2026 budget: Gov’t to upgrade SHSs nationwide under new education programme

The government has unveiled an ambitious plan to upgrade and expand senior high schools (SHSs) nationwide, focusing on infrastructure improvements and enhanced learning environments.

Finance Minister Dr. Cassiel Ato Forson, presenting the 2026 Budget Statement, highlighted the Ghana Secondary Learning Improvement Programme (GSLIP), which will run from 2026 to 2027.

Dr. Forson explained that the programme will expand capacity in high-demand schools by constructing new classrooms, dormitories, science labs, ICT facilities, and libraries.

As part of the initiative, ten Category B schools will be upgraded to Category A status, while an additional 30 Category C schools will be enhanced to Category B level. The government also plans to complete 30 previously abandoned Community Day Senior High School “E-Blocks” to improve access in urban and peri-urban areas.

“Mr. Speaker, these projects will deliver not just buildings, but opportunity. Every new classroom, every science lab, is a step toward a Ghana where quality education is not a privilege for the few but a birthright for every child,” he stated.

The programme aims to reduce overcrowding, address inequities in school infrastructure, and ensure that all students have access to high-quality education, reinforcing the government’s commitment to making Free Secondary Education more equitable and effective.
