According to him, politicians often use damaging messages to seek power and make their opponents look bad, which later turn against them, causing the citizens to lose trust in them.

Speaking on Nhyira FM’s ‘Kuroyimunsem’ show with Nana Jantuah about the politics surrounding the procurement of a new airplane for the state, Dr. Adutwum said when the NPP administration wanted to buy a plane, the opposition party at the time made propaganda claims that the plane was in good condition.

“What Americans describe as ‘slash and burn’ politics can put the country’s life in jeopardy; let’s be conscious of our politics,” he said.

He noted that people are now arguing for procurement of a new plane, so those who previously condemned it will feel guilty in the eyes of Ghanaians.

“Okudzeto Ablakwa emphasized that he would resign if his government rented a plane, making it seem to Ghanaians that we refused to think as politicians back then,” he said.

Dr. Adutwum observed that opponents can claim that a political party has ‘squandered’ loans meant for the country’s development, which may not be possible because loans are often deposited with the Bank of Ghana and don’t come directly to politicians.

“If you visit Parliament House, you’ll see that some politicians are genuinely working for development. In the Parliament House, when the cameras are off, all members of Parliament from both parties come together to discuss their common interests,” he noted.

According to him, this is a form of retaliation for the corruption allegations made against members of the John Mahama administration, some of which have resulted in criminal convictions, while others are still facing prosecution.

He emphasised that, despite thorough investigations by credible public institutions, the allegations of misconduct against his government, his family, and himself have been proven to be unfounded.

Speaking at the Annual Ghana Bar Association Conference in Kumasi on Monday, September 9, President Akufo-Addo said, “I am aware that there is a deliberate, politically motivated effort to [Portray] my government, my family, and myself as corrupt. I suspect it is payback for the damaging allegation of corruption levelled against the Mahama administration.

“The leader of the opposition, the perennial NDC presidential candidate, continues to describe me as a ‘clearing agent.’ It is important that I reiterate that I will not, under any circumstance, abandon the course of due process in the fight against corruption. Be that as it may, in any event, I will leave it to the judgment of the Ghanaian public to decide whether it is preferable to be a ‘clearing agent’ or a government official one’.”

He stated that his party’s commitment to the rule of law has been clear in their approach to law enforcement.

President Akufo-Addo emphasised that the government has made efforts to ensure that security agencies operate effectively.

He stated that widespread human rights abuses of the past have no place in a democratic Ghana.

“We have established mechanisms to ensure that those who abuse their power are held accountable. In the international arena, we have sought to uphold the rule of law and champion democratic values. Ghana’s voice has been strong in defending international law and human rights and advocating for democracy on the global stage.”

The public screening of the investigative video four years ago, according to Justice Senyo Dzamefe, has tainted the dignity and value of the judiciary.

“Without mincing words, we have reduced our dignity and value the day we allowed that infamous Anas film to be screened publicly,” he told the chief justice and a gathering of judges and magistrates in Accra.

Addressing the 39th annual general meeting of the Association of Magistrates and Judges Ghana (AMJG) Wednesday, Justice Dzamefe said, in his view, Ghana’s judiciary is “virtually at the ‘donkomi’ level now”.

Justice Dzamefe who is also the president of the AMJG contended that the judiciary “did not handle that [Anas] situation professionally” and as a result, “shot ourselves in the foot”.

“It is going to take some time to restore our lost dignity,” he said, but noted “all hope is not lost though”.

Over 100 implicated

Anas Aremeyaw Anas in September 2015 released a video documentary of an investigation which showed more than 100 judicial staff including court clerks and 34 judges at the country’s High Courts, District and Magistrate courts allegedly taking bribes from litigants to compromise justice delivery in cases before them in the various courts.

The three-hour edited video, which is the result of a two-year painstaking investigation into the judiciary by the award winning investigative journalist, triggered a number of law suit against him, his Tiger Eye PI investigation team and other individuals.

Some of the High Court judges indicted in the corruption quagmire initially filed a motion in a bid to stop the public screening of the video at the Accra International Conference Centre but that failed.

