The Minister for the Interior, Muntaka Mohammed Mubarak, has disclosed that investigations into violent incidents during Ghana’s 2020 and 2024 general elections found that security personnel were involved in seven of the 15 deaths recorded nationwide.
Presenting the government’s findings on electoral disturbances on Tuesday, November 4, 2025, the Asawase MP explained that the fatalities occurred during police and military operations aimed at restoring order at polling stations and collation centres.
“The investigation established that three of the cases, resulting in four deaths, are traceable to the use of firearms by armed police patrol teams. Military personnel were also found responsible for three cases that led to the deaths of three persons when they intervened to restore calm to chaotic crowds,” he said.
According to the Minister, the conclusions were drawn from a detailed report prepared by a Special Investigation Task Force set up to examine all election-related deaths from both electoral cycles.
The task force reviewed police dockets, conducted forensic and ballistic examinations, and carried out field visits to verify the specific circumstances surrounding each fatality.
Mr. Mubarak added that while some deaths resulted from clashes between rival political supporters, evidence clearly indicated the involvement of security officers in several instances.
He emphasized that all such cases would be addressed according to due legal process.
The Interior Ministry’s report forms part of ongoing efforts to promote accountability, strengthen security operations during elections, and prevent future loss of life during Ghana’s democratic exercises.
