as agents of those in power and do their bidding. They become weaponized against perceived powerless adversaries, and society in general. Arrest for fake news is often instigated by the powerful – the politician or businessman – against journalists for merely doing their job. I have been a victim of that in my career as a journalist. There are recent instances of other such arrests. Allowing the police to arrest people for fake news, as they do, could breed tyrannical and authoritarian governments, which a democracy can ill-afford.

Surprise interjection

Sir, you jumped into the panel discussion from the audience to say I was being sensational and pandering to “click bite” – I think you meant clickbait – when minds were at work. It left me wondering if I really understood sensationalism and clickbait, after almost 40 years of journalism and communication practice. In reality, I did none of that.

Forget the adulation from the former GJA President, Affail Monney, who supported you and declared you a journalism lecturer. The Affail I know did not mean it. Some panel members said, after you left, that arrest for fake news was problematic. They must be arrested for giving you “fake news (support)”, together with COP Maame Tiwaa Addo-Danquah, for emphatically saying that the three kidnapped Takoradi girls had been found when they were dead!

Sir, your interjection – you were not a panel member – truncated my arguments. I let go out of respect for your office and to avoid banter. However, police arrest cannot be a strategy for combatting fake news. The reasons include the following:

  1. The courts are clothed with the mandate to handle fake news. Civil suits are preferable.
  2. Determining fake news is not a job for the police. It must be left to those so trained.
  3. News gathering relies on what is called authentic source – police, hospitals, law court, etc. Even authentic sources inadvertently provide false information. Journalists must not be arrested for that.
  4. Cross-checking or verification have limits and offer no full proof against misinformation.
  5. Freedom of expression is predicated on allowing everyone to freely express his or her opinion, because the public is discerning enough to tell between truth and falsehood.
  6. Criminalising free speech is detested by enlightened and democratic societies. That is why the Kufuor Government expunged the Criminal Libel Law from the statute books.
  7. We cannot have a democracy in which people get arrested for the inaccuracies – whether inadvertent or deliberate –  in what they say or publish.
  8. Foreign investors and FDIs rely on environmental scan of the targeted country. Arrest for fake news is a turn-off for investors, and Ghana will be the loser for that.
  9. Muscling free speech, which is an inevitable result of arrest for fake news, is the surest way to bring back the culture of silence, which we all agree does not help.
  10. Arresting journalists for fake news has led to Ghana’s dismal performance on the World Press Freedom Index. Even military and autocratic governments in West Africa are doing better. We need to arrest the decline in free expression; not to arrest free speech.

Abuse of Ghana’s laws by the police

Section 76 of Ghana’s Electronic Communications Act (Act 775) states that:

  • A person who by means of electronic communications service, knowingly sends a communication which is false or misleading and likely to prejudice the efficiency of life-saving service or to endanger the safety of any person, ship, aircraft, vessel or vehicle commits an offence and is liable on summary conviction to a fine of not more than three thousand penalty units or to a term of imprisonment of not more than 5 years or both.

Lawyer and media law lecturer, Samuel Darko, wrote about the above “. . . The Ghana Police Service are abusing the law” because it is not to be applied to everyday comments. He said it “is draconian, archaic, nebulous and subject to abuse” and argued “there are alternative remedies in tort, rejoinder, arbitration and national security and public order laws”. Similarly, Section 208 of the Criminal Offences Act, Act 29, which touches on causing fear and panic, is being abused.

Acquiescence

Sir, in your response, you said the police “have never arrested any journalist for fake news”. That was an endorsement of my position! The debate could have ended there. With all due respect however, that statement is far from the truth. I later showed you evidence of arrests but you were not interested, saying you were over and done with the discussion. The following journalists, Paa Kwesi Simpson of Connect FM, Takoradi, David Tamakloe of WhatsApp News, and Kwabena Bobbie Ansah of Accra FM were all arrested for supposedly publishing fake news.

African High Courts are ruling that criminalizing false publication is against international norms (Zambia and Kenya in 2014 and 2021 respectively). The courts ruled that false statements or alarming rumours was not a crime, and that criminalising same suppressed free expression.

