The Black Queens narrowly missed a place in the final after a dramatic penalty shootout defeat to hosts Morocco, losing 4-2 after a hard-fought semifinal encounter.

Speaking at the launch of the second edition of the Democracy Cup on Thursday, July 24, Bagbin commended the team for their spirited performance throughout the tournament and expressed optimism about their chances against South Africa.

“I was really very happy. The Black Queens, I should say, performed the way they did. I didn’t expect that from them. So, Kurt, you are on the right course.

“You can’t always be lucky when you are taking penalties. So this time around, I think God did not smile in our direction, so we lost the penalties.

“If not, they performed very, very well. We were expecting to meet our brothers and sisters from Nigeria in the final, but it would have been only as usual, West African rivals. So God said, no, allow it to be North and West,” he added.

The Black Queens will now aim to cap off a strong tournament campaign with a win against South Africa to secure the bronze medal.

Speaking at the opening of a three-day orientation programme for Members of the 9th Parliament in Ho on Saturday, Speaker Bagbin argued that the Executive and Judiciary should no longer overshadow the Legislature in terms of status, as modern democracies were evolving towards a more balanced approach.

The orientation programme, however, was boycotted by the Minority caucus, who cited the high cost of holding the training outside the parliamentary chamber.

Organized by the Parliamentary Service and the Parliamentary Training Institute (PTI), the programme aimed to equip legislators with the knowledge needed to effectively perform their legislative, oversight, investigative, and regulatory duties.

Speaker Bagbin stressed that the heartbeat of democracy lies within the legislature, which serves as the nerve center of the people. He urged MPs to seize the next four years as an opportunity to enhance their role and make Parliament more attractive than the other arms of government.

“The next four years offer a critical opportunity for transformation. MPs must rewrite a new story for themselves and live it,” he stated.

He further urged members to ensure their presence in the House was impactful, rather than merely passing through.

“Focus, serve, and sacrifice. Don’t allow political differences to enslave you or be enslaved by our history,” he admonished.

Majority Leader Mahama Ayariga underscored the importance of the orientation programme in equipping MPs with the skills necessary to uphold Ghana’s democratic standards.

“For us to maintain our high standing and continue being a model for other nations, we must strengthen our competencies and parliament through the acquisition of relevant tools and their effective use,” he stated.

The training programme will cover topics such as the rights of majority and minority caucuses, conflict management, consensus building, the legislative process, private members’ bills, and budget scrutiny. Speaking at the handing-over ceremony in Wa, Speaker Bagbin underscored the importance of personal health, stating, “It’s your wealth, it’s your health. Any other thing is not yours.”

He also reaffirmed his support for the Upper West Caucus of MPs in tackling the epidemic.

The Upper West Regional Director of Health Services, Dr. Damien Punguyire, revealed that all districts except Sissala West and Wa East have recorded cases, with the most recent outbreak in the Lawra District.

He emphasized that early detection and timely treatment are critical for survival.

“The Speaker called and said, ‘No, we cannot stop this work. We should continue,’ and he has given direct instructions to the Clerk that we should proceed,” he added.

This comes after the apex court, in a 5-2 majority decision, declared the Speaker of Parliament’s decision to declare four parliamentary seats vacant as unconstitutional.

Speaking to the media after the proceedings, Mr. Hammond strongly criticized Mr. Bagbin’s actions in resisting prior rulings of the court.

“The Speaker of Parliament has acted with dictatorial tendencies. The Speaker is supposed to be the custodian of the Constitution, but he has decided that he will not respect the Constitution and he will not respect the apex court of the land,” he said on Tuesday, November 12.

Mr. Hammond further emphasized that while Speaker Bagbin claims to respect the supremacy of the Constitution, he has ignored the supremacy of the Supreme Court.

“He respects the supremacy of the Constitution but does not respect the supremacy of the Supreme Court. He doesn’t agree that someone of his caliber would not respect the ruling of the Supreme Court,” he said.

Mr. Hammond insisted that Bagbin now has no choice but to comply with the court’s ruling.

“Bagbin has absolutely no choice but to comply with the ruling of the Supreme Court,” he said.

