CETAG threatens strike over govt’s failure to implement NLC Arbitral Award

The Colleges of Education Teachers Association of Ghana (CETAG) has expressed deep disappointment at the government’s failure to fully implement the binding arbitral award issued by the National Labour Commission (NLC) on May 2, 2023.

In a statement dated October 27, 2025, CETAG said the government has persistently failed to honour its commitments, including the payment of the 2023/2024 Book and Research Allowance arrears agreed upon with the Ghana Tertiary Education Commission (GTEC) in April 2025.

The association also noted that the top-up of the 2022 allowance for staff of Akrokerri College of Education remains unpaid despite several assurances.

CETAG further cited unresolved issues before the NLC, including unpaid compensation for all-year-round work in 39 colleges of education, the downgrading of experienced staff, and non-payment of the 2022/2023 Book and Research Allowance arrears tied to their migration onto the university salary structure.

The association described the government’s inaction as a breach of trust and a disregard for labour laws, stressing that the NLC’s arbitral award is binding.

CETAG warned that if the government fails to meet all outstanding obligations by November 7, 2025, it will embark on a nationwide strike across all colleges of education.

The group urged the government to act swiftly to prevent disruptions to the 2025/2026 academic calendar and safeguard the welfare of teacher educators.
