
The Institute for Liberty and Policy Innovation (ILAPI) has appointed legal technology strategist and cybersecurity expert, Desmond Israel, as its new Senior Policy Research Fellow.
In his role, Israel will lead ILAPI’s Business Regulatory and Cyberlaw Initiatives, focusing on governance reforms, digital risk management, and innovation-driven policies. He will also mentor junior fellows and support project implementation strategies.
Israel brings over 20 years of experience in law, technology, and executive education. He is a partner at AGNOS Legal Company, founder of Information Security Architects Ltd, and serves as a non-executive director with Zerone AnalytiQs in Canada. His expertise spans data protection compliance, AI governance, and enterprise IT systems.
A graduate of The George Washington University Law School with a Master’s in National Security and Cybersecurity, Israel holds global certifications including CISSP and CIPM. He also lectures in Technology Law at GIMPA Law School and collaborates with financial and policy institutions in Africa and abroad.
ILAPI Executive Director Peter Bismark described the appointment as a major step in advancing ethical innovation, good governance, and digital sovereignty across the continent.