Background

On Thursday, October 17, Speaker Bagbin declared four parliamentary seats—three held by the NPP and one by the NDC—vacant, shifting the balance of power in Parliament.

With the NDC claiming 136 seats and the NPP reduced to 135, the NDC quickly asserted itself as the new majority.

However, on Friday, October 18, the Supreme Court issued a stay of execution on Speaker Bagbin’s decision, ruling that the four MPs must be allowed to continue representing their constituencies until the court reaches a final decision.

Despite the court’s ruling, the NDC caucus has refused to relinquish its newly claimed majority status.

After sitting to hear all parties, the Supreme Court, earlier today, ruled that Speaker Bagbin’s declaration was unconstitutional.

The dispute centers on Speaker Bagbin’s recent declaration of four seats as vacant, claiming that MPs Kwadjo Asante (Suhum), Cynthia Morrison (Agona West), Andrew Asiamah (Fomena), and Peter Kwakye Ackah (Amenfi Central) had violated constitutional mandates, thus justifying their removal.

However, Afenyo-Markin and other Majority members argue that the Speaker exceeded his authority by making this declaration without judicial review or calling for by-elections.

Addressing the media, Afenyo-Markin urged Speaker Bagbin to uphold parliamentary protocol, calling on him to have Minority MPs return the seats they have occupied to the rightful Majority members.

He emphasized that the Speaker’s actions have created an untenable situation that must be resolved within the constitutional framework.

“We will never take Minority seats, never,” Afenyo-Markin asserted.

Speaker Bagbin affirmed that Parliament’s duty is owed to the people who established it and elected its members. He assured that Parliament’s operations would continue undisturbed, and no individual would be permitted to undermine its democratic mandate.

Parliament, he emphasized, must be empowered to fulfill its legislative role, including its crucial responsibility to oversee the president. “The wheels of Parliament will continue to turn, and no person will be allowed to disrupt parliamentary proceedings or undermine the democratic mandate of Parliament,” he asserted.

He further explained that while the public, media, civil society, and other governance partners can contribute and critique government actions, “these bodies are not constitutionally and legally structured and mandated to hold the executive accountable.”

Instead, he stated that Parliament, as an elected institution, embodies “the will of the people, legally and constitutionally structured and mandated to do so.”

“My dream, therefore, is a patriotic one: the existence of a firm, effective, efficient, and responsive Parliament whose members prioritize national and constituency interests over narrow, partisan, or personal interests,” the Speaker concluded.

During a media briefing on Wednesday, November 6, Bagbin noted that while Ghana’s Parliament is influenced by the Westminster system, which traditionally assigns certain seating arrangements to the majority party, this is not a binding rule.

He explained that seating typically reflects parliamentary conventions and the balance of power, rather than any direct decision by the Speaker.

Bagbin urged MPs to prioritize parliamentary order and functionality, emphasizing that such matters should be resolved through leadership dialogue rather than seating disputes.

“It is not within a Speaker’s duties to decide where an MP should sit. Ghana’s Constitution doesn’t make that determination,” Bagbin stated, adding that in many parliaments, strict notions of majority and minority are evolving.

“Numbers determine who holds the majority or minority, but not necessarily where MPs sit,” he said.

“That is because, after independence in 1957, we adopted the Westminster system, which is practiced in the United Kingdom. But we changed that even to the extent that the arrangement on the floor of the House is in a horseshoe. So, it is not always the case that the people to the left side are all members of a minority. That is not the case now, and there is good reason,” he stated.

He stressed that parliamentary authority, particularly over its internal matters, should not be subject to judicial oversight, as this sets a dangerous precedent and risks eroding the separation of powers outlined in Ghana’s Constitution.

The Speaker urged Ghanaians to remain vigilant in defending the independence of all government branches, emphasizing that legislative autonomy is vital for a strong democracy.

“So strengthening Parliament is not just the duty of Parliament, but of everybody and we have to work together to make sure that our people don’t suffer and struggle to elect us in vain.”

The Speaker also called on stakeholders and Ghanaians to uphold and respect the institution’s role in shaping the nation’s democratic framework while urging the strengthening of Parliament in all its departments.