But that was just the beginning of a number of suits to come. Anas was caught in a legal web with some of the judges, including Justice UP Derry and Justice Mustapha Habib Logoh, filed multiple cases from the High Court through the Supreme Court to the ECOWAS court.

At least 25 of the judges implicated in the scandal have since been dismissed from the Judicial Service in accordance with regulation 27 (2) of the Judicial Service Regulation 27 (2) after they were found guilty of stated misconduct.

Allotey Jacobs, who now describes himself as a social commentator, says it is wrong to tag Akufo-Addo as corrupt.

“You can’t hang corruption on the neck of Akufo-Addo. If you know him well, you will know that you cannot hang corruption on his neck. The same way you cannot hang corruption on Mahama’s neck. It is the appointees that are corrupt,” he indicated on Peace FM’s morning show ‘Kokrokoo’.

Allotey Jacobs was reacting to comments made by the NDC at a press conference on Tuesday.

The NDC’s press conference was against the backdrop of President Akufo-Addo’s speech delivered on Monday at the Bar Conference held in Takoradi.

While addressing the 2019 Conference of the Ghana Bar Association, in Takoradi, in the Western Region, the President, who has been tagged as a ‘clearing agent’ by members of the opposition party, insisted that all his appointees accused of corruption have been exonerated because they were declared innocent by investigative agencies directed to probe such claims made against them.

He accused the opposition NDC of fabricating corruption allegations against his appointees.

“It is not my job to clear or convict any person accused of wrongdoing, or of engaging in acts of corruption…it cannot be the case that people are condemned on the basis of mere allegations. That is the law of the jungle” he indicated.

The NDC shot back on Tuesday accusing the president of having made “corruption the foundation of his government”, and his assertions not in sync with the reality on the ground.

General Secretary of the NDC, Mr Johnson Asiedu Nketia, at a press conference described Nana Addo as the “most nepotistic” President Ghana has ever produced, adding that “he (Akufo-Addo) must accept full responsibility for the unenviable accolade as the most corrupt President in Ghana’s history, which hangs around his neck and find out why it is so.”

He further pointed out that “it has been established beyond all reasonable doubt that corruption is a way of life for the President and his government”.

Delay in Justice Delivery

But contributing to a panel discussion on the flagship ‘Kokrokoo’ show, Allotey Jacobs pooh-poohed on the attempt by the NDC to hang a tag of corruption around the president’s neck.

He, however, believed delay in the delivery of justice was threatening the fight against corruption.

“….if the judiciary could expedite prosecution on corrupt matters, it will serve as a deterrent to others,” he added.

General Secretary of the governing New Patriotic Party (NPP) says the Akufo-Addo government will not shield any official involved in corrupt acts.

“We are all humans and we know definitely there would be errors but I can state emphatically that the NPP government will never shield any official involved in corrupt acts. We suffered before coming to power and we won’t take that for granted,” he said.

Critics of the Akufo-Addo-led administration have bemoaned the increasing cases of corruption among public officials with some arguing that corruption under the current administration is the worst in the country’s history.

The opposition National Democratic Congress (NDC) at a press conference downplayed the president’s hailing of his government’s efforts in the fight against corruption at the Ghana Bar Conference on Monday.

But, Mr Boadu noted that under President Akufo-Addo, there’s the Office of the Special Prosecutor that investigates corruption cases.

“That is a marked departure from the NDC. Under the NDC, when an official is alleged to have engaged in corruption that person, instead of being investigated, is recalled to the Flagstaff House,” he said.

“The police service conducted itself in this matter as an unhappy unsolicited busybody with no real substance to form a decision.”

In the wake of his latest corruption exposé captured in his Number 12 undercover documentary jointly produced with the BBC, lawmaker Kennedy Agyapong, who has vowed to “strip” the journalist “naked”, splashed on his TV station, Net2 TV, as well as on social media, numerous images he purports are of Anas Aremeyaw Anas, who normally veils himself while in public.

Mr Anas took to his Facebook wall on Thursday, 31 May 2018 to post a video containing some of the numerous images released by Mr Agyapong as well as some other memes from members of the public.

