The Public Services Workers’ Union (PSWU) of TUC (Ghana) has called for immediate engagement with the Ministry of Energy and Green Transition following reports of a planned merger between the Public Utilities Regulatory Commission (PURC) and the Energy Commission.
In an memo, the Union raised concerns about the potential effects of the proposed merger on job security and staff welfare. The PSWU noted that discussions surrounding the restructuring appear to be progressing without adequate consultation with the workers who would be directly impacted.
According to the memo, employees within both regulatory bodies fear the move could result in job redundancies, transfers, or reassignments that may disrupt existing employment arrangements.
The Union expressed worry that the process might be nearing completion “without critical concerns from staff being considered.”
“We believe this proposal carries significant implications for employees, and engaging with the Ministry will help us understand the details, offer suggestions, and ensure workers’ interests are protected,” the statement read.
Representing staff across more than 75 public institutions—including PURC, Energy Commission, VRA, NEDCo, GRIDCo, and Bui Power Authority—the PSWU stressed the importance of transparent dialogue in identifying a balanced approach that enhances efficiency while safeguarding workers’ rights.
The proposed merger is part of broader efforts to reform Ghana’s energy sector by reducing regulatory overlaps and improving coordination.
However, such initiatives have historically sparked anxiety among labour groups over possible job losses and institutional independence.
The PSWU therefore urged that consultations be held “at the earliest convenience” to ensure workers’ concerns are addressed before any final decisions are implemented.
As Ghana advances its energy transition and regulatory reforms, the Union maintains that open dialogue will be vital to achieving a fair and sustainable outcome for all stakeholders.