He also indicated that he has received a court process served on him as Speaker in the matter of the pronouncement on 4 MPs.

“We don’t have at least half of all members of parliament present. Consequently, in view of the current circumstances, the fact that there’s a question on the composition and constitution of Parliament, and having regard to public interest and the exigencies of the state of affairs in Parliament, I will proceed to, in accordance with Standing Orders 59, adjourn the House indefinitely.”

FC Samartex will face Cameroonian side Victoria United FC in their CAF Champions League fixture.

According to him, the original intention behind ex-gratia payments for certain public servants and political officeholders was to combat corruption, but this is no longer the case in the current dispensation.

Speaking at a public forum in Kumasi to mark the 30th anniversary of the Fourth Republican Parliament, Alban Bagbin emphasized that the payments were initially to assure public servants and political officeholders that their needs would be taken care of after leaving office, encouraging them to prioritize the people’s interests over personal gain.

However, he acknowledged that in practice, this has not been the case, and the payments have not effectively curbed corruption.

The Speaker expressed his support for amending Article 71 of the Constitution to abolish ex-gratia payments, which he believes have become unnecessary.

“The issue of ex gratia is a very thorny issue. The founders envisaged a situation where they wanted some particular category of public servants, including political officeholders. The ex gratia is not for members of Parliament and it’s not even ex gratia, it’s gratuity.

There’s a difference between ex gratia and gratuity and it’s not for members of parliament alone. It cuts through a category of public servants and political officeholders, including auditor general, including the chairpersons of all the constitutional commissions, including ministers of state, the presidency, judiciary, and all others, it’s not just members of parliament.”

“But the concept was to assure them, because of the importance of the position they occupy, and the decisions they take on your behalf, the concept was to assure them, don’t think about yourself, think about the people you represent because, after your office, we will take care of you. So it was to assist us to contain corruption. And I’m happy that a number of industrial chiefs from this region were members of the consultative assembly.”

“Unfortunately, in practice, it has not served its purpose. It has not been able to assist us to curb or contain corruption. And so when I made an attempt to contest as a presidential candidate, I did announce that if elected as president, I was going to ensure that that article is amended from the constitution. So I agree totally with anybody who comes to say that we should do away with Article 71 of the Constitution. It hasn’t served its purpose, there’s no use maintaining it.”

Speaker of Parliament, Alban Sumana Kingsford Bagbin has cautioned that the recent developments in Kenya should be a wake-up call for Ghanaian leaders, especially as the nation approaches the crucial December 7 elections.

Bagbin highlighted the similarities between the situations in Kenya and Ghana, urging leaders, including Members of Parliament, to ensure free, fair, and transparent elections.

He has contacted key stakeholders, such as the chairpersons of the Electoral Commission and the National Commission for Civic Education, traditional authorities, and the Chief Justice.

He also plans to engage with President Akufo-Addo to ensure a peaceful electoral process.

During a meeting with journalists in Kumasi, Mr Bagbin stressed the importance of taking preemptive measures to protect Ghana’s democracy ahead of the 2024 elections.

“People sometimes take so many things for granted including my colleagues in Parliament but we all can bear witness that what happened in Kenya is now in Tanzania it could be in Ghana and I am not saying it will be in Ghana.

“We are not different from our brothers and sisters in Kenya and so we have to take preemptive measures to prevent that from happening and so we must do all we can to make sure that the right person that Ghanaians want to lead the country, leads the country and so in this matter, I will do all I can so that nobody reads partisanship in whatever I do.”

These victories have significantly bolstered Ghana’s chances of qualifying for the World Cup, while also improving their standing in both the FIFA global rankings and African rankings.

“It takes time for the team to settle and gel. And you realize the names that you are mentioning, they didn’t achieve it in a day,” Bagbin commented during the launch of the Democracy Cup.

“It took a long group of them from the youth growing together to become the stars. So please, let’s have patience and be tolerant. Let’s encourage and support the technical team and everybody. Ghana will once again rise up to the glory of God,” he added.

The Black Stars will now shift their focus to the 2025 Africa Cup of Nations (AFCON) qualifiers scheduled for September this year, before resuming their World Cup qualifiers in March 2025 with matches against Chad and Madagascar.