According to him, Ghanaians will not accept any attempt by government or any state institution to cover people who will be implicated in the latest piece by the renowned journalist.

“We’re all waiting to watch the said video but any attempt to shield any official allegedly captured on tape for wrongdoings will lead to a massive demonstration in the country,” the former Ghanaian international stated.

The former Black Stars player was speaking on Adom FM’s Burning Issues program hosted by Afia Pokua Wednesday.

The show was discussing the controversies surrounding the arrest of GFA boss, Kwesi Nyantakyi, following President Nana Addo Danquah Akufo-Addo complaint to the Criminal Investigations Department (CID) of the Police Service.

He is of the conviction that the scandal at the GFA will bring sanity to the administration of football in the country.

“The GFA president is thirteen (13) years in office and a total of twelve (12) ministers have been sacked at the Ministry of Youth and Sports; why is Nyatakyi still in office,” he questioned.

He is said to have used the name of Ghana’s President, Nana Akufo-Addo and his office fraudulently.

The Brong Ahafo Regional First Vice Chairman of the New Patriotic Party (NPP), Kwame Baffoe, has revealed how he rejected a 45,000 Ghana cedis bribe from Chief Executive Officer of Zoomlion, Joseph Siaw Agyapong.

According to him, the bribe which was to influence government to implement the compulsory towing levy came in the form of money-for-fuel.

Speaking on Adom FM’s “Dwaso Nsem”, he said Mr Siaw Agyapong invited him to his office at East Legon to give him GHC 45,000 for fuel but he refused.

He accused some NDC communicators, particularly a member vying for the position of deputy national organiser, of receiving money from Mr. Siaw Agyapong to make positive commentary on the issue to influence government.

“This man [Siaw] invited me to his office at East Legon, American House and tried to give me GHC 45,000.00 to influence government on the towing levy. He asked me to use that money for fuel but I told him I don’t drive a Goil tanker to use that huge money for fuel so I rejected it,” he said.

He accused some members the opposition NDC of receiving what he calls bribe from the businessman to do his bidding.

“If NPP had implemented the towing levy, I would have quit the party. This towing levy was just a waste of time and resources. Who is this Zoomlion [man]”, he asked.

Though the Roads and Transport Committee of Parliament gave approval for the implementation of the controversial mandatory towing levy, government suspended it subsequently.

The decision was to enable the Transport Ministry to hold stakeholder engagements, following the massive public disapproval it received.

The vociferous NPP communicator said he and other party faithful were against the implementation of the towing levy, a reason for Mr. Siaw Agyapong’s decision to induce him.

Abronye DC has dared Mr. Siaw Agyapong to come out to deny the allegations.

“That man, Mr. Siaw Agyapong is very corrupt.  I’m happy I didn’t buy into his idea by accepting his bribe. If he thinks I’m lying, he should come out and deny it. I dare him,” he fired.

The situation, he noted is fast creating tension among the rank and file of the police service.

“Seriously I don’t trust the police service, especially the senior officers. They are bogus. I have evidence to show that most of the criminals in this country are working hand in hand with senior police officers”, he stated.

He continued: “When junior officers arrest criminals, they are released by the senior officers after they have been given huge sums of money by these criminals. They know what they get from these criminals and that is why junior police officers are dying”.

The outspoken MP was speaking on Adom TV’s Morning Show ‘Badwam’ Tuesday, concerning recent attacks on security personnel across the country.
The latest attack was on the Kwabenya Police Station over the weekend. The culprits shot and killed a police officer on duty and freed seven suspects who were in police custody in the process.
The attack has heightened fears of insecurity among Ghanaians with some security analysts suggesting the police cannot protect the citizenry.
Commenting specifically on the Sunday dawn gun attack on the Kwabenya Police Station, Mr. Agyapong said it was unfortunate but was quick to criticize the senior police officers for the attack.

“The top rank is rotten and I will continue to say it till they end such stupidity. They should stop protecting criminals”, he cautioned.

