Eric Essuman said flash floods were sudden local floods of great volume and short duration occurring within six hours or less of heavy or excessive rainfall.

The Acting Director-General said flash floods, rapid and intense floods caused by heavy rainfall, were a recurring threat during Ghana’s rainy season, disrupting vital sectors like energy, disaster management, health, agriculture, and water resources.

“Predicting rainfall amounts and impacted areas is crucial for safeguarding our nation and fostering economic prosperity, hence the need for developing an Urban Flash Flood Forecasting System (UFFFS),” he added.

Mr Essuman was speaking at the opening ceremony of a 3-day Regional Technical Capacity Building Workshop on the UFFFS held in Accra.

This workshop is a collaboration between GMet, the World Meteorological Organisation (WMO), the Volta Basin Authority (VBA), the Global Water Partnership in West Africa (GWP-WA), and HKV.

GMet, together with its partners, under the “Integrating Flood and Drought Management and Early Warning for Climate Change Adaptation in the Volta Basin (VEM) project,” aim to build capacity for this crucial forecasting system.

Mr Essuman said the Agency collaborated with the Ghana Hydrological Authority (HYDRO), AGRHYMET, WMO, ACMAD, River Basin Organisations, International Climate Centers, and users to develop seasonal forecasts.

“Accurate and timely seasonal forecasts are critical for planning and mitigating risks associated with fluctuations in monsoon activity,” he added.

He said the Volta Basin was a vital natural resource for nations and the sub-region, supporting livelihoods across various sectors crucial for socio-economic development.

The Acting Director-General said recognising its immense value, it was imperative to collectively invest in its sustainable management and preservation.

He said the recent Akosombo dam spillage served as a stark reminder of the impact of monsoon variability, highlighting the importance of preparedness and effective response to monsoon-related phenomena.

Mr Essuman noted that effective communication and validating forecasts at all timescales were essential for managing climate hazards.

He disclosed that the Agency was introducing the Common Alerting Protocol (CAP) to enhance the understanding and enable timely responses for a robust early warning system.

“This year, we are committed to strengthening our alert distribution systems, refining communication strategies, and ensuring warnings reach those most in need, empowering informed decision-making,” he added.

Mr Ramesh Tripathi, Volta Flood and Drought Project Manager, WMO, said this timely training focused on UFFFS, a system that utilised data from satellites, weather radar, and other sources to forecast flash floods in urban areas.

He said the training also directly contributed to the national Early Warnings for initiatives aiming to save lives and property.

The Project Manager said floods and droughts needed to be timely monitored, adding that it was also important for national agencies who had the mandate to see what kind of impact it could create.

In the morning of Monday, May 6, between the hours of 7 and 11, areas including Aflao, Keta, Dzodze, Anloga, Ho, Ada foah, Accra, Kasoa, Dodowa, Madina, Nsawam, Koforidua, Akim Oda, and its surroundings are expected to observe precautionary measures due to heavy rainfall.

However, Cape Coast, Tarkwa, Axim, Takoradi, and its surroundings will have low risk.

GMet forecasts a surge in temperatures across the country as the sun moves towards the equator, peaking on March 20, 2024.

The current weather in Ghana is already hot, with the harmattan season contributing to elevated temperatures.

However, GMet warns that the temperature is expected to intensify, surpassing the prevailing conditions.

According to GMet, “The sun is on its apparent movement from the southern hemisphere towards the northern hemisphere and expected to be on the equator on March 20, 2024. In view of this, an increase in temperature is expected from now through March to April 2024.”

The projected temperature ranges are formidable, with the southern half expected to experience maximums between 33°C to 37°C and the northern regions facing even higher temperatures ranging from 36°C to 42°C. Simultaneously, minimum temperatures are anticipated to fluctuate between 22°C and 27°C nationwide.

To safeguard public health during this period of heightened temperatures, GMet recommends the following precautions:

Stay Hydrated: Ensure an ample intake of fluids to combat dehydration.

Seek Shade: Utilize umbrellas and hats, especially during peak sunshine hours (around 11 am to 3 pm).

However, Eric Asuman, the Director-General of the Agency, defended the GMA, stating that they had provided the VRA with the necessary rainfall data.

Mr Asuman said the GMA’s forecast had indicated above-normal rainfall, giving sufficient time for preparation and precautionary measures to be taken.