According to him, the service should be invited to assist the police in the process only when very necessary.

“We don’t want to see the military during elections. When there is the need to call them, they will be called. But they should not be at polling or voting centres,” he said.

The Speaker said this on Tuesday, June 11, 2024, when the House reconvened after a break.

In his opening address to the House, Mr. Bagbin expressed concern over the pockets of violence experienced in the just-ended voter registration exercise.

“The signs and signals of happening in the country are not that of assurance and hope. I shudder when I am told that [people going to write their names carry knives, guns, just to go and write names. What about when we are going to vote? And at the end of it all the results are announced and somebody else has carried the day and not the other. I shudder to picture what can happen.”

He called for more preparation from all stakeholders to ensure a free and fair process.

Emphasising the potential of youth unemployment to affect a country’s security, he advised that

“We must act together and now to prevent a journey to calamity or a journey of no return,” he added.

Mr Amidu says he is not ready to apologise for the remarks made in his article.

This is despite a demand by Alban Bagbin for him to do so within seven days.

He said he would only apologise to his readers “for the accidental slip in typing the words “Dubai in 2021” instead of “Dubai in 2022″ in the question in paragraph 18 of my article dated 26 May 2024 and published on 27 May 2024, which I hereby apologise to them for.”

On May 28, the Speaker of Parliament denied allegations by former Special Prosecutor that he had a meeting with President Akufo-Addo in Dubai in 2021, prior to the rejection of the 2022 budget.

According to a statement released by the Speaker’s Communication Unit, the claims are baseless, unfounded, and part of a deliberate attempt to tarnish the Speaker’s reputation.

The statement signed by Peter Bamfo, said Mr Bagbin has a long record of distinguished and honest public service and will continue to put the interest of Ghana first.

“The Rt Hon Speaker will not be deterred from carrying out his public service duties, guiding and providing leadership for Parliament even in the face of insinuations, unprovoked attacks and unfounded allegations like Mr Amidu’s,”the statement added.

The clarification followed an allegation made by Mr Amidu in a write-up calling out the National Democratic Congress (NDC), its 2024 flagbearer and national chairman.

The Speaker called on Mr Amidu to retract what he described as false and malicious statements within 7 days or risk further action.

But Martin Amidu appears unfazed. In a fresh article dated May 29, the former Special Prosecutor said “I have done nothing for which I need to withdraw, retract, and apologise for within seven days to Mr Bagbin who is dissipating the public purse needlessly in Dubai for health challenges which are treatable or manageable in Ghana.”

He added that “if you [Alban Bagbin] think my article defames you in anyway, defend your integrity and honour by issuing a writ of summons and a statement of claim against me in a court of law so that I can prove to the whole world that the things I wrote against the NDC in which you were mentioned as its self-confessed corrupt Speaker are either true, justifiable, and constitute fair comments or questions on public matters on the conduct of a public officer, the Speaker, in the public interest.”

The lawmaker’s comment comes after the Speaker of Parliament Alban Bagbin on Wednesday halted the approval of the President’s ministerial nominees.

The Speaker clarified that a temporary court order has been filed by South Dayi MP, Rockson-Nelson Etse K. Dafeamekpor.

Referring to a letter from the presidency on the approval of the anti-LGBTQI+ Bill due to pending legal applications at the Supreme Court, the Speaker said he cannot also proceed with the approval of new ministers under similar circumstances.

Reacting to the development, Mr Atta Akyea who is a legal practitioner has however stated there was no constitutional provision violated by his letter to Parliament.

“The speaker believes that the president’s letter is an affront to the dignity of parliament and Mr. Speaker is also of the view that that amounts to contempt, the president cannot bring such a letter to parliament and because of that if the president is trying to respect the injunctive processes in the Supreme Court that is up to the president but that is an affront to parliament, most of us believe that that cannot be the case at all.

“A law-abiding, law-respecting president cannot be held to ransom. Even if he has made an error, you cannot find anywhere in the constitution that the president has violated. There is no provision in the constitution that offends against the letters from the office of the president,” he stated in an interview on Accra-based Citi FM.