He said it has taken long for investigations to be conducted because the Akufo-Addo-led administration does not want to jump into prosecuting people when facts and evidence to back what they are alleged to have done have not been established.
Speaking at the launch of the Anti Corruption and Transparency Week in Accra Mr Maafo said “I have a message from the president … he told me that ‘when you go emphasise the point that we are certainly going to make people who have wronged this nation through corruption suffer for their deeds’.
“But we don’t want to do this in a hurry, we must do thorough investigation… we must do it in such a way that people who have wronged the system are identified through thorough investigation and they will answer for their crimes,” he added.
In the absence of proper investigations, prosecuting anyone would be seen as a witch hunt, especially of the current administration’s political opponents.
The President, Nana Addo Dankwa Akufo-Addo has been criticised by a section of the public, especially supporters of the New Patriotic Party for not taking action against people in the previous government they perceived as corrupt.
They say although the president promised during the 2016 electioneering campaign to deal with such people, nothing concrete has been done aside the passing into law of the Special Prosecutors Bill.
Mr Maafo acknowledged their disappointment, but said not much can be done if there is no evidence against such people.
“People are impatient with Akufo Addo’s government because they think that we spoke a lot about corruption in the past, but till date, nothing is happening to those who are supposed to have wronged the system.
“We have the laws of this land not to punish anybody [only] because he or she is an opponent, but because they have wronged the system and they have been corrupt in the system,” he added.
He assured, however, that “Investigations are still going on and very soon the results will be out for every Ghanaian to hear and to see.”
To mark the 2017 UN World Anti-Corruption Day, stakeholders working towards anti-corruption in Ghana are collaborating to implement the Anti-Corruption and Transparency Week from December 04 to 07 2017.
The objectives for this year’s celebration to be held under the theme ‘NACAP: Strengthening Public, Private and Civil Society Partnership in the fight against corruption’, seeks to discuss the implementation of the 2016 NACAP report.
It also hopes to, among other things, raise awareness of the NACAP and mobilize resources and effort for its implementation and bring stakeholders and partners together to plan and fight corruption.

He said while in opposition, the only way out for one to unseat a sitting MP is to undermine him and tell the electorates lies to win their votes.
Without these, he said, it would be very difficult for one to come to Parliament as a lawmaker.
However, he said all these things are done because the populace or constituents lack the understanding of the work or duties of an MP.
Contributing to a statement delivered on the floor of Parliament by Dr. Emmanuel Marfo over ‘Assessing the performance of Members of Parliament: A time to own the process’; Muntaka said it was about time MPs and political parties tell the truth to the constituents about the responsibilities of a lawmaker.
Dr. Marfo in his statement drew the House’s attention to some research done by some institutions and organizations about the performance of Members and the need for all to have an interest in those kinds of work.
He referred a recent study published by the Institute of Economic Affairs (IEA) where the study observed that majority of the respondents rated the performance of their MPs low to average.
For instance, he said many of such studies discount the enormous time used by MPs to follow up on projects, school admissions, job applications, committee sittings and other public interest assignments such as services on boards as well intellectual contributions deployed during those assignments.
The study, he noted, further revealed that almost 50% of respondents who contacted their MPs did so to discuss developmental issues and some 40% to seek various forms of assistance, including financial assistance. That means less than 10% actually contacted their MPs on questions of legislation or oversight functions.
“So, clearly, how can one expect a high rating of MPs performance under circumstances where we know MPs do not have unlimited resources to meet the various financial requests from constituents and to meet the high cost of development needs in our constituents. We continue to be confronted with requests to construct roads, bridges, drains and to renovate schools and so on. So, Mr. Speaker, there seem to be some misconception here and the time to confront such mass ignorance is now; otherwise we will continue to be viewed in a negative way by the public,” he noted.
But Muntaka speaking further on the issue said the blame should be placed at the door steps of the MPs for telling the constituents lies and undermining their predecessors to win elections.
“We got here by undermining those who were here and telling lies that when we come, we are going to do this and we will give you this and that. How many of us are sitting in this chamber as we speak now that somebody is not already in your constituency going round telling lies that he can provide this and that and he is dashing money to influence people.
What are the political parties doing?”
“The political parties have a great role to play because if you can have with the greatest respect, MPs that have stayed here over a decade and have acquired a lot of experience, just like my colleague from Old Tafo, as he stated and how to even run this House and even the government, others are already in his constituency and telling the people that oh when I come I can do this and they are dashing out little little money. Then when you get here you now see the reality. You the one who has undermined others to come you are already calling that there should be sanity when you yourself abused the system by telling lies and telling the people that you knew very well the mandate of the MP and the constitution, yet you go around and saying all manner of things just to undermine the MP and when you come you say that let’s find a way … – yes I agree we must find a way of stopping and sanitizing the system but the political parties must be up and doing because the political parties need to look at their constitution.”