How to fight fake news

To address misinformation and disinformation, a concerted effort is needed to sanitize information sharing and protect democracy. The government must support media literacy and encourage professional journalism. It must avoid a crackdown on the media, censorship and penalizing misinformation. The media should build trust, call out fake news and consider crowdsourcing approaches to authenticating news stories.

Technology and digital companies should invest in tools that find fake news, and insist on real-name policies and zero tolerance for fake accounts. The public must diversify news sources and perspectives and be sceptical of news sources. Organisations should create alerts for fake news, and a high visibility for genuine news. They must create response teams to counter fake news.

Conclusion

Sir, police arrest as a strategy for fake news is not sustainable. It will cause more harm than good. The exception can be made for misinformation bothering national security. It was unfair to characterize me as sensational, and very condescending to suggest I have no mind. It sounds like misinformation requiring an arrest (of who, I do not know). If you opt to apologise, I will accept it. Conversely, if you choose to invite me for a conversation, it should not be over the type of tea without biscuits that the Electoral Commission is wont to offer; neither should it lead to arrest, in case there is misinformation in this letter.

The plaintiff contends that the Service has failed to promote him despite meeting all the necessary requirements for such a promotion.

According to ACP Amevenku, he has been unfairly treated, as there has been no viable reason for his lack of promotion, even though he has petitioned the hierarchy, including the Police Council, to no avail.

In the lawsuit filed on July 30, the officer explained that in January 2022, he was overlooked despite being among officers who were due for a promotion after having served for more than four years at the rank of ACP.

“Plaintiff avers further that subsequent to the aforementioned promotions, some more Assistant Commissioners junior to the plaintiff, and even members of the Cadet Course 35, junior to the plaintiff’s Cadet Course, have been elevated to the rank of Deputy Commissioner of Police while the Plaintiff has remained in the same position.”

In the writ, the officer prayed the Accra High Court for an order directed at the Defendants to “take all necessary steps to ensure Plaintiff’s promotion to the Rank of Deputy Commissioner of Police effective from 1 January 2022.”

He is also urging the court to compel the Service to restore “his seniority within the Service, over all the current Deputy Commissioners, who used to be junior to him before their elevation to their present rank.”

Lawyers for the plaintiff further demanded that the Police Service pay “all entitlements due Plaintiff at the rank of deputy commissioner from the effective date of promotion.”

He emphasized that such actions are not only politically motivated but also harmful to the nation’s democratic process and stability.

Mr. Bempah further argued that the dissemination of the document constitutes a criminal offense, as it seeks to incite public unrest and damage the government’s image without any factual basis.

“On this current issue, the publishers of Awake News must be subjected to the full rigours of the law to deter them from hiding behind social media to create confusion in the system.”

“The Inspector General of Police, Dr. George Akuffo Dampare, must urgently arrest the people behind the publication of this fictional document and bring them to face the full rigours of the law.”

He emphasized that addressing this modern-day issue requires the collective effort of all stakeholders.

Speaking at a summit organized by the Ghana Report, Dr Dampare highlighted that disinformation and misinformation pose significant threats to national security and social cohesion.

“Disinformation and misinformation are national security threats, and we should recognize them as such. We must leave here determined to address these challenges that threaten our nation’s security,” he said.

Dr. Dampare expressed concern about the public’s reaction when law enforcement agencies take action against offenders, noting that the same public calling for solutions sometimes opposes the enforcement efforts.

“What do we want as a people? Do we want to be on the side of right or wrong? We need to decide. Everyone must be part of the solution in the fight against disinformation and misinformation.

“When actions are taken against those spreading disinformation or misinformation, some people attack those fighting it,” he added.

The IGP emphasized the need for a mindset change.

“We need to change our mindset. We have become so inhumane to each other that our happiness often comes from the pain of others. We should strive to change that” he added.

Justice Abdulai contends that the appointment of COP Christian Tetteh Yohuno is unconstitutional.

He made this argument in a writ dated July 30, 2024.

On July 17, President Akufo-Addo appointed Commissioner of Police (COP) Christian Tetteh Yohuno as the Deputy IGP in charge of operations.

 

But the lawyer is praying the court to restrain COP Christian Tetteh Yohuno “from acting or purporting to act as Deputy Inspector-General of Police in charge of operations.”

