Reasonable, level-headed and sane people do not mix themselves in unfounded and spurious allegations. Elders hear rumours and see things but they appear not to have heard anything. Why? They don’t want to rush into conclusions and make mistakes. This is because some accusations are borne out of malice, envy or hatred. Thus they come out to say their mind after giving a deep thought to the matter. My small observation is that real citizens and for this case statesmen do not necessarily condemn a government as corrupt from any allegations because their party is in opposition. And when their own party goes astray too they will rebuke them as much as they will their opponents.