He accused the previous government of politicizing operational activities of MASLOC as cronies of the then government was not allowed to access loans and give away vehicles from the state agency without following due processes.

The Statesman Newspaper reported earlier on Tuesday that the 100 Chevrolet Spark vehicles, 150 Chevrolet Aveo vehicles and 100 Izusu buses, had been “left at the mercy of the weather” after GPRTU refused to buy them at the excessive prices.

MASLOC has asked the AG’s department to peruse the contracts after they were notified of the inflated prices by the commercial drivers who felt that they were being taken advantage of.

But speaking on the issue, Mr Stephen Amoah indicated that that his outfit will soon publish names of officials who benefited from the deal, prosecute them and possibly jail those who will be found guilty.

“MASLOC is not for NPP neither it is for NDC. The past government and even some members of the NPP who would be found guilty will be prosecuted and I will personally make sure that their names are published and jailed as well.

“We know some beneficiaries who are musicians, movie producers, and actors and I can assure you that they will all be dealt with according to law” he said on Accra based Okay fm.

The MASLOC CEO however maintained that the fact finding exercise conducted revealed that “orders from the seat of government to officials compelled officers to give loans to unqualified people who are largely members of NDC which affected their operations negatively”.

Mr. Stephen Amoah promised to review the criteria assessment to make qualified persons to benefit from the scheme irrespective of their political affiliation.

It would be recalled that in the early days of the New Patriotic Party’s (NPP’s) government, some youth of the opposition NDC made a similar appeal to President Akufo-Addo not to spare any appointee of former President John Dramani Mahama, particularly the former Chief Executive Officer of COCOBOD, Dr. Stephen Opuni, whom they alleged misappropriated state funds.
After the former CEO of COCOBOD, the next person whose name has been mentioned for prosecution is the former Transport Minister, Mrs. Dzifa Aku Attivor.
According to NDC Eastern Regional Chairman, Bismark Tawiah Boateng, who called for the prosecution of the former transport minister, he could not understand why the Akufo-Addo’s government was allowing Mrs. Attivor to walk freely when she has a case to answer in the infamous bus branding saga that sparked heated political debate in the country.
It, therefore, did not come as a surprise to many listeners of Citi FM when the Tamale Central MP who was also a minister of lands and forestry in the erstwhile Mahama administration on Friday, August 18, 2017 on the station declared his support for the prosecution of officials suspected to have committed corrupt acts while serving in the previous administration.

Mr. Fuseini’s call came a day after deputy Attorney General, Joseph Kpemeka, had indicated that officials suspected of corrupt acts in the previous administration would soon be put before court.
“Some of these persons who have been daring us on TV or radio have questions to answer in court,” Mr. Kpemka was reported to have said.
But, reacting to the deputy attorney general’s comment on Eye Witness on Citi FM, Mr. Fuseini, who sounded unperturbed, said: “If you were in public office and you misconduct yourself which bordered on corruption or any other matter, you should be prepared to answer for it.
If they [NPP government] come to the conclusion that the person is found culpable then that person must pay a prize for it.”
He was, however, quick to remind the NPP government to abide by the laws in prosecuting these officials.
“The legal ethics, particularly binding on lawyers of the court, require that when they are preparing their cases for court, they go to court before they speak so I am just saying that the ethics of the profession requires that you go to court, prosecute the persons you feel are corrupt…They [the corrupt officials] also have the opportunity because the constitution guarantees them some rights.
The sanction regime is defined by law and so whatever sanctions should be imposed, will be imposed by law,” he said.
Mr. Inusah indicated that Mr. Kpemka’s threats to prosecute corrupt NDC officials did not come as a surprise to him since other appointees had earlier indicated that they were preparing dockets for the prosecution of former government officials who misconducted themselves.
The Mahama administration was rocked with a number of corruption cases including the GHC3.2 million bus branding, GYEEDA and the Subah scandals.
The then opposition NPP promised the creation of the Special Prosecutor Office which would deal with the various corruption cases.
Government is expected to begin the prosecution of corrupt officials in the Mahama administration in October.
Mr. Kpemka, who made this revelation on the Point Blank segment of Eyewitness News o Citi FM last week Thursday said: “…By October when we start moving to court with some of the cases, Ghanaians will know that we are serious and we are ready to fight corruption as a canker in this country and uproot it once and for all”.