“A further order restraining the Inspector General of Police or any command under him from accepting, relating to and/or issuing instructions or commands to COP Mr Christian Tetteh Yohuno in his assumed capacity as Deputy Inspector-General of Police in Charge of Operation.”

“We have been able to deploy policing to the doorsteps of communities which they had never seen, such that now policing has come so close to the doorsteps of the communities and members of the communities in such a way that it has affected the dynamics of crime in this country.

“Ghana has become one of the most peaceful countries in the world,” the Inspector-General of Police said.

“The nomination and appointment process should also take into account the nominee’s demonstrable political neutrality, proven high sense of patriotism and professional competence combined with impeccable professional experience.”

“To safeguard the sanctity and integrity of the nomination and appointment process for an IGP, the president should ensure that the process is devoid of politicisation by “power brokers,” political cronies, and influence peddlers to engender the necessary public trust in the nominee IGP,” the Committee further elaborated in its report.

The Committee emphasised the need to review and amend Article 202 (1) of the 1992 constitution.

It also highlighted the importance of subjecting the nominee to parliamentary approval to ensure the political independence and legitimacy of the IGP’s office.

“This is important to protect the appointment process from perceptions of partisanship and political manipulation and ultimately, preserve the sanctity of the appointment process,” the report added.

This follows the statement by the Chairman of the special committee formed to investigate the plot to oust the IGP, Samuel Atta Akyea, explaining that the committee could not have completed its report without delving into the allegations of extrajudicial killings made against the IGP, Dr George Akuffo Dampare.

He mentioned that it was for this purpose—issues of national security—that an in-camera hearing was conducted, hence his refusal to append his signature to the special committee’s report.

In an interview on JoyFM’s Newsnight on Thursday, July 4, Mr Bentil stated that the extrajudicial killing allegation cited by the Chairman of the special committee is baseless and does not belong in such an arrangement.

“If there has been an extra-judicial killing, is this the kind of committee that is supposed to be dealing with it?

“You are talking about murder, criminal conduct of the highest level involving international dimensions. This is not the way to handle it,” Mr Bentil emphasised.

He argued that the Chairman’s intention to make the IGP the accused would not work.

The IGP’s legal representative stressed that it is impossible for Parliament to investigate the murder, especially when it involves high officials of the State and has an international dimension.

“There can be no stretch of interpretation which brings the Speaker’s remit to the point where Parliament is given the power to set up a sub-committee to investigate the murder of an international dimension involving high officials of State. It is not possible. Parliament cannot investigate murder,” he insisted.

Touching on the Speaker’s order to the committee to go back and work on the report, Kofi Bentil said that although the Speaker had the right to make such an order, he was surprised that the report had to be returned.

“I am not sure what really has to be done,” he added.

He noted that, according to the rules of Parliament, Mr Atta Akyea’s refusal to participate in the report does not affect the report.

“My worry is what else they are looking for and whether this is all just about Atta Akyea’s refusal to participate?” he questioned.

He reiterated that the Chairman appears to have a “predetermined outcome he is looking for and to the extent that he is not getting it, he is just doing everything possible to get it.”

He also expressed concern that the second order to complete the work of the committee would not open a floodgate of allegations that the committee is not required to address.

Speaking on Dwaso Nsem on Adom FM, Mr. Mensah said the IGP has demoted some police officers he worked with to serve in villages.

“I have no issues with the IGP. The people I work with at the headquarters have been demoted to work in villages. He is victimizing all those who worked with me. About five police officers. All these happened after I retired. He has transferred them all,” he said.

The retired Commissioner of Police reiterated claims that the IGP was the mastermind behind his leaked audio tape.

In the said audio tape, COP Mensah is heard lobbying for the top police job while accusing IGP Dampare of mismanaging the Police Service.

COP Mensah has filed nominations to contest in the New Patriotic Party (NPP) primaries for the Bekwai constituency and says he is confident of winning the primary elections.

“I am very confident on winning the primaries. The IGP leaked tape saga won’t have any effect on me, I only spoke the truth. Everyone now knows that I am a man of truth,” he said.

This follows an earlier meeting with them at the Police headquarters.

