Metropolitan, Municipal and District Assemblies (MMDAs) in Accra have been urged to strictly adhere to Public Financial Management (PFM) guidelines as they prepare their budgets for the 2026–2029 period.
The call was made by the Greater Accra Regional Minister during the launch of the 2026–2029 Regional Composite Budget Hearing for all MMDAs in the region.
Speaking on behalf of the Regional Minister, the Director of the Greater Accra Regional Coordinating Council (RCC), Lilian Baeka, said compliance with the guidelines would promote accountability, transparency, and effective implementation of government policies.
“Our hearings will be conducted on zonal basis concurrently across all 29 MMDAs in the Greater Accra Region from Monday, October 20 to Friday, October 25. As we deliberate on our regional budget, let us be guided by the laws and by the 2026 and 2029 budget preparation guidelines issued by the Ministry of Finance,” she urged.
Madam Baeka identified some challenges hindering effective budgeting, including exceeding budget ceilings, inadequate capacity, and weak data management systems.
She also encouraged MMDAs to strengthen their digital revenue collection systems to enhance efficiency and improve resource mobilisation.