According to the Auditor-General, Daniel Domelevo, the press encounter will afford him the opportunity to share with Ghanaians efforts made to retrieve monies misapplied or lost through corrupt practices.
“We want to give an update to fellow Ghanaians through the media on the status of implementing dis-allowances and surcharges as prescribed by the constitution and recently pronounced by the Supreme Court of Ghana,” said Domelevo.
The Supreme Court in June this year granted all the reliefs sought by pressure group, OccupyGhana, in respect of the Auditor-General’s powers of dis-allowance and surcharges.
According to the Court, the Auditor-General must issue dis-allowance and surcharges in respect of all state monies found to have been expended contrary to law.
The second relief granted by the Court is that the Auditor-General must take steps to recover all amounts lost to the state, and this covers private persons.

The Senior Minister speaking at the 25th Annual NPP’s Ashanti Regional Delegates’ Congress at the Kwame Nkrumah University of Science and Technology (KNUST) said the NPP government led by President Nana Addo will take legal action against former government officials found to have misappropriated funds.
According to Mr. Osafo Marfo, the NPP government inherited poor economy from the Mahama-led National Democratic Congress (NDC) administration.
“We are going through papers, after that majority of the NDC party corrupt officials will be prosecuted. We don’t want to lose any case in court for accusing NDC official as corrupt therefore we are looking into some of their contracts to get concrete evidence. We inherited poor economy and debt but we will not pay majority of NDC debt because if we try to pay all the NDC debt, Nana Addo will not be able do any development,” he said.
He, therefore, urged party supporters not to give Nana Addo pressure to prosecute NDC party corrupt officials.

In a radio interview on Starr FM Wednesday night, Mr Bagbin who is also a Member of Parliament for Nadowli Kaleo in the Upper West Region said the political system in the way it is in Ghana, makes public officer holders corrupt.

He said for instance President Nana Addo Dankwa Akufo-Addo will struggle to fight corruption as he had received support from people in all the elections he contested and lost before winning the 2016 elections.

“Is he saying that all those people are Father Christmas,” Mr Bagbin asked when he appeared on the Starr Chat show with Bola Ray, which was also monitored by Graphic Online’s Seth J. Bokpe.

When Bola Ray asked him if he was also corrupt, he said “yes.”

Mr Bagbin who has given hints of an interest to lead the opposition National Democratic Congress (NDC) to Election 2020 as its presidential candidate had said in the past that MPs take bribes.

He said in Koforidua in March 2014 that some Members of Parliament (MPs) take bribes to articulate the views of some individuals and organisations on the floor of Parliament.

He said evidence to that effect existed and added that the practice had persisted because of the lack of laid-down rules and ethics on lobbying in the country.

Mr Bagbin at that time spoke at a two-day seminar in Koforidua to representatives of 40 non-governmental organisations (NGOs) which had sought to influence policy by having laws passed or changing the laws thought to be inimical to national development.

The workshop was organised by the Business Sector Advocacy Challenge (BUSAC) Fund, a donor-funded organisation which seeks to promote an enabling environment for the development and growth of the private sector through advocacy, and STAR Ghana, another such organisation.

When the matter was raised in Parliament for possible investigations, Mr Bagbin told Parliament he was misquoted by the media.

According to him, the revelation emanated from the efforts his government is making to block revenue leakages at the country’s ports.