“Our forecast indicated that we were going to have an above-normal forecast. That was early enough for anybody to watch and be prepared and take the necessary precautions. It couldn’t have been the fact that GMA didn’t give them information. We did, and the news came that we were being blamed. If you talk to the right people at VRA, they will tell you that couldn’t have been the problem of GMA,” he said.

The Volta River Authority (VRA) has blamed the Ghana Meteorological Service for the devastation the spillage of the Akosombo dam has caused.

According to VRA, the Ghana Meteo misled them with its prediction of the rainfall and drought pattern for the year.

The VRA Public Relations Officer (PRO), Samuel Fletcher, disclosed this on Adom TV’s Nnaw)twe Yi.

“The forecast was that we may not get water this year, so we had to protect ourselves so we could produce electricity, but around July, we realised the situation was different, and that is the work of God no man can stop.

“The excess water is not as a result of rains in Accra or Koforidua that come into the dam. But it is those from about six areas, including Mali, the North, and Burkina Faso, and once there is excess water, we need to spill,” he said.

However, the PRO for Ghana Meteo, Joshua Asamoah, also on Adom FM Midday News, disputed the claims.

Mr Asamoah explained that, they work closely with VRA, NADMO and the Geological Service and all these stakeholders provided adequate updates on the seasonal forecasting.

The claim of Mr Fletcher, he indicated was one which is hard for him to accept, stating he doesn’t know where he got that information from.

“No matter how the information is communicated, the interpretation sometimes becomes a challenge,” he said.

The blame game comes in the wake of millions of properties lost in parts of the Volta region following the spillage of the Akosombo dam.

Flooding caused by the spillage has forced many communities in the North, South, and Central Tongu districts of the Volta Region to evacuate, leaving them with no choice but to try and salvage what’s left of their belongings.

On Friday, former President John Mahama visited parts of Sogakope and Sokpoe to assess the impact of the spillage and to meet with affected communities and families.

He has called on VRA to hasten efforts to support affected residents.

Meanwhile, the government has also set-up a 13-member committee chaired by the Chief of Staff Frema Akosua Osei Opare to coordinate responses to address the situation.

“From December 2022 to February 2023, the number of dry weather conditions, cloudless skies, and hot days across most parts of the country will gradually increase,” the agency stated in its 2022/2023 dry harmattan season advisory dated November 24, 2022, and signed by the Acting Director- General of the agency Eric Assuman.

The agency, however, indicated that there could still be occasional periods of moisture influx that could result in one or two rainy days, especially for the coastal towns and cities.

It explained that, generally, the suspension of minute dust particles and aerosols would dominate the atmosphere during the season.

“Relatively cool nights and mornings are anticipated for the Northern and Transition Zones of Ghana.

Poor visibility values will range between less than one km and approximately five km due to advection of dust particles from the dust source region”, it added.

It said most place in the southern to transition belt of the country including inland water areas: lakes, rivers, ponds and streams will experience a prevalence of early morning mist and fog patches.

“During this period, dry and hazy weather conditions with varying intensities are expected over most parts of the country with increase in hotspot activities in the fire-prone areas of the country”, it explained further, adding that relative humidity values are expected to range between 15 per cent and 70 per cent.

The statement, therefore, advised the public to handle naked fire cautiously, especially palm wine tappers, cigarette smokers and hunters.

It also asked the public to keep hydrated by taking in enough water, avoid cracked skin by moisturising one’s body and providing warm clothing for children during the night and dawn hours.

These include; handling naked fire cautiously, especially palm wine tappers, cigarette smokers and hunters; keeping hydrated by taking in enough water; avoiding cracked skin by moisturizing their bodies; and wearing of warm clothing for kids during the night and dawn hours.

The statement also said dry north-easterly winds from northern Africa had advected into the northern portions of the country over the past few days.

That, it said, had contributed to mostly clear skies, sunny, and dry weather conditions over the North East, Upper East, Upper West, and Savannah regions causing reduction in rainfall activities over southern Ghana.

“With reference to the 2022 seasonal forecast issued earlier in the year and based on continued surveillance and analysis of global and national forecast model charts by the GMET Seasonal Forecast Desk and the Central Analysis and Forecasting Office (CAFO), the unimodal2022 rainy season for Northern Ghana has ended and the 2022-2023 dry (harmattan) season is in force at its initial stage,” the statement noted.

It, therefore, assured the public of regular daily and weekly weather updates would be made available to the general public.
