Finance Minister Dr. Cassiel Ato Forson announced the allocation during his presentation of the budget statement on Thursday, November 13, 2025.

The Minister explained that the fund is intended to support a wide range of creative fields, including music, fashion, visual arts, culinary arts, and the many associated value chains.

“We will also establish the Creative Arts Fund for the arts, music, fashion, food, and other creative sectors,” Dr. Forson stated, noting that the aim is to position culture as a major source of jobs and economic activity, rather than treating it as an afterthought.

The previous Akufo-Addo administration had pledged to set up a similar fund to provide financial support for artists, alongside the construction of theatres in Kumasi, Takoradi, and Tamale. However, after eight years in power, these promises were not fulfilled.

Ahead of the 2024 elections, the National Democratic Congress (NDC) announced that the creative arts fund would be instituted to provide sustainable financial support to start-ups and existing creative enterprises.

In related developments, Kafui Danku, Executive Secretary of the National Film Authority (NFA), pledged the establishment of a world-class filming studio to enhance content production and meet global standards.

In this regard, she has called on her colleagues to support and vote for the NDC flagbearer John Mahama on December 7 to revamp the industry.

Kafui announced this while speaking at the NDC Youth manifesto launch in Accra on Monday at the University of Professional Studies, Accra (UPSA).

“A creative arts fund will be instituted to offer sustainable financial support to start-ups and existing creative enterprises. The upcoming elections is an opportunity for the creative people to choose a government that cares, a government that would invest in their development,” Kafui stated.

Additionally, she pledged the establishment of a world class filming studio to upgrade content to match up with global class.

“The NDC government plans to empower young artistes and facilitate the export of culture and artistic growth and services. John Mahama would also set up a world class studio where we can film quality content to match up with global content,” she added.
