CAGD seeks answers as salary irregularities persist in education agencies

The Controller and Accountant General, Mr. Kwasi Agyei, has voiced serious concern over recurring salary-related anomalies within the public sector, especially among agencies under the Ministry of Education.

He highlighted a range of financial irregularities—delayed or unpaid salaries, overpayments, funds released to individuals on study leave, and even allowances issued to deceased persons—uncovered during a recent Public Accounts Committee (PAC) sitting.

During an interview on Citi FM, Mr. Agyei clarified that his office only disburses funds that have been pre-verified by the appropriate approving bodies. He stressed that responsibility should lie with those who authorised and validated the payments.

“It is a worrying situation,” he said. “Once the recovered salaries have been paid, it seems we’re relieved. Yes, we’ve recovered the money—but we must go to the root cause. Who caused it? Who validated it and processed it to be paid through the Controller and Accountant General?”

Mr. Agyei reaffirmed the need for systemic reform beyond just recovering funds. “If allowances paid were indeed due, who processed them for payment via the Controller and Accountant General? That’s what we want—to go beyond recovery and examine the entire process in depth,” he emphasized.
