
President John Mahama has assented to the Fisheries and Aquaculture Act, 2025 (Act 1146), introducing sweeping reforms to safeguard marine resources and improve livelihoods in Ghana’s fisheries sector.
The law establishes an Independent Fisheries Commission to oversee development, management, and conservation, while expanding the Inshore Exclusive Zone from six to 12 nautical miles to protect breeding grounds and secure better catches for more than 2.7 million artisanal fishers.
It aligns Ghana’s regulatory framework with international standards, closes compliance gaps that threatened seafood exports worth over $425 million annually, and imposes tougher penalties against illegal fishing to restore depleted stocks.
The Act also prioritises labour standards, safety, and welfare for fishing crews, with government describing it as a transformative step toward sustainability, food security, and equitable growth in the sector.
