NSA scandal: Gifty Oware Mensah released after meeting GH¢10m bail condition

The Deputy General Secretary of the New Patriotic Party (NPP), Haruna Mohammed, has confirmed that Gifty Oware Mensah, former Deputy Executive Director of the National Service Authority (NSA), has been released after satisfying the GH¢10 million bail set by the court.

Mr. Mohammed confirmed this in an interview with Accra-based Channel One TV.

However, he noted that former NSA Director-General, Osei Assibey Antwi, remains in custody because he has not yet met his GH¢800 million bail requirement.

“Madam Gifty Oware met her bail condition just yesterday, so she has been released. But her superior still faces an 800 million bail condition — what kind of figure is that?” he remarked.

Mrs. Mensah has pleaded not guilty to charges of causing financial loss to the state.

She was arraigned before the Accra High Court on Wednesday, October 22, 2025, on five counts, including willfully causing financial loss to the state, stealing, money laundering, and abuse of public office for personal gain.

Prosecutors claim that Oware Mensah played a role in generating nearly 10,000 fake names under the National Service Scheme and benefited from allowances paid to these non-existent individuals, resulting in significant financial losses to the government.

Attorney-General and Minister for Justice, Dr. Dominic Ayine, has revealed that a forensic audit by the Auditor-General uncovered a GH¢2.2 billion loss to the state through the NSA “ghost names” scheme, a figure far higher than the earlier estimated GH¢548 million.