He said, “That money was going, not into the government’s coffers, but into private pockets. We have importers who evade duty because they split the duty with Customs officials. It cannot continue like that in Ghana.”

The president made this known last Wednesday when he addressed Ghanaians living in Sierra Leone at a meeting as part of his one-day working visit to that country.

He, therefore, urged Ghanaians to help him in the fight against corruption, “so that we can put that Ghana behind us, and get a new deal for our country.”

It would be recalled that the senior officers of the Customs Division of the GRA were interdicted for allegedly causing financial loss to the state through tax evasion.

The interdiction of the officers, comprising four females and 11 males, followed their purported involvement in conniving and permitting certain companies to evade duties and taxies.

Monthly salaries of some officers have also been cut by one-third and have been barred from entering the premises of the GRA until otherwise directed.

They have been accused of “conniving and permitting” some companies to evade duties and taxes, causing the GRA revenue losses.

A letter dated May 17, 2017 and signed by Fred Charles Anson, the acting Commissioner in-charge of Support Service at the GRA, claimed that revenue of GH¢8,575,796.86 was lost as a result of officers’ negligence.

“Report received indicates that you have been involved in conniving and permitting certain companies to evade duties and taxes due the State. As a result of your act of negligence, the Authority has incurred a total liability of GH¢17,151,593.72 being revenue loss of GH¢8,575,796.86,” a copy of the letter that was sighted indicates.

All the 15 Customs officers have been ordered to hand over their duties and the Authority’s properties in their custody, including their official identity cards, to their sector commanders.

“The Authority has taken serious view of your conduct and has decided to interdict you to pave way for thorough investigations to be carried out into the matter. Consequently, you have been interdicted with effect from May 18, 2017,” the letter stated.

Confirming the interdiction further, the Commissioner-General of GRA, Kofi Nti, told journalists in Tema on Thursday that the move was to restore discipline in the service.

According to him, “Looking at issues of negatives in the Customs area, we’re working seriously to make sure that the compliance officers do the right things and then items that go through the GCNET system are properly priced so that we have the values that we need to have and there is no distortion in that area.

“In line with that, we need to infuse discipline in the system and as part of the discipline in the system, some staff are on interdiction to send signal that we are serious about getting sanity in the system.”

He, however, disclosed that the Customs Division had recorded the highest collection ever as at May 15, 2017, giving signal of change of trend.

According to Mustapha Hamid, Information Minister, Mr Baffoe-Bonnie, former Board Chairman appointed under the Mahama-led National Democratic Congress (NDC) government, had paid $40,000 out of his share of $200,000 from a total amount of $4 million meant for buying phone tapping gadgets.

After reportedly admitting that they took $4 million unlawfully from the state kitty, some former members of the board of the NCA said they were prepared to refund the cash when they appeared before the Bureau of National Investigations (BNI), which is probing the graft.

The $4 million was meant to pay an Israeli company which had a contract with the government.

The contract, worth $8 million, was meant to buy ‘spying and phone tapping’ equipment for the National Security Secretariat, but $4 million out of the total amount ended up in private accounts, with $1.5 million of the money going to the NCA board of directors.

According to the Information Minister, Mr John Mahama’s NDC government had contracted NSO Group Technology Limited of Israel to supply eavesdropping gadgets worth $6 million and the equipment were meant to help the government monitor the calls of suspected terrorists.

In the course of the transaction, Mustapha Hamid said a local agent – Infraloks Development Limited – headed by one George Oppong, charged $2 million as facilitation fee, bringing the total amount to $8 million.

He said investigations indicated that Alhaji Salifu Osman, a Deputy National Security Coordinator, who represented the NSS on the NCA board, was the main architect of the whole deal.

The chairman of the NCA Board, who is a younger brother of Seinti Baffoe-Bonnie – then senior staffer to former President John Mahama – allegedly took $1.5 million and shared it among members, pocketing $200,000 himself.

The NCA, with instruction from the National Security, made $4 million part-payment into the private account of the local agent of the Israeli company at Ecobank and subsequently transferred $1 million to the company in Israel.