Addressing Parliament on Tuesday, February 6, Mr. Bagbin stressed the need for both the players and the team’s management to deliver their best in tournaments.

He remarked, “The Black Stars and their handlers represent more than just a football team; they are a symbol of our national pride, cohesion, and resilience. It’s imperative for them to rise above these setbacks and showcase the true strength of Ghanaian football to the world.”

Bagbin further underscored the need for a collective effort to revitalize Ghana’s footballing landscape, urging an examination of football infrastructure, youth development programs, coaching standards, and administrative structures for potential areas of improvement.

“It’s evident that merely changing coaches won’t solve our challenges. We must evaluate and enhance our football infrastructure, youth development initiatives, coaching standards, and administrative frameworks to foster sustainable progress,” he asserted.

Mr. Bagbin said Parliament is ready to collaborate with stakeholders to achieve these objectives.

According to him, he will continue to serve as President of the country until January 7 2025, as stipulated by the 1992 Constitution of Ghana.

Speaker of Parliament, Alban Bagbin, on Tuesday, November 21, urged the government to collaborate with the Minority side to avoid potential stalemates.

The former Nadowli Kaleo lawmaker suggested that with Bawumia’s election, there will be a shift in loyalties towards him and, MPs might be neglecting their obligations to the incumbent, President Akufo-Addo, whom he referred to as a ‘lame duck’ administration.

“I expect the majority who have a limping majority leader, limping because when you look at his back you’re less than those in front of you.

“You have a lame duck president, a lame duck because you have elected a flagbearer and loyalty and commitment are shifting. So your president is now lame duck president.”

“You need this side of the house to support you to finish your eight years. And so if you don’t behave well we have a difficulty in proceeding as a nation,” he said.

However, while addressing a gathering of chiefs and residents in Nima, Accra, President Akufo-Addo affirmed that he remains in charge of the country until January 7, 2025, as prescribed by the constitution.

“Speaker Bagbin says I am a lame duck. Well, that is his language. I am still the president of the republic and I will continue to do so until January 7, 2025. I have no doubt that the power to make decisions and to carry out policies is still firmly in my hands, and I am not going to let it go.”

“So I don’t know what he is talking about when he says I am a lame-duck president. I am not a lame-duck president,” President Akufo-Addo stated.

He opined that, if the NDC is well-groomed in the region, no other political party would challenge the opposition party.

“For my party, I don’t need to say anything, the only thing I will say is that the spirit of the NDC is in the Volta Region. If it is well nurtured, we fear no form”, he posited to the Volta Regional House of Chiefs in Ho.

The meeting was part of activities to commemorate the three decades anniversary of Ghana’s 4th Republic and parliamentary democracy.

Mr Bagbin commended the Volta Region and for that matter, the NDC for producing quality parliamentarians since the commencement of the 4th Republic in 1993.

He disclosed that these members have played pivotal roles in preserving the country’s 4th Republic and the evolution of parliamentary democracy.

“Many should be thanking the Volta Region because the system that has taken us far was fashioned out by leaders from the Volta Region”, he said.

He referred Susanna Al-Hassan, whose mother hailed from Volta, and whose father was a German. She was the first female to be appointed minister, the first African woman to hold a cabinet portfolio, and the first female member of parliament for the then Northern Region parliamentary constituency, between 1960 and 1966.

“You should be proud that you are the architect of what we have enjoyed so far for thirty years. That is an achievement”, he said.

The NDC, which was founded by the son of the Volta Region, late President Jerry John Rawlings, had until 2020 won all parliamentary seats in the Volta Region. It has enjoyed a majority of total votes in presidential elections.

However, in recent times, the governing New Patriotic Party has been making inroads in the region, by securing the Hohoe seat in 2020 which is occupied by John Peter Amewu.

President Akufo-Addo polled 101,084 votes representing 14.1% of the total votes in 2020, which indicates a 3.3% increase from the 60,802 votes polled in the 2016 general elections.

John Mahama polled 606,424 (84.8%) votes which represented a 2.9% drop from the 2016 general elections.

According to him, the hung Parliament has prevented the governing party and the executive from forcing policies, programmes, and initiatives on Ghanaians by bulldozing their way through parliament.

