GWL to reshuffle 41 District Managers amid illegal connections crackdown – MD

The Managing Director of Ghana Water Limited (GWL), Adam Mutawakilu, has announced that 41 district managers will be reassigned by January 15, 2026, as part of measures to curb illegal water connections and strengthen discipline within the company.

According to Mr. Mutawakilu, the decision follows an internal performance assessment that revealed persistent operational lapses at the district level, particularly failures to effectively address illegal water connections.

Speaking on Citi FM’s Breakfast Show, the GWL Managing Director indicated that illegal connections are often enabled by insiders within the company.

“Any illegal connection has something to do with the staff of Ghana Water Limited. Since this operation started, we have dismissed several staff,” he said.

Mr. Mutawakilu revealed that in May 2025, management issued clear performance benchmarks to all district managers, giving them six months to deliver.

“I gave district managers six months to achieve certain targets. I told them that if they did not achieve them, they would be reassigned,” he explained.

A nationwide assessment conducted at the end of November 2025 reviewed the performance of all 103 district managers, resulting in the decision to reshuffle a significant number.

“Out of 103 district managers, 41 of them will be reassigned on January 15, 2026,” he stated.

The GWL Managing Director attributed the action to weak supervision and an inability by some managers to enforce discipline within their jurisdictions.

“The things happening in their areas are clearly their fault. They could not instill the discipline that is needed,” he said.

Mr. Mutawakilu stressed that investigations into illegal water connections repeatedly point to internal complicity, describing the situation as deeply troubling.

“Most of the illegal connections trace back to our people,” he added.

He noted that the reassignments are part of broader reforms aimed at improving accountability, boosting revenue mobilisation, and restoring public confidence in GWL’s operations.
