OSP amends charges against Mustapha Hamid, others after fresh evidence emerges

The Office of the Special Prosecutor (OSP) has amended its charges against the former Chief Executive of the National Petroleum Authority (NPA), Dr. Mustapha Abdul-Hamid, and nine others, increasing the counts from 25 to 54.

The move follows the discovery of fresh evidence from ongoing investigations.

The other accused persons are Jacob Kwamina Amuah, Wendy Newman, Albert Ankrah, Isaac Mensah, Bright Bediako-Mensah, and Kwaku Aboagye Acquaah, together with Propnest Limited, Kel Logistics Limited, and Kings Energy Limited.

The amended charges were filed ahead of proceedings in the Accra High Court on Monday morning, October 20, 2025.

According to the OSP, the accused persons, including senior NPA officials and associated companies, face prosecution for large-scale extortion, abuse of public office, and money laundering, involving a total of GH¢291,574,087.19 and US$332,407.47.

The prosecution alleges that the accused extorted hundreds of millions of cedis and foreign currency from bulk oil transporters and oil marketing companies under the guise of official duties and subsequently laundered the proceeds through property acquisitions and business entities to conceal their origins.

The OSP has also confirmed that several assets belonging to the accused have been seized or frozen pending trial, including tanker trucks, fuel stations, houses, apartments, and parcels of land valued at over GH¢100 million.

The Special Prosecutor’s office says the latest amendment reflects new findings uncovered through ongoing forensic investigations into financial transactions linked to the accused persons.