Addressing a public forum in the Volta Regional capital of Ho, to commemorate the 30th anniversary of the Parliament under the 4th Republic, he entreated Ghanaians to endeavour to always ensure that both the majority and minority sides of the House have balanced numbers.

The 8th Parliament has 137 members from the governing New Patriotic Party (NPP), and 137 members from the opposition National Democratic Congress (NDC), with one independent candidate, totaling 275 members.

Mr Bagbin, who has served in Parliament since the inception of the 4th Republic in 1992, asserted that a hung house is “very difficult to manage” but indicated that it best prevents leaders from becoming possible dictators by having their way through Parliament.

“This hung parliament is not like the other parliaments, and I would want to urge all of you to let us continue along this path, and with time you will see the difference. We take time to take decisions, but we build consensus in taking the decision. We don’t push it down the throat of many people.

I have heard some other voices say we should not vote that way again. I don’t want to see any party with a huge majority in parliament. I am sharing my experiences with you. If you think against this, do it and see what will happen”, he stressed.

Inasmuch as he identified that the 1992 constitution has played a significant role in maintaining parliamentary democracy over the last 3 decades, he said it needs a comprehensive amendment, to meet the current dynamics of democracy.

The Agbogbomefia of the Asogli State, Togbe Afede XIV who chaired the occasion, indicated that national goals captured in the 1992 constitution have not been achieved within the last 30 years.

He said the country had failed to harness its natural resources to benefit the citizenry, adding that the economic crisis which has among other things worsened unemployment, has caused desperation among the youth.

“There are several graduates of six years standing who are still looking for jobs. What it means, therefore, is that we have not achieved the objective of our people. You’ve not realized the dreams of our founding fathers, and of course, we have not realized the aspirations that are enshrined in our 1992 constitution”, he stressed.

“This forum would not have been happening at a better time than now, time to take stock, time for parliament to look back and ask, how much have we done to facilitate the development of the country? How much have we done to raise living standards? How much have we done to bring business to our people? That is the essence”, he indicated.

Minority Chief Whip, Kwame Agbodza entreated stakeholders to endeavor to safeguard the country’s democracy by working to restore the economy to avert coups as experienced in the past.

The District Chief of Executive of Afadzato South, and the Dean of Municipal and District Chief Executives in the Volta Region, James Etornam Flolu urged Parliament to endeavour to clarify the role of MPs in local development.

Questions and concerns of the public focused on the amendment of the constitution, the underdevelopment, corruption, and education among others.

The first Parliament of the 4th Republic was inaugurated in January 1993 after Ghana returned to Constitutional rule. This followed the approval of the 1992 Constitution in a referendum in April 1992.

The claim by Speaker Alban Sumana Bagbin, who said he has only recently been made aware of the development, has received widespread public condemnation, amidst concerns of institutional corruption among state institutions.

He made the allegation at the Speaker’s Breakfast Forum held at the Alisa Hotel, Accra on Monday, however the Lands Commission, in a statement it issued on Monday, November 20, and signed by its Ag. Executive Secretary, Benjamin Arthur said the claim is not founded.

“The Commission wishes to state emphatically, that at no point in time was the said property sold to a private developer by the Lands Commission,” the statement said, and proceeded to provide an elaborate background as to developments to the said property since it’s acquisition in 1920 for Government services.

The speaker says there is a need for due diligence on the document before approval.

Speaking at a post-budget workshop in Parliament, he underscored the need to give more attention to the budget.

“It is our duty to strive to improve upon the welfare of the people we serve. Even though we see this as business as usual for Parliament, this time around, it’s more critical than before. This budget is a critical budget, and I want us to take time because leadership has discussed it with me, and we have enough time for you to deliberate on the budget.

We are, therefore, expecting that you will not come and just make political statements or propaganda. Please listen to the voices of our people and do a critical analysis of the budget,” The Speaker of Parliament advised.

Addressing Parliament on Wednesday, November 15, the finance minister disclosed that the economy is expected to escalate from GH¢219.5 billion in 2016 to a historic milestone of GH¢1 trillion in 2024.

He added that, inflation has started declining because the economy is performing better.

