GRA AI system contract could become biggest scandal in Ghana – Okyere Baafi

The Ranking Member on Parliament’s Trade and Industry Committee, Michael Okyere Baafi, has raised concerns over a contract awarded for the Ghana Revenue Authority’s (GRA) customs Artificial Intelligence (AI) system, describing it as a potential major scandal.

According to him, the contract awarded to Truedare Investment Limited raises questions about the firm’s capacity and experience to deliver such a critical project.

Speaking on Asempa FM’s Ekosii Sen show, Mr Baafi claimed the company, reportedly registered in Cyprus in December 2024, has no known track record in AI, customs technology, or trade systems.

He further alleged that the firm has not undertaken any significant business since its incorporation and suggested that due process, including competitive bidding, may not have been fully followed.

He warned that details surrounding the contract could shock Ghanaians, adding that evidence would be presented to support the claims.

“The company in question is Truedare Investment Limited, believed to be a Cyprus-based firm registered on December 28, 2024. I contacted the commissioner, who provided me with full details. Truedare focuses on general trading and asset management; however, since its inception, it has not engaged in any business activities, and there are no records to indicate otherwise. Their first job has been awarded by Ghana, highlighting their lack of experience in areas such as AI, customs technology, or trade tech.

“Upon further investigation, I discovered that the company was established by Israeli owners, with whom I am familiar. There are serious questions that must be answered by the Minister of Finance and the Ghana Revenue Authority regarding this matter. The company’s inexperience raises significant concerns about its ability to manage this project. Moreover, it appears that a thorough competitive bidding process may not have been conducted.

“This situation has the potential to become a major scandal, which could deeply shock Ghanaians. We have evidence supporting our claims and are confident that something is amiss with this deal. It is poised to be one of the biggest scandals in recent times,” he added.
