
The Chamber for Local Governance (ChaLoG) has criticized the Greater Accra Regional Minister over comments suggesting that some Metropolitan, Municipal, and District Chief Executives (MMDCEs) are “sleeping on the job.”
In a statement issued on August 29, 2025, ChaLoG described the remarks as “needless, unwarranted, premature, and unfortunate,” arguing that the MMDCEs, who have been in office for only four months, deserve more time to settle into their roles.
Citing Section 188 (1a) of the Local Governance Act, 2016 (Act 936), ChaLoG stressed that the Regional Coordinating Council (RCC), chaired by the Regional Minister, is legally mandated to monitor, coordinate, and evaluate the performance of district assemblies.
“The incontrovertible fact remains that if the RCC sleeps on the job, the MMDCEs will also sleep on the job,” the statement said.
ChaLoG insisted that most of the newly appointed MMDCEs are first-time office holders and require at least six months to familiarize themselves with their duties.
The group has demanded an immediate retraction of the minister’s comments, stating that they undermine the sanctity of the office of MMDCEs in the Greater Accra Region.

IF MMDCEs ARE SLEEPING ON THE JOB, THEN IT IS ONLY REFLECTING THE WEAK MONITORING AND EVALUATION ROLE OF THE RCC– ChaLoG TO GREATER ACCRA REGIONAL MINISTER
The Chamber for Local Governance (ChaLoG) has become aware of the purported comment by the Greater Accra Regional Minister to the effect that ‘’Some MMDCEs are sleeping on the job”.
ChaLoG considers this purported comment as needless, unwarranted, premature, very unfortunate and more importantly an unrealistic assessment of the performance of MMDCEs who are barely four (4) months in office.
We wish to bring to the attention of the Regional Minister that Section 188 (1a) of the Local Governance Act, 2016. (Act 936), which states “A Regional Coordinating Council shall (a) monitor, coordinate and evaluate the performance of the District Assemblies in the region”.
The Regional Minister as Chairperson of the Regional Coordinating Council (RCC) is required by law to monitor, coordinate and evaluate the performance of the District Assemblies (Headed by the MMDCEs).
ChaLoG firmly believes, that if this particular function is being performed very well by the Regional Minister herself, the situation whereby some MMDCEs will be sleeping on the job, nearly four (4) months into their appointment would not arise, to necessitate this needless lamentation and unfortunate comment.
The incontrovertible fact remains, that, “if the RCC sleeps on the job, the MMDCEs will also sleep on the job”. It is purely a cause-and-effect game and the Regional Minister must be told.
ChaLoG expects the Regional Minister to know or ought to have known that, the bulk majority of the current MMDCEs (if not all of them) have not occupied the position of Chief Executive of a District Assembly before and hence will necessarily require some time (at least six (6) months) to learn on the job and warm themselves into the new office.
ChaLoG therefore demands an immediate retraction of this premature and unfortunate comment from the Greater Accra Regional Minister to restore the sanctity of the office of Metropolitan/Municipal/District Chief Executives especially in Greater Accra.
