The Ghana Tertiary Education Commission (GTEC) has directed all public universities to retain existing student fees for the 2025/2026 academic year as part of efforts to strengthen regulatory compliance in the country’s tertiary education sector.
In a circular dated November 3, 2025, GTEC warned that no public university should implement new or revised fees without prior approval from Parliament, as required by law.
The Commission explained that the directive follows observations that some institutions have, over the years, adjusted student fees without following proper procedures, creating what it described as “implementation difficulties.”
The measure is intended to “ensure compliance with statutory requirements under the Fees and Charges Act,” which governs how public entities, including universities, determine and adjust fees.
Under the subject “2025/2026 Academic Year Fees,” GTEC reminded all Vice Chancellors:
“Vice Chancellors are hereby reminded to maintain the current student fees and only implement revised fees for the 2025/2026 academic year after obtaining approval from Parliament.”
The circular, signed by Dr. Emmanuel Oware Nyarko, Director of Quality Assurance and Compliance, on behalf of the Director-General, signals the Commission’s determination to enforce the law. Copies were sent to Vice Chancellors of all traditional and technical universities across the country.
The move serves as a clear warning that any attempt to adjust fees without parliamentary authorization will be considered a breach of national regulations, as GTEC seeks to promote fairness, transparency, and accountability in tertiary education financing.
