Paul Adom-Otchere sues OSP

Former Ghana Airports Company Board Chairman Paul Adom-Otchere has filed a lawsuit against the Office of the Special Prosecutor (OSP), seeking to overturn a directive that compels him to declare his property and income.

Mr. Adom-Otchere is currently under investigation for alleged corruption related to a revenue assurance contract awarded by the Ghana Airports Company Limited to Evatex Limited.

The directive from the OSP, issued on August 4, 2025, ordered him to submit details of his assets, but he maintains that the order is **unlawful and unconstitutional**.

His legal team, led by former Attorney General Godfred Yeboah Dame, argues that the OSP’s actions contravene provisions of the Office of the Special Prosecutor Act, 2017 (Act 959) and its regulations.

They contend that the directive represents an abuse of authority and overreach by the OSP.

In the application filed before the High Court, Mr. Adom-Otchere is asking for a declaration that the OSP’s directive—and accompanying warnings of “legal consequence,” “confiscation,” and “detention, are unlawful and amount to harassment.

He is also seeking an injunction to prevent the OSP from detaining him should he fail to comply with the asset declaration order within the stated deadline.

The case adds another layer to ongoing debates over the extent of the OSP’s investigative powers and its methods of enforcing asset declaration directives in Ghana.