The Communications Officer of the National Democratic Congress (NDC), Sammy Gyamfi, described the projections by the Finance Minister that Ghana’s economy is anticipated to surpass GH¢1 trillion in 2024 as the lowest point of the 2024 budget presentation.

But the Deputy Majority Leader, Alexander Afenyo-Markin, had announced that the Post Budget workshop would be held at the Rock City Hotel in the Eastern Region from November 17 to November 19.

In the end, Bagbin ruled that the post-budget workshop be held in Parliament.

“Democracy has finally decided and the people have prevailed on their representatives to decide that this year’s post-budget workshop be held here in Parliament,” he said.

He observed that past educational reforms of 1974, 1986, and 1987 and the Free and Compulsory Universal Basic Education (FCUBE) policy had not yielded the desired results, hence the need for a paradigm shift.

This was contained in a speech read on his behalf by the Chief of Administration at the Office of the Speaker, Charles Dondieu, at the 30th annual Conference of Directors of Education (CODE) in Wa in the Upper West Region on Wednesday October 25, 2023.

It was on the theme: “Resourcing basic education in Ghana for quality education delivery.”

The conference, which is being attended by various directors of education in the country, would discuss critical issues to strengthen implementation of educational policies and programmes. 

Unemployment

Mr. Alban Bagbin said over the years, the country had been producing unskilled and unemployable school leavers.

He, therefore, suggested that there must be a re-look at the school curriculum to ensure pupils and students were adequately tutored and prepared for the job market to accelerate the development of the country.

The Speaker also said that the government had the responsibility of creating the needed infrastructure and environment to ensure effective teaching and learning, especially at the basic level.

He added that the budgetary allocation to the education sector must also be increased to address the challenges and improve learning outcomes.

Bagbin commended the organizers for choosing to host the conference in the region and presented them with an amount of GH¢10,000.

A cake was also cut to commemorate the 30th anniversary of the CODE which was formed in 1993.

Interference

The Dean of the Faculty of Business and Integrated Development Studies of the SD Dombo University of Business and Integrated Development Studies (UBIDS), Prof. Mohammed Hadi Bolaji, identified political interference as one of the biggest challenges that had bedeviled the education sector over the years.

He said the situation had led to successive governments abandoning projects started by their predecessors.

Prof. Bolaji also said that teachers, who were the main stakeholders in education, were sometimes not involved in decision-making in the sector.

He added that at the moment, over 5,000 basic schools needed to be rehabilitated, while more than 2,000 schools were still under trees.

The dean said such challenges had contributed to the falling standards in basic education as being witnessed in the country.
 

Concern

The Upper West Regional Minister, Hafiz Bin Salih, expressed concern over the absence of the Minister of Education, Dr Yaw Osei Adutwum, and the Director-General of the Ghana Education Service (GES), Dr Eric Nkansah, at such an important event.

He said since basic education was the foundation for higher education, it was necessary to pay more attention to that sector.

The minister also thanked the organizers for selecting the region to host the conference.

Dr. Forson is standing trial with two others for counts of causing financial loss to the state in the purchase of 50 faulty ambulances.

The case against the Minority Leader is that he requested the letters of credit that formed the basis for the payment of the ambulances to the tune of €2.3 million without authorization, a claim he has denied.

During a visit to the spouse and family of the late former Majority Leader in Parliament, Felix Owusu-Adjapong, Speaker Bagbin said the prosecution of the Minority Leader is an act of political persecution.

“The Minority Leader is being persecuted. On a number of occasions, he has been unable to join us in Parliament because he is appearing in court. As I speak to you, he is being tried. It is not that we don’t want the rule of law to apply, we all want it to apply. But where prosecution is just a gamble, I may win or I may not win but let me do it, I will not prescribe that for any politician. As a leader you always have to take the risk; You could get it right, you could get it catastrophically wrong” Mr. Bagbin bemoaned.

On Thursday, Seth Terkper testified in favour of Dr Ato Forson, explaining that contrary to claims by the state, Dr. Forson acted on his express approval.

In his witness statement, Seth Terkper noted, “For the avoidance of doubt, I state again that, I as the then Minister of Finance, authorized A1 (Dr. Ato Forson) to request the Bank of Ghana to set up the LC (Letters of Credit) with the sole objective e of avoiding potential financial liability for the Government”.

