Parliament has passed the University of Engineering and Agricultural Sciences Bill, 2025, paving the way for the establishment of the University of Engineering and Agricultural Sciences and setting out its governance and management structures.
The Bill also seeks to provide for the governance arrangements and management of the University.
The Bill was laid before Parliament on 17th February 2026 by John Abdulai Jinapor on behalf of Haruna Iddrisu, in line with parliamentary procedures. Following its introduction, the Bill was referred to the Committee on Education for review.
Primary & Secondary Schooling (K-12)
During deliberations, the Committee consulted with the Minister for Education, the Deputy Minister Dr Clement Apaak, and officials from the Ministry of Education and the Office of the Attorney-General.
The Bill provides a legal framework for the governance, management, and operations of the University. It designates Bunsu in the Eastern Region as the main campus, with additional campuses at Kenyasi in the Ashanti Region and Acherensua in the Ahafo Region.
This distribution reflects a deliberate policy to decentralise tertiary education infrastructure, bringing higher education closer to underserved communities, stimulating local economies, and reducing pressure on housing and social services in major cities.
The Education Committee concluded that the Bill is both necessary and timely. It establishes modern governance structures, clarifies institutional arrangements, promotes academic freedom and inclusivity, and enhances transparency and financial accountability.
The Committee recommended that Parliament adopt its report and pass the Bill in accordance with Article 106 of the 1992 Constitution.