The IGP who was accompanied by some members of the Police Management Board said he was pleased the measures put in place to ensure security at Kantamanto are yielding results.

“I came for your feedback on what we are doing right and what you want us to change because we are your servants and we must ensure that you feel safe. So far we have met a lot of groups on their security concerns and most of them, as you have testified, have been addressed” he said.

He warned thieves, pickpockets and people who have set out to cause trouble to advise themselves because the police will come after them.

“Today we are here as your servants and we want to visit you and commend you first on the hard work you’re doing for this country, we want to wish you Merry Christmas and finally we want to listen to you on all your security concerns,” the IGP said.

He further encouraged the traders, not to keep huge amounts of monies on them so that, they don’t entice criminals.

On their part, the Chairman of the Kantamanto Used Clothing Sellers Association, Michael Oppong said they are satisfied with the security arrangements put in place in the market so far.

“We are happy with your work and we believe a lot of Ghanaians are happy with you. We wish you all and we know you will continue with what you have started for us,” he said.

According to him, even if the Committee finds him guilty of any crime, it is the state that has to take him on and prove its case against him.

The man, who had been on leave prior to officially retiring on September 18, 2023 after 31-years in the service, was heard on a leaked tape running down Dr. Dampare’s administration, and suggesting that he was not going to help the governing party if he was to stay in office till the 2024 elections.

He was in the company of another senior police officer, Superintendent George Asare, together with a former Northern Regional Chairman of the New Patriotic Party, Bugri Naabu, who has admitted recording the conversation.

COP Alex Mensah ((RTD), has since appeared before a parliamentary committee tasked with investigating the contents on the tape, where he made further damning claims about the IGP, describing him as the worst IGP the service has ever had.

The parliamentary committee is yet to submit its report after interrogating the parties in the matter including the IGP.

But the now retired COP Alex Mensah, who appears calm about the incident, told Evans Mensah on PM Express, that even his colleague, Superintendent George Asare, who’s still in the service, has equally committed no offence that should warrant any punishment.

“The committee is doing a perfect job because they are looking for the truth and they’ve gotten all the truth to assist them to come out with their report.

“Unfortunately for them, I am no more a police man. But what has he [Supt. George Asare] done? Because he went to see a politician and spoke to him he should be charged? For what? If you go into the Police Service’s rules and regulations, it says that, if you do anything that will bring about political uproar, then you can be charged. And the one who brought the uproar is the one who brought this [The recording] into the media. There was nothing like a plot” he reiterated.

“The Police Service cannot do anything to me. If the committee comes out that I have committed a crime, then the state can do something to me. I have nothing to do with the Police Service as I speak.

Asked whether he retired with all his benefits he responded “Yes, nothing can be in jeopardy. If there’s a crime, even that one has to go to court for the court to prove that indeed I have committed a crime” he argued.

According to the aspiring New Patriotic Party (NPP) Parliamentary Candidate for the Bekwai Constituency in the Ashanti Region, the whole issue has been exaggerated, insisting that there was never a plot to remove the IGP as has been suggested.

He insisted that the conversation was a private one, and that the focus should be on whoever leaked the conversation and not on those who were having normal conversations.

The former police commissioner has already told the parliamentary committee that the tape was doctored to achieve a certain malicious agenda.

“I did not say anything wrong in the tape. I was not planning a coup, neither was I planning to go and sell cocaine or steal. All that I said on the tape is the truth. And as I said before the committee, if you give me the chance, I will say it here and say it anywhere else.”

What offence have we committed? Having a conversation with somebody privately is it an offence? Then we should look for the person who recorded and brought it out. He’s the one who has caused the problem. He’s the person who should be charged. People are just misinterpreting everything. Private conversations are private conversations and if you illegally record them and take it to court it will be thrown away.”

The former COP insisted that Bugri Naabu who invited him and Superintendent Asare to the meeting obviously connived with someone and plotted the entire incident for reasons best known to him.

He told Evans Mensah that the scandal has actually been a blessing to him.

Asked whether he had any regrets for what had happened, he retorted “No, never. You see, God has His own way of blessing people. Had it not been for this tape, maybe we wouldn’t have been here. My name and my picture wouldn’t have been where it is circulating now. Now, if you go to my constituency, everybody knows me. Everybody is looking for me.”