The Attorney-General Godfred Yeboah Dame, however, during cross-examination inquired from the witness to point to exhibited documents that prove that he indeed gave authorization to Dr. Ato Forson.

But Mr. Seth Terkper explained that the authorization followed advice from the Attorney General’s department. According to him, the Attorney General had forwarded a letter written to the Ministry of Health to his outfit asking that steps be taken to honour the terms of the contract.

He further explained that the letters from the Attorney General were subsequently forwarded to the legal department of the Ministry of Finance.

The civil groups which include the Ghana Center for Democratic Development (CDD-Ghana)  met the Speaker of Parliament to express their concerns over the seeming attempt by Mr. Atta Akyea to shift focus from the terms of reference of the committee.

President for Imani Africa, Franklin Cudjoe, who spoke on behalf of the delegation said the conduct of the chairman of the committee is affecting morale in the police service.

“We wanted to find out from the Speaker what the original terms of reference for the Committee were because we realized that the Committee chairman seems to be setting his own questions and answering them.

The Speaker was categorical that well, look I gave the Chairman of the Committee specific terms of reference. To get the authenticity of the tape, basically, those comments that were made and the persons who made them,” he said on Accra-based Citi FM.

Meanwhile, lawyers of the Inspector General of Police have denied claims by Mr Atta Akyea that they retracted their accusation of bias against him during the in-camera hearing.

He led a team of Members of Parliament (MPs) and parliamentary staff to mourn with the Kufuor family at their Peduase residence in the Eastern Region.

Mr. Bagbin said while it was natural for Ghanaians to be saddened by her death, it was inevitable and not shocking, given that she had been very ill for a long time.

“To some of us, her death was not shocking because we had information long ago of her illness,” the Speaker said.

He assured former President Kufuor of their support ahead of the funeral.

“I assure you of my support through this period for a successful funeral to the glory of God and humanity. Be assured that Parliament is with you and will be part of the activities of the funeral. You are not alone; her transition will be glorious,” the Speaker told Mr Kufuor.

The former First Lady will be laid to rest on November 16, 2023.

The burial service has been scheduled to take place at the forecourt of the State House and the body will be subsequently conveyed to Kumasi for the burial and final funeral rites on November 18.

Memories

Mr Kufuor recalled some of the memorable periods in his 62 years of marriage to the late wife.

He said she was a devoted Catholic who did a lot behind the scenes.

“She built three schools, including one in Kumasi,and when I told her she needed to let the public know her good deeds to society, she refused. That’s the kind of personality she was,” he said.

Former President Kufuor expressed appreciation for the sympathy from the Speaker and his delegation, intimating: “I’m happy I have got people like you to share in my pain.”

Mr Bagbin said the national service period was a very critical year for the development of the personnel as such, it must not be wasted on the running of errands, which would not add to their development.

“I plead with my brothers and sisters, who are leaders in the various public institutions, private sector organisations not to turn the service personnel into messengers – errand boys and girls…It is a very critical year for their development, do not waste it.”

He was speaking at the launch of the Golden Jubilee anniversary of the National Service Secheme (NSS) in Accra on Tuesday.

The anniversary is on the theme: “National Service at 50: Repositioning the Scheme for a Sustainable National Development”.

Mr Bagbin said the service period was for the personnel to be molded for the world of work and that it was unfortunate that some workers treated them badly, many not having places to sit in offices.

He said the challenges facing the country required sustainable solutions and that NSS could be an avenue for developing the next generation of leaders, problem solvers and change makers.

Mr Bagbin said there was the need to build the youth and transform them into citizens, who were willing to serve the country and put it first, which called for investment in the operations of the NSS.  

The Executive Director of NSS, Osei Assibey Antwi, said the Scheme was able to deploy more personnel to support the health sector, the education sector and civil service.

He said this year, about 65,000 personnel were sent to classrooms. In the agricultural sector, Mr Assibey Antwi said with the support of President Nana Addo Dankwa Akufo-Addo, the Scheme had been able to acquire 20,000 acres of land for projects.