The $3 million left in the account was then split into two, with less than half going into the pockets of board members and the chairman allegedly taking the lion’s share of $200,000.

Records are showing that apart from Mr. Baffoe-Bonnie, the NCA Director-General, William Mathew Tevie, allegedly pocketed $150,000; the local agent, George Oppong, reportedly had $100,000; Alhaji Salifu Osman, the Deputy National Security Coordinator was allegedly given $70,000 and Dr. Nana Owusu–Ensaw, another board member, purportedly took home $500,000 to be shared with other unnamed persons.

The local representative of the Israeli company, a certain Penny, was also said to have been paid $100,000.

The information minister said that if political power did not shift, he was sure nobody would have known about what he described as a classic case of ‘create, loot and share.’

According to the minister, National Security, which did not have the funds for the equipment, allowed the NCA with supervisory mandate over such gadgets to fund the project.

While the Israeli suppliers were groaning for their money for the equipment supplied from the new NPP government, the former board members were gloating with free state cash.

According to Mustapha Hamid, demands by the Israeli firm to be paid the $5 million balance after the Mahama administration had lost power in the December 2016 elections prompted the Akufo-Addo government to probe the transaction, which unconfirmed reports say was not part of the handing over notes from the NDC government.

The equipment is reportedly languishing in someone’s garage.

He said apart from Alhaji Osman, the others have admitted to the crime and have been given bail after the BNI had interrogated them but said Alhaji Osman remains at large.

The minister said George Oppong had refunded $1 million while others had also promised to refund everything.

“BNI hasn’t even decided at this stage because they believe that the money must be returned. … If they succeed in retrieving the money then they will decide their next action,” Mr Hamid said.

According to him, the transaction was a clear case of top officials colluding to plunder the state coffers.

“The reason why this is a classic case of ‘create, loot and share’ is that…it was basically Alhaji Osman, acting as Deputy National Security Coordinator, who spearheaded this deal. …People cannot just go and open a state vault and take whatever that is in there,” the minister cautioned.

Mr. Agyapong said such people have been corrupted because even if Jesus Christ makes a triumph entry into Ghana, the Ghanaian attitude of corruption would go through him so “we must not trust him”, adding, Ghanaian business men and women should not trust anybody but themselves.

“If you come to me for a business advice, I will say, If you are a business man and you meet Jesus Christ and through a conversation and he says he knows Ghana, don’t believe him anymore. Right there, you have to apply all the business principles because Jesus Christ who knows Ghana has been corrupted. By birth we [Ghanaians] are all dishonest, that’s what we need to check.

“It is embedded in us that when you employ a Ghanaian as a CEO, he’s likely not ready to steal from you but his family members will psychologically influence him to use other means to make more money which will collapse the business eventually…” he said.

President Akufo-Addo, delivering a speech on Monday, May 1, to mark the May Day celebrations at the Independence Square in Accra, advised that if the nation is “going to make the changes we all want, then we have to start with a change in attitude to work.

“Government is ready to do its part and I am counting on you Secretary General to lead the campaign for a change in attitude to work and increase in productivity.

“We have no respect for the hours set aside for work… we pray, we eat, and we visit during working hours. We spend hours chatting on the telephone when customers are waiting to be served, thereby increasing our labour costs. We take a week off for every funeral. And then we wonder why we are not competitive.”

But Mr. Agyapong commenting on the President’s speech on Adom TV’s Morning Show “Badwam” Tuesday urged all business tycoons to apply all business principles regardless the relationship with staff, family or friends because businesses die when friends and family sabotage with their negative attitudes towards work.

He added that, one problem that adds up to the woes of the business industry is inferiority complex which affects most Ghanaians on the job field.

Nevertheless, Mr. Agyapong urged every Tom Dick and Harry to believe immensely in themselves: backed by punctuality, honesty, determination and hard work, to achieve more than required in their respective field of business.

“Ghanaians always give an excuse when they are working with fellow Ghanaians. Inferiority complex affects us. They lack confidence to understand they are superior beings…” he maintained.

“We have it in our head that ‘whites’ are gods. We have to believe in ourselves. Work on time, honesty, determination, hard work can help us to move forward us a country…”