My friends who have not heard from me for years are calling me from the U.S., U.K., and Germany everywhere. God has His own way of bringing up somebody. Sometimes you will not understand, but at the end of the day, you will understand and say, I thought this was a problem, but that was the way the Lord is using to bring you up.”

This follows the counsel of Supt. George Asare writing to the committee to invite two potential witnesses including a senior police officer to testify against the IGP and provide further information to aid the committee’s work.

As the committee continues its in-camera hearing of the case on Tuesday after its break to review and analyse the evidence presented, all witnesses are before it to tender their evidence including witnesses to testify.

But lawyers for the IGP are of the view that testimonies of other witnesses are of no relevance to the investigations.

They insist that the committee has completed its work per its terms of reference, adding that the presence of the other witnesses is inconsequential and against the procedure.

“I will protect my client’s interest to the best of my ability. This is my oath as a Lawyer and we will resist any attempt by the chairman of the committee to bring any extraneous person to come and testify,” said IGP’s counsel.

IGP’s counsel also raised other issues of bias with the committee’s chairman that he keeps making prejudicial comments.

Speaking in an interview with JoyNews on Monday, October 9, the outspoken lawyer insisted that Mr Atta Akyea has his own agenda that he is pursuing in the matter.

“He has his own agenda. He will be granting media interviews to the extent that after one sitting, he went out there and said the extended tape submitted by Bugri Naabu, which had not been played at the committee, has been doctored. Very prejudicial comments,” he said.

However, counsel for Supt Asare has challenged IGP’s legal team to accept the invitation of external witnesses if they indeed have nothing to hide.

“To say that you are going to resist presupposes that maybe you have some skeleton hiding in your cupboard and you think these witnesses are going to expose you.”

In a statement on the Police’s Facebook page, they said “discussions during the meeting centred on the safety of the flagbearer hopefuls, supporters, and the general public as well as the security of the entire electoral process.”

The Police pledged their commitment to providing adequate security, resources, and intelligence to ensure law and order during the entire period.

On November 4, the NPP will be selecting from four contenders who they want to lead the party into the 2024 presidential election.

Contenders are; Vice President Dr. Mahamudu Bawumia, former Agriculture Minister Dr. Owusu Afriyie Akoto, Assin Central MP Kennedy Agyapong and Francis Addai Nimoh.

According to Kwame Gyan, the chairman who ought to be neutral to the witnesses has shown his biases.

Speaking in an interview with JoyNews on Monday, October 9, the outspoken lawyer insisted that Mr Atta Akyea has his own agenda that he is pursuing in the matter.

“He has his own agenda. He will be granting media interviews to the extent that after one sitting, he went out there and said the extended tape submitted by Bugri Naabu, which had not been played at the committee, has been doctored. Very prejudicial comments,” he said.

He said this behaviour of the chairman will not be countenanced going forward.

According to him, he will ensure every action of his will be in tandem with the law, or else it will be opposed strongly.

“Because of respect for Parliament and the institution and persons on the Committee, I drop my guns, but I’m going to do what lawyers do, going forward,” he added.

Mr Gyan is not the only person making such an assertion as Political scientist, Professor Ransford Gyampo has earlier said same.

According to him, the posture of the chairman during the hearing of the IGP communicated his “personal bias against the IGP.”

He said it is apparent the Abuakwa MP has taken the side of the “bitter police officers” whose voices had been identified in the leaked tape, hence the call for him to step down.

“You aren’t smarter than Ghanaians. We can glean your partiality. Your body language, line of questioning and recurring remarks consistently hint at personal biases against the IGP.

“You don’t look like a credible chairman of any important committee. Rather, you look more like a defence counsel for the bitter police officers whose quest to be made IGPs so they can subvert the will of the people has been exposed.”

Meanwhile, the committee will resume its sitting today, Tuesday, October 10, after close to a month of suspension.

But the rest of the probe will be in-camera it is due to security implications.

“All the witnesses will congregate with their lawyers and then they are supposed to give us the evidential support in relation to what they said openly and privately,” the chairman, Mr Atta Akyea stated.
